A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
ATTORNEY TO PREPARE AN AMENDMENT TO CHAPTER 2/ARTICLE XI/DIVISION
18/SECTION 2-1272 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED, TITLED "ADMINISTRATION/BOARDS, COMMITTEES,
COMMISSIONS/CLIMATE RESILIENCE COMMITTEE/COMPOSITION;
APPOINTMENT AND TERMS OF OFFICE OF MEMBERS; FILLING OF VACANCIES,"
BY INCREASING THE NUMBER OF VOTING MEMBERS OF THE CLIMATE
RESILIENCE COMMITTEE FROM NINE (9) TO ELEVEN (11) MEMBERS WITH THE
ADDITIONAL TWO (2) MEMBERS BEING CITY OF MIAMI RESIDENTS FROM THE
YOUTH POPULATION OF EIGHTEEN TO TWENTY-FIVE (18 — 25) YEARS OLD
WITH A STRONG INTEREST AND BACKGROUND OR EDUCATION IN CLIMATE
RESILIENCE TO BE APPOINTED BY THE MAYOR; FURTHER DIRECTING THE
CITY MANAGER TO PRESENT THE AMENDMENT FOR CONSIDERATION BY THE
CITY COMMISSION AT ITS APRIL 14, 2022 CITY COMMISSION MEETING.
WHEREAS, on September 12, 2019, the City of Miami ("City") consolidated the
functions of the Waterfront Advisory Board and the Sea Level Rise Committee into a newly
formed Climate Resilience Committee ("CRC"); and
WHEREAS, climate resilience is an increasingly important matter, especially for the City;
and
WHEREAS, the CRC recommends changes to the Code of the City of Miami, Florida, as
amended ("City Code"), and policies necessary to help the City, its residents, businesses,
institutions, and natural systems adapt to, prepare for, and thrive in the various stresses
related to climate change, including but not limited to emissions of greenhouse gases,
increasing flood risks, increasing groundwater levels, more intense storms resulting in high
tides and storm surges, increasing high heat days, salt water intrusion, drought, extreme
weather events, and water and vector -borne illnesses; and
WHEREAS, the CRC further has the responsibility to review and evaluate issues
related to the use, disposition, and/or development of City -owned waterfront property and
provides advice to the City Commission concerning those issues and as well as other matters
referred to it by the City Commission in regard to City or public land abutting water; and
WHEREAS, the current membership of the CRC consists of individuals with various
expertise, including climatology, coastal management, oceanography, community and real
estate development, emergency management, infrastructure, economics, and advocacy for
vulnerable low-income communities; and
WHEREAS, the CRC recommended to the City Commission to add two (2) additional
voting members to the CRC between the ages of eighteen and thirty (18-30) years old; and
WHEREAS, the City Commission wishes to consider an amendment to Section 2-1272
of the City Code to add two (2) voting members from the youth population of eighteen to twenty-
five (18-25) years old to the CRC to include the youth population in the formal political
processes related to climate resilience;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Attorney is hereby directed to prepare an amendment to Chapter
2/Article XI/Division 18/Section 2-1272 of the City Code, titled "Administration/Boards,
Committees, Commissions/Climate Resilience Committee/Composition; Appointment and
Terms of Office of Members; Filling of Vacancies," by increasing the number of voting members
of the CRC from nine (9) to eleven (11) members with the additional two (2) members being City
residents from the youth population of eighteen to twenty-five (18-25) years old with a strong
interest and background or education in climate resilience to be appointed by the Mayor.
Section 3. The City Manager is hereby directed to present the proposed amendment for
consideration by the City Commission at its April 14, 2022 City Commission Meeting.
Section 4. This Resolution shall be effective immediately upon adoption.
