City board recommends OK for Wynwood 329-unit project

A mixed -use residential de-
velopment is proposed for the
Wynwood Arts District.
Owner -developer PRH G40
Property Owner LLC plans the
eight -story project at 2700 NW
Second Ave.
Miami's Urban Development
Review Board recommended ap-
proval of the project, with some
recommendations.
Under its working title, 2700
NW 2ND Avenue will be home
to 329 residential units, 18,452
square feet of commercial -
retail uses, and parking for 206
vehicles.
Total floor area will be 363,363
square feet and the height will
reach 95 feet.
The project was presented to,
and unanimously approved by,
the Wynwood Design Review
Committee on April 12, with
several recommended changes.
Steve Wernick, an attorney for
the developer, said the property
will be unified with the abutting
properties directly to the west at
285 and 295 NW 27th St, through
a covenant in lieu of unity of title
solely for the purpose of shift-
ing available density through a
unified development site.
In a letter, Mr. Wemick said:
"The Property is uniquely situ-
ated in the heart of Wynwood,
directly between NW 27th
Terrace and 27th Street. It also
fronts a significant thoroughfare
in NW 2nd Avenue, specifi-
cally identified in the Wynwood
Streetscape Masterplan as a
NRD-1 (Neighborhood Revi-
talization District- I) Corridor
due to its importance to the
Wynwood neighborhood. For-
merly known as the G40 Site,
the Property assemblage was the
subject of the original rezoning
application in Wynwood filed
in 2013, then under the owner-
ship of an affiliate of Goldman
Properties."
The eastern most portion is
currently vacant and has peri-
odically been used as temporary
surface parking. The western
portion is likewise vacant, but
fora small-scale two-story struc-
ture built in approximately 1945.
Surrounding the property is
a mix of vacant sites framed by
chain -link fences and typical
one- and two-story warehouse
structures that have been adapted
for commercial use.
Mr. Wernick wrote: "2700
NW 2ND Avenue is an excit-
ing mixed -use multi -family
residential project that reflects
the creative spirit and energy of
Wynwood. The Project includes
329 multifamily residential
Dwelling Units ranging from
478 square foot studios to 911
square foot two -bedroom Dwell-
ing Units, oriented and acces-
sible to young professionals
and other creative individuals
looking to live (and work) in
Wynwood."
The ground floor is com-
prised of 18,452 square feet of
commercial space, wrapping
around Northwest 27th Street,
Northwest Second Avenue and
Northwest 27th Terrace, and
with a strong urban design nar-
rative and a mix of glazing and
architectural treatments, he said.

The project will have a
21-foot-wide cross -block pe-
destrian passage at the mid -
block location which connects
Northwest 27th Street and 27th
Terrace, effectively breaking
up the massing of the ground
floor and providing an important
pedestrian connectivity through
the building.
The project is designed by ar-
chitectural firm Arquitectonica.
The residential units will be
condos. Amenities will include
swimming pools, a residential
outdoor lounge, and a fitness
center.
Board member Ligia Ines
Labrada asked what recom-
mendations were made by the
Wynwood Design Review Com-
mittee.
Mr. Wernick said some includ-
ed adding more detailed artwork
in the crosswalk passage; further
develop landscaping on North-
west 27th Terrace; increase art
along Northwest 27th; further
articulate the main corner; and
explore further continuity be-
tween the facades of the podium
and upper floors.
Ms. Labrada said it is an ar-
chitecturally beautiful project.
She did voice a concern about
the use of such dark colors on the
facades, noting they look very el-
egant in the renderings but she's
worried the colors will quickly
fade because of the harsh Miami
weather. She suggested using
a variety of materials that can
better withstand the elements.
Board member Willy Berm-
ello voiced concern about turn-
ing radius.
"There's no way to make the
turn to the basement or mezza-
nine level (where there will be
parking) without going into the
other traffic lane," he said.
Mr. Bermello also said col-
umns in the loading bays would
make it difficult for vehicles to
get in and out.
Board member Fidel Perez
said, "A very nice put together
project on a very tight site." He
agreed with Mr. Bemmello about
the tight turning radius.
He added that the corridors are
so long, suggesting a redesign
to bring more light inside the
building, and to break up the
west elevation.
In regard to the turning radius,
architect Ray Fort said they
are working on an operational
maneuvering plan for the valet
parking operations.
"This is a very challenging
site. You did a good job," said
Chair Ignacio Permuy.
Board member Anthony Tza-
mtzis said, "Very well done." He
had one concern regarding the
distance some of the residents
would have to carry trash to a
single distant trash chute.
The motion to recommend
approval included several sug-
gestions to the developer's team:
study the traffic patterns and
valet drop-off areas, revisit the
trash collection locations, and
consider some redesign to break
up the long corridors.
The developer is requesting
several waivers ofrequirements
in the zoning code to allow:
■ An increase to the maximum
lot coverage; the developer pro-
poses a lot coverage of 41,995
square feet, or 89.58%, where a
maximum of 80% is permitted.
■ Up to a 30% reduction in
required parking spaces for a
project within aTransit Corridor.
• A parking level contained
within a mezzanine space.
• Up to a 10% reduction in
the minimum required square
footage for a one -bedroom unit.
■ Up to a 10% reduction in
the minimum required drive
isle width.
• Rooftop projections to 10
feet in height.

Zero net energy schools
for Brickell, South Dade

Schools that are net zero energy
ready are corning to Miami -Dade
as local firm Zyscovich Architects
has designed two middle schools in
the county that would use technolo-
gies gies to lower energy consumption
and costs.
Zero energy schools are "ex-
tremely energy -efficient buildings
that produce as much energy as it
uses over the course of a year," a
document from the US Department
of Energy details. Net zero energy
ready schools are designed and built
so that on -site renewable energy can
be installed later on with minimal
disruption.
These buildings can cost 5%
to 13% more than conventional
schools, but in the long term savings
could help cover other operational
costs of equal importance. For in-
stance, by annually saving on energy,
school officials could redirect those
operating costs to fund teacher
salaries, a priority for state and local
authorities.
"Many US school districts strug-
gle for funding and improving a
school building's energy efficiency
can free up operational funds that
may then be available for educa-
tional and other purposes" says the
department's document.
The schools being built in the
county, BnckellAreaMiddleSchool
and Ammons Middle School in
South Dade, broke ground recently
and are expected to be open by Au-
gust 2023. The schools have costs
of S26.3 million and S29.99 million.
"Many districts have been in-
terested in utilizing net zero en-
ergy schools, net zero energy ready
schools, to help shift some of the
funding to more pressing needs
such as teacher salaries," said Jose
Murgido, vice president in charge of
Architectural Services for Zyscov-
ich Architects.
They both usenet zeroreadytech-
nology such as high-performance
membranes around all windows and
the masonry walls to keep as much
refrigerated air inside as possible and
reduce the amount ofenetgy needed
to cool the building.
"It's almost like building your
building like a balloon, so none of
the refrigerated air leaves or very
little bit leaves, and [m] that way
you don't need to produce more
refrigerated air; air conditioning is
a huge cost in operating schools,"

shading from trees and other future
landscaping growth, hills, existing
or future buildings.
Zyscovich already has similar
projects in Central Florida, which
give guidance on how to design and
build the Miami -Dade projects. One
ofthem, theCanoeCreekAcademy
in the Osceola County School Dis-
trict, won an award of merit from
the Florida Educational Facilities
Planners' Association recognizing
the net -zero design and the 21st
century learning method.
The school had a five-year pay-
back on its investment and cost 13%
more than a conventional school,
since it already had the solar panels
installed. In other buildings, without
the panels, the cost was 5% to 8%
more.

Automated food delivery
robots are due to roll across
downtown Miami to bring in food
from nearby restaurants.
Cyan Robotics Inc., also
known as Coco, plans to run its
pink -and -orange robots on the
sidewalks downtown. These re-
mote -controlled robots can bring
in both hot and cold food from
restaurants to nearby custom-
ers. They work within a one- to
three-mile radius ofa restaurant,
moving three to five miles per
hour on sidewalks.
Coco Food Delivery hasn't yet
confirmed when the robots will
roll downtown.
The Miami Downtown Devel-
opment Authority's Chairman
Manolo Reyes, one of the city's
five commissioners, said he's
excited about what the project
will bring to Miami and believes
it will attract the visitors.
"It is a delivery service from
restaurants for consumers that
are out nearby and they're not
that far away," Mr. Reyes said.

Los Angeles in February 2020 by
Brad Squicciarini andZach Rash,
UCLA graduates who worked on
making new robotic machines
while they were in college. Their
main goal was to create anew way
ofdelivering food that would both
benefit their customers and local
restaurants.
A year later they brought their
invention into Santa Monica and
15 other neighborhoods with
about S42 million in funding.
Coco's robots sit outside local
restaurants until food is packed
in and they make a delivery.
This makes it easier to deliver
food faster during rush hours.
Coco says its machine is 30%
faster making deliveries than any
other robot service, with a 97%
delivery rate.
The food delivery service
works in association with popular
third -party food delivery services
such as Uber Eats and DoorDash.
Coco says it makes sure its de-
liveries always arrive within 30
minutes and they don't cancel
the orders.
This concept of having these
robots in Miami was presented
by Elnatan Rudolph, the manag-
ing partner at Coverage Public
Strategies. He presented the idea
to the Downtown Development
Authority (DDA) on March 18,
Miami Today reported earlier.
The robots don't require a city
permit, and the development au-
thority said it wants to give Coco
Automated Food Delivery a try.
This delivery means has cut res-
taurants' delivery costs elsewhere
by 50%-80%, Coco said.
The goal for the DDA is to find
five or six merchants downtown
to use the bots in a pilot program.
There've been no reports of dam-
ages to these bots elsewhere, Coco
said, nor reports of accidents on
LA sidewalks.
Mr. Reyes said he hasn't read
anything negative about the food
delivery service and he thinks it
will bring in more money.
"What I have read is more
praises than anything else,"Com-
missioner Reyes said. "People are
happy, but I'm looking forward to
see how it works herein Miami."

niversary at its downtown Miami
location, Frost Science Museum
has presented its largest summer
exhibition to date, while seeing
recording -breaking worthy atten-
dance numbers.
"Sherlock Holmes: The Exhibi-
tion," features detailed stage sets,
elaborate Victorian -style exhibits
and interactive evidence stations
that appeal to dedicated Sherlock
enthusiasts, the merely curious and
families with children who enjoy
playing detective, said Joseph A.
Quifones, Frost Science's VP of
marketing.
"We welcomed nearly 3 million
guests since opening in March
2017, which is quite an achieve-
ment," he said. "And, we have not
hosted a special exhibition of this
size and magnitude before, which
also makesthisparticularexhibition
a blockbuster summer exhibit that
is really an inunersive interactive
experience."

Blvd has been pacing at about 120%
higher foot traffic and attendance
numbers comparedtothepre-Covid
stable year, which is the fiscal year
2019, Mr. Quinones said.
"And in terms to last year, we're
trending about more than 50%
higher," he said. "This is really
the unofficial start to our summer
season but over the past month,
we've been averaging around 1,000
people per weekday and then on
the weekends, we get up to about
2,500 in total gate attendance.
Those numbers will increase dur-
ing the summer when kids are out
of school."
The museum's planetarium is
also offering three shows in antici-
pation of its fifth birthday, which
include Worlds Beyond Earth,
Dynamic Earth and Living Worlds
"In the past five years," Mr.
Quinones said, "we have never
seen such pent-up demand for our
programs hire summer camp, where
they are all sold out even before the
first week of camp."

Zero net energy schools
for Brickell, South Dade

Schools that are net zero energy
ready are coming to Miami -Dade
as local firm Zyscovich Architects
has designed two middle schools in
the county that would use technolo-
gies to lower energy consumption
and costs.
Zero energy schools are "ex-
tremely energy -efficient buildings
that produce as much energy as it
uses over the course of a year," a
document from the US Department
of Energy details. Net zero energy
ready schools are designed and built
sothat on -site renewable energy can
be installed later on with minimal
disruption.
These buildings can cost 5%
to 13% more than conventional
schools, but in the long tens savings
could help cover other operational
costs of equal importance. For in-
stance, by annually saving on energy,
school officials could redirect those
operating costs to fund teacher
salaries, apriority for state and local
authorities.
"Many US school districts strug-
gle for funding and improving a
school building's energy efficiency
can free up operational funds that
may then be available for educa-
tional and other purposes," says the
ckpdrtuw,nt s document.
The schools being built in the
comity. BrickellAreaMidc leSchool
and Ammons Middle School in
South Dade, broke ground recently
and are expected to be open by Au-
gust 2023. The schools have costs
of$26.3 million and S29.99million.
"Many districts have been in-
terested in utilizing net zero en-
ergy schools, net zero energy ready
schools, to help shift some of the
funding to more pressing needs
such as teacher salaries," said Jose
Murgido, vice president inchargeof
Architectural Services for Zyscov-
ich Architects.

membranes around al l windows and
the masonry walls to keep as much
refrigerated air inside as possible and
reduce the amount ofenergy needed
to cool the building.
"It's almost like building your
building like a balloon, so none of
the refrigerated air leaves or very
little bit leaves, and [in] that way
you don't need to produce more
refrigerated air; air conditioning is
a huge cost in operating schools,"
Mr. Murgido said
Another technology component
is desiccant wheels, "which create
cleaner air and also reduces the
amount of air that you need to bring
in to refrigerate," he continued
The Brickell school has another
innovative component, which is the
inclusion ofteadherhousing,with 10
hmitsavailable. "This isan attempt to
make affordable workforce housing
in the downtown area and integrated
into this new seven -story middle
school," Mr. Murgido said
"It's got apartments, it's net zero
ready and it's also one ofthe first 21 st
century schools, which means that
the way that kids team in it is a lot
ofproject-based learning, hands-on
learning," he added.
Other features recommended by
the D patntint of Energy include
the building orientation to ensure ex-
posure to daylight, engineering the
roofso it can support the weight and
handle the wind loading ofthe solar
photovoltaic systems, and anticipate
shading from trees and other future
landscaping growth, hills, existing
or future buildings.
Zyscovich already has similar
projects in Central Florida, which
give guidance on how to design and
build the Miami -Dare projects. One
ofthem, theCanoeCreekAcademy
in the Osceola County School Dis-
trict, won an award of merit from
the Florida Educational Facilities
Planners' Association recognizing
the net -zero design and the 21st
century learning method.
The school had a five-year pay-
backonitsinvestmentandcost 13%
more than a conventional school,
since it already had the solar panels
installed. In other buildings, without
the panels, the cost was 5% to 8%
more.

verano con sus altas tem-
peraturas y las familias se
preparan para divertirse
en el agua, las autoridades
en Florida lanzaron aler-
tas para tener mayor cui-
dado de nuestros nifios en
lugares como las piscinas.
Los mensajes de preven-
cion toman en cuenta esta-
disticas en las que aparece
el ahogamiento como la
segunda causa de muerte
entre nifios en Florida,
en muchos casos por des-
cuido de los padres o per-
sonas a cargo.
De hecho, solo en los
cinco primeros meses de
este ano, de acuerdo con
cifras oficiales, mas de 20
menores han perecido por
ahogamiento en piscinas,
bafieras o inodoros en el
Estado del Sol.
Un informe del Departa-
mento de Nines y Familias
de Florida indica que las
muertes por ahogamiento
aumentaron de 69 en 2020
a 98 en 2021, con lo que el
estado alcanzo un record
que supero cifras de anos
anteriores.

de dos anos en adelante,

orientar a sus hijos en el

eventos comunitarios gra-

pasado cuando se conme-
moro el Mes Nacional de
Prevencion de Ahogamien-

La actividad proxima se
presenta como la "Leccion
de natacion mas grande del
mundo" y se realizara el 23
de junio en cuatro piscinas
del condado: Oak Grove,
Tropical Estates, West Pe-
rrine y South Dade.
A lo largo del dia, losencar-
gados de la programacion
realizaran un seguimiento
y fotografiaran las leccio-
nes de instruccion de na-
tacion para luego enviar la
informacion a la Asocia-

Six corridors of new rapid transit roll out at different paces

The six corridors of the Strategic Miami
Area RapidTransit (SMART) Plan to improve
transit in Miami -Dade County are underway,
as local authorities work on procurement,
permits for construction, conceptual plans,
and analysis.
The 10-mile North Corridor is still in the
procurement process as a public -private
partnership (P3). The second phase of the
process is expected to be out in the third
quarter of this year, said Eulois Cleckley,
directorofthe Department of Transportation
and Public Works (DTPW) at the May 26
Citizens' Independent Transportation Trust
(CfIT) meeting.
Nilia Cartaya, Modal Development Office
administrator of the Florida Department of
Transportation, District Six, said the Project
Development and Environment (PD&E)
study remains on hold, pending the result of
the procurement being led by the county's
transportation and public works depamnent.
The North Condor has a capital cost of
roughly $ 1.9 billion with an operating cost of
around S49.4 million per year, Ms. Cartaya
detailed. Estimatednew transit riders per day
would total 7,500.
The county's department is working on
the bridge permit with the Coast Guard for
the Beach Corridor, connecting the Miami
Design District/Midtown to downtown Mi-
ami and Miami Beach with a monorail. Mr.
Clecldey said they anticipate getting permit
approval by fall.
"We continue to work with the state with
respect to traffic analysis, conceptual plans,
and typical sections, which we anticipate
having both of those reports finalized by the
end of June," he added.

The Flagler Corridor, stretching from
downtown Miami to West Dade via Flagler
Street, obtainednotice to proceed with a dem-
onstration project to analyze the benefits of
dedicated bus lane from 2 7th Avenue to Sixth
Avenue to begin by fall. The Transportation
Planning Organization gave the green light
in February.
In the meantime, the PD&E was placed
on hold to analyze the data obtained once the
demonstration iscompleted, Ms. Cartaya said
As Miami Today previously reported, the
website of FDOT details that the department
is studying the use of Premium Transit, and
modes such as Bus Rapid Transit (BRT)
would be evaluated on exclusive transit lanes
or reversible transit lanes.
"[The] design estimated completion [date]
will be May ofnextyear," Ms. Cartaya said
"We hope to get environmental clearance by
July2023, andwewill have thelanereputpos-
ing analysis completed by November 2023,
followed by a construction completion date
of June 2024."
Ms. Cartaya noted that the department
would have a project monitoring evaluation
period, expected to be complete by August
of 2025.
The Kendall Corridor had no major
changes since the February update. The
PD&E is also on hold, awaiting the results
oft edemonstrationprojectatFlaglerStreet.
"We want to put those two PD&Es on hold
so that we can implement the demonstration
project on a smaller portion of Flagler and
then have more data to properly analyze any
impacts associated with lane repurposing,"
Ms. Cartaya said
The BRT corridors at the Flagler and Ken-
dall corridors have been highly criticized by
local transit activists before, claiming that it
is not what riders have been expecting since
the SMART Plan was officially adopted
and endorsed in 2016 by the Miami -Dade
Transportation Planning Organization Gov-
erning Board.

County offering of property insurance
an unlikely cost solution, mayor finds

this week detailing that it is unlikely
that the local goverment would be
able to offer property insurance to
residents as a measure to alleviate
the rising costs.
The t eput comes at the request of
Chairman Jose"Pepe" Diaz through
a February resolution asking the
mayor to examine the feasibility
of the county providing property
insurance protection to some prop-
erty owners who are unable to find
coverage in the private market.
"Establishing such a program
would require hiring claims ad-
justers, appraisers, actuaries, etc.,
causing great financial impact to
MDC [Miami -Dade County]," says
the report
"Insurance policies confined
within MDC is highly susceptible
to catastrophic weather events such
as hurricanes and floods and would
result in high -risk policies requir-
ing higher premiums which would
undoubtedly be uncompetitive when
comparedtoprivateinsu rancecarrier
markets"
If commissioners want to assist
with skyrocketing insurance costs,
the mayor proposed an alternative
that might include the development
ofagrant, rebate, or subsidy program
that would allow for retrofitting of
older homes to better withstand hur-
ricane winds, which would lower
premiums.
Another option is establishing
a program that pays towards the
homeowner's property insurance
premium "Funding sources would
need to be identified and can be
furtherstandardized,"MayorLevine
Cava wrote.
The Miami -Dade Internal Ser-
vices Apartment, Risk Manage-
ment Division, contacted the Florida
Office of Insurance Regulation and
confinned that no other municipal-
ity has famed its own local -serving
property carrier as an alterative to
the Citizens Insurance, the state's
"insurer of last resort." Such ini-
tiative would require legislative
approval.
Florida residents have seen home
insurance costs rise significantly. Just
Iastweek, Gov. RonDeSantissigned
bipartisan legislation creating a S2
billion reinsurance fund as an Assist
Policyholdersprogram forinsurersto
purchase insurance to help insulate
themselves from risk.
The law also offers grants up to
S10,000 to outfit homes meeting
certain criteria so they are less vul-
nerable tohurricane damage; forbids
insurance companies from denying
coverage based only on the age ofa
roofifitis less than 15 years old orif
the roofis determined to have at least
5 years ofuseful life remaining: and
createsanew standardforapplicarion
of attomey fee multipliers that have
been liberally applied, resulting in
increased costs to consumers.
Although adopted by both parties,
Democrats criticized the legisla-
tion, arguing it does not do enough
to grant immediate financial relief
to homeowners whose premiums
have increased, while Republicans
acknowledged it would take 12 to
18 months before costs might drop
for homeowners.

respecto a algun asunto que se vaya a analizar en esta reunion, esa persona

incluidos todos los testimonios y pruebas en las que cualquier recurso pueda
