HomeMy WebLinkAboutR-22-0149City of Miami Resolution R-22-0149 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 11717 Final Action Date: 4/28/2022 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING A SUBAWARD GRANT FROM MIAMI-DADE COUNTY ("COUNTY") TO CONTINUE FUNDING OPERATION STONEGARDEN IN AN AMOUNT NOT TO EXCEED $46,479.09 WITH NO MATCHING FUNDS REQUIRED FROM THE CITY OF MIAMI; ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "OPERATION STONEGARDEN CONTRACT" FOR SAID PURPOSE; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO A SUBAWARD AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE COUNTY AND TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF THE FUNDS IN COMPLIANCE WITH THE REQUIREMENTS OF THE SUBAWARD AGREEMENT. WHEREAS, the State of Florida's Division of Emergency Management provided a grant award in the amount of $396,000.00 to Miami -Dade County ("County") by and through the Miami -Dade Police Department to continue funding the "Operation Stonegarden Program" ("Program"); and WHEREAS, the City of Miami ("City") is eligible to receive a subaward amount of $46,479.09 ("Grant") for the Miami Police Department's ("MPD") efforts as a participating law enforcement agency in the Program intended to secure and protect the waterways surrounding the City; and WHEREAS, MPD's Marine Patrol Detail ("Detail") will utilize the subaward funds for overtime reimbursement in coordinating with and assisting MDPD in conducting all police operations; and WHEREAS, the Subaward Agreement will continue through March 31, 2023 and does not require a City match; and WHEREAS, it is appropriate for the City Manager to accept the Grant and establish a special revenue fund for the appropriation of the Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. The City Manager is authorized' to accept the Grant from the County with no City match required for the purposes stated herein. Section 3. The following Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Operation Stonegarden Program Contract No. R0401 RESOURCES: Miami -Dade County/Miami-Dade Police Department $46,479.09 APPROPRIATIONS: MPD Marine Patrol Overtime Reimbursement $46,479.09 Section 4. The City Manager is further authorized' to execute the Subaward Agreement, in substantially the attached form, and to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, to implement the acceptance and administration of the Grant in compliance with the requirements of the Subaward Agreement. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: endez, ity Attor ey 4/5/2022 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed including, but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
