Subject: Authorize Piggyback - Computer Aided Dispatch System
Purpose of Item:
The nature of this item is to establish a resolution of the Miami City Commission, with
attachment(s), authorizing the piggyback of the Lee County Contract No. RFP 180081
for the procurement of a cloud based CAD system , pursuant to Section 18-111 of the
Code of the City of Miami, Florida, as amended, with Intergraph Corporation d/b/a
Hexagon Safety and Infrastructure ("Hex"), which was competitively solicited, effective
through February 10, 2024, subject to any renewals, extensions and/or replacement
contracts by Lee County; allocating funds from Capital Project 40-B203215 and other
various sources of funds from the user Departments and Agencies, subject to the
availability of funds and budgetary approval at the time of need; authorizing the City
Manager to execute the supplemental agreement, in a form acceptable to the City
Attorney; further authorizing the City Manager to negotiate and execute any and all
documents, including any amendments, renewals, and extensions subject to all
allocations, appropriations and budgetary approvals having been previously made,
compliance with applicable provisions of the Code of the City of Miami, Florida, as
amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -
Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the
City Code, in a form acceptable to the City Attorney, and in compliance with all
applicable laws, rules and regulations, as may be deemed necessary for said purpose.
Background of Item:
The Fire -Rescue Department ("Fire") has been using a "home grown" system for
Computer Aided Dispatch ("CAD") for over twenty (20) years. The system has
surpassed its "end of life" and is no longer scalable, difficult to maintain and does not
interface with other systems very well. The City's Police Department currently operates
a Premiere One CAD System provided by Motorola, however, Motorola has not
developed a cloud based CAD system yet. Therefore, both of these critical departments
need to have all of their information reside in the cloud to reduce the threat of hacking.
Cybersecurity experts recommend that these mission critical systems reside in the
cloud in order to comply with the Federal Bureau of Investigation's ("FBI") Criminal
Justice Information Services Division ("CJIS") compliance standards. Other advantages
of a cloud based CAD system include simplified collaborations with other departments
and automatic maintenance upgrades. The estimated fiscal impact is approximately
$11,021,810.00 in the aggregate for five (5) years.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE PROCUREMENT OF A CLOUD BASED COMPUTER AIDED
DISPATCH ("CAD") SYSTEM FROM INTERGRAPH CORPORATION D/B/A
HEXAGON SAFETY AND INFRASTRUCTURE ("HEXAGON"), FOR USE IN THE CITY
OF MIAMI ("CITY"), PURSUANT TO SECTION 18-111 OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED, UTILIZING THE COMPETITIVELY SOLICITED
AND EXISTING LEE COUNTY, FLORIDA, REQUEST FOR PROPOSALS ("RFP")
CONTRACT NO. RFP 180081, EFFECTIVE THROUGH FEBRUARY 10, 2024,
SUBJECT TO ANY RENEWALS, EXTENSIONS AND/OR REPLACEMENT
CONTRACTS BY LEE COUNTY, FLORIDA; ALLOCATING FUNDS FROM VARIOUS
SOURCES OF FUNDS FROM THE END USER CITY DEPARTMENTS AND
AGENCIES, SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY
APPROVAL AT THE TIME OF NEED; AUTHORIZING THE CITY MANAGER TO
EXECUTE THE SUPPLEMENTAL AGREEMENT TO MASTER TERMS AND
CONDITIONS, IN SUBSTANTIALLY THE ATTACHED FORM; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
OTHER DOCUMENTS, INCLUDING ANY AMENDMENTS, RENEWALS,
EXTENSIONS, AND MODIFICATIONS TO THE AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE WITH
ACCEPTABLE REGULATIONS, AS MAY BE NECESSARY FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") Fire -Rescue Department and Police Department
have a need to update and replace their respective Computer Assisted Dispatch ("CAD")
system; and
WHEREAS, first responder agencies are realizing the importance and benefits of using a
cloud -based CAD system to enable a more streamlined and efficient management system for
communications and collaboration between multiple agencies; and
WHEREAS, pursuant to Section 18-111 of the Code of the City of Miami, Florida, as
amended ("City Code"), the Chief Procurement Officer has determined that Contract No. RFP
180081, between Lee County, Florida, and Intergraph Corporation, by and through its safety
and infrastructure division, Hexagon Safety & Infrastructure ("Hexagon") for the provision of a
cloud -based CAD system was entered into pursuant to a competitive process in compliance
with the City's laws, policies, and procedures; and
WHEREAS, the procurement of this cloud -based CAD system will increase the safety of
the City's first responders and complies with the Federal Bureau of Investigation's Criminal
Justice Information Services Division ("CJIS") standards; and
WHEREAS, funds for the procurement of this system will be allocated from various
sources of funds from the City's end user departments as they may become available;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The procurement of a cloud -based CAD system from Hexagon for use by the
City, pursuant to Section 18-111 of the City Code, utilizing the competitively solicited and
existing Lee County, Florida Contract No. RFP 180081, effective through February 10, 2024,
subject to any renewals, extensions and/or replacement contracts by Lee County, Florida, is
authorized.'
Section 3. Funds for the procurement of this system are to be allocated from the various
sources of funds from the City's end user departments and agencies, subject to the availability
of funds and budgetary approval at the time of need.
Section 4. The City Manager is authorized' to execute the Supplemental Agreement to
Master Terms and Conditions, in substantially the attached form.
Section 5. The City Manager is further authorized' to negotiate and execute any and all
other documents, including any amendments, renewals, extensions, and modifications to the
agreement, in a form acceptable to the city attorney, and in compliance with acceptable
regulations, as may be necessary for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
