A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE PROPOSAL RECEIVED JULY 29, 2021 PURSUANT TO
REQUEST FOR PROPOSALS NO. 1364386 FROM BECKER & POLIAKOFF,
P.A., A FLORIDA PROFIT CORPORATION, FOR THE PROVISION OF
FEDERAL LOBBYING SERVICES FOR THE OFFICE OF THE CITY MANAGER
FOR AN INITIAL PERIOD OF ONE (1) YEAR WITH AN OPTION TO RENEW
FOR ONE (1) ADDITIONAL ONE (1) YEAR PERIOD; AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NEGOTIATED PROFESSIONAL SERVICES
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY
AND ALL OTHER DOCUMENTS, INCLUDING ANY AMENDMENTS,
RENEWALS, AND EXTENSIONS, SUBJECT TO ALL ALLOCATIONS,
APPROPRIATIONS, PRIOR BUDGETARY APPROVALS, COMPLIANCE WITH
ALL APPLICABLE PROVISIONS OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED ("CITY CODE"), INCLUDING THE CITY OF MIAMI'S
PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL
INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY
CODE, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AND IN
COMPLIANCE WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS,
AS MAY BE DEEMED NECESSARY FOR SAID PURPOSE.
WHEREAS, on June 28, 2021, the City of Miami's ("City") Department of Procurement
("Procurement") issued Request for Proposals ("RFP") No. 1364386 to obtain proposals from
experienced and qualified firms for the provision of federal lobbying services ("Services") for the
Office of the City Manager ("OCM"); and
WHEREAS, on July 29, 2021, six (6) proposals were received in response to the RFP;
and
WHEREAS, on November 17, 2021, the Evaluation Committee ("Committee") appointed
by the City Manager convened to discuss, evaluate, and reach a consensus on the proposals
pursuant to the guidelines established within the RFP; and
WHEREAS, on January 28, 2022, the City Manager concurred with the recommendation
of the Committee and authorized Procurement to enter into negotiations with Becker & Poliakoff,
P.A., a Florida profit corporation ("Becker"), for a Professional Services Agreement ("PSA") for the
provision of the Services; and
WHEREAS, Procurement and a designated negotiating team successfully completed
negotiations and have recommended to the City Manager the execution of a PSA, in substantially
the form attached as Exhibit "A," with Becker;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Proposal received July 29, 2021 pursuant to RFP No. 1364386 from
Becker for the provision of federal lobbying services for the OCM for an initial period of one (1)
year with an option to renew for one (1) additional one (1) year period is accepted.
Section 3. The City Manager is authorized' to execute the negotiated PSA, in
substantially the attached form.
Section 4. The City Manager is further authorized' to negotiate and execute any and all
other documents, including any amendments, renewals, and extensions, subject to all allocations,
appropriations, prior budgetary approvals, compliance with all applicable provisions of the Code of
the City of Miami, Florida, as amended ("City Code"), including the City's Procurement Ordinance,
Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City
Code, in forms acceptable to the City Attorney, and in compliance with all applicable laws, rules,
and regulations, as may be deemed necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
