A RESOLUTION OF THE MIAMI CITY COMMISSION, PURSUANT TO SECTION 18-
82(A) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
CLASSIFYING THE ATTACHED LIST OF SURPLUS EQUIPMENT AS CATEGORY "A"
SURPLUS STOCK; AUTHORIZING THE DONATION OF SAID LIST OF SAFETY
EQUIPMENT TO THE UKRAINIAN CONGRESS COMMITTEE OF AMERICA (UCCA),
A 501(C)(3), NOT FOR PROFIT ORGANIZATION, ESTABLISHED TO PROVIDE
ASSISTANCE TO UKRAINE, SUBJECT TO ALL APPLICABLE LAW, RULES, AND
REGULATIONS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL AGREEMENTS NECESSARY, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, TO EFFECTUATE SAID DONATION.

A RESOLUTION OF THE MIAMI CITY COMMISSION, PURSUANT TO SECTION 18-
82(A) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
CLASSIFYING THE ATTACHED LIST OF SURPLUS EQUIPMENT AS CATEGORY "A"
SURPLUS STOCK; AUTHORIZING THE DONATION OF SAID LIST OF SAFETY
EQUIPMENT TO THE UKRAINIAN CONGRESS COMMITTEE OF AMERICA (UCCA),
A 501(C)(3), NOT FOR PROFIT ORGANIZATION, ESTABLISHED TO PROVIDE
ASSISTANCE TO UKRAINE, SUBJECT TO ALL APPLICABLE LAW, RULES, AND
REGULATIONS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL AGREEMENTS NECESSARY, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, TO EFFECTUATE SAID DONATION.
WHEREAS, due to the current situation in Ukraine, the City of Miami's ("City") Police
Department ("MPD") wishes to donate surplus safety equipment to Ukraine through the
Ukrainian Congress Committee of America ("UCCA"), an organization operating pursuant to
Title 26 United States Code, Section 501(c)(3); and
WHEREAS, the UCCA was established to provide assistance for Ukraine and is
qualified organization to receive surplus stock from the City; and
WHEREAS, the City's Chief Procurement Officer has declared the list of safety
equipment as Category "A" surplus stock; and
WHEREAS, pursuant to Section 18-82(a) of the Code of the City of Miami, Florida, as
amended ("City Code"), surplus stock declared as Category "A" shall be available for disposition
as the City's contribution or the City's commitment in support of a particular public purpose,
which may include those community, civic, or social service programs as may be authorized by
the City Commission; and
WHEREAS, the City Manager recommends adoption of this Resolution allowing the City
to donate the list of surplus safety equipment to Ukraine by and through the Ukrainian Congress
Committee of America UCCA;
NOW THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Pursuant to Section 18-82(a) of the City Code, the attached itemized list of
equipment are classified as Category "A" surplus stock.
Section 3. The City Manager is authorized to donate surplus safety equipment to the
UCCA established to provide assistance to Ukraine, subject to all applicable law, rules, and
regulations.
Section 4. The City Manager is further authorized1 to negotiate and execute any and all
agreements necessary, all in forms acceptable to the City Attorney, to effectuate said donation.
Section 5. This Resolution shall become effective immediately upon its adoption.
