HomeMy WebLinkAboutExhibitCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Art Norlega, City Manager DATE; February 25, 2022 SUBJECT: PADL Pilot Program Hernande ,`:'7' ' FROM: Barbie Hernandez, z, Barbara ; Q ENCLOSURES: Director Parks and Recreation Department The Department of Parks and Recreation respectfully requests your approval and action of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public hearing ratifying, approving, and confirming the City Manager's recommendation, and finding that competitive negotiation methods are not practicable or advantageous regarding the agreement for the services described below. The City of Miami Parks and Recreation Department respectfully requests such recommendation, finding, and authorization to proceed with executing a revocable license agreement with PADL LLC and creating a Special Revenue Fund to track and allocate the revenue generated from the agreement. PADL LLC provides rentable kayaks & paddleboards to provide affordable recreational options to promote the use of outdoor commodities through healthy activities. Their paddle share services are provided through a self -serve solar powered paddle sport rental station. Residents and visitors have the option to sign up for either a monthly or biannual membership or pay by the hour. Rates are typically $24.99 per month, $79.99 for 6 months, or $25.00 per hour respectively, although they may vary by location. PADL LLC has proposed to Install and operate a total of 5 stations total at their expense at the following parks: Legion Park Memorial Park located at 6447 NE 7 Ave, Miami Marine Stadium Flex Park located at 3501 Rickenbacker C5WY, and Peacock Park located at 2820 McFarlane Drive. These parks are open from sunrise to sunset daily. If the program is successful, Parks Administration will explore placing stations at additional park sites as deemed appropriate. The agreement would mirror what is implemented in Miami - Dade County Parks with the City of Miami Parks Department receiving $200 per month per location or 20% of revenue whichever is greater. PADL projects that each of the rental sites has the potential to generate $8,000 per site, Revenue from this agreement will be deposited in a special revenue fund separate from the general fund and used exclusively to fund shoreline cleaning at waterfront park sites. During this potential pilot program PADL will host volunteer clean up days & free paddle lessons and tours to the community. The Parks Department would like to enter into a one-year agreement with an option to renew for an additional year to determine if it is feasible to initiate a long-term agreement by way of a request for proposal bidding process.
