The Department of Procurement ("Procurement"), on behalf of the City of Miami ("City"), respectfully requests your approval and action of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public hearing ratifying, approving, and confirming the Chief Procurement Officer's recommendation, and finding that competitive sealed bidding methods are not practicable or advantageous to the City of Miami ("City"), pursuant to Section 18-85(a) of the Code of the City of Miami; waiving the requirements for said procedures; recognizing the Miami Symphony Orchestra/Orquesta Sinfonica de Miami, Inc. ("MISO") as the official symphony orchestra/orquesta sinfonica of the City of Miami. MISO was founded in 1989 by the late Manuel Ochoa. MISO's mission is to present symphonic music of consistently high-performance standards to a culturally diverse audience in a variety of settings and formats with the aim of educating, engaging, and enriching the community of one of the world's most international cities. MISO has successfully fulfilled its mission. Since 2006 the baton has been in the hands of Eduardo Marturet, a Venezuelan composer and conductor acclaimed across three (3) continents who has continued and expanded upon MISO's successful mission. M ISO's professional musicians represent the diverse and exceptional talent that is representative of South Florida's multicultural diversity, as such, the City wishes to recognize MISO as its official symphony orchestra/orquesta sinfonica. In light of the above mentioned, and pursuant to Section 18-85, as amended, it is respectfully recommended that you, as the City Manager, waive competitive sealed bidding methods, via the written findings and reasons stated herein. Said waiver shall need to be ratified, confirmed, and approved by the City Commission, by a four -fifths (4/5ths) affirmative vote, during an advertised public hearing.
