Purpose of Item:
A Resolution of the Miami City Commission, with attachments, authorizing the City
Manager to execute a grant award agreement ("Agreement"), in substantially the
attached form, between the City of Miami ("City") and the Florida Department of Law
Enforcement ("FDLE"), to accept State Financial Assistance funds to provide for the "FY
21/22 Florida Incident -Based Reporting System ("FIBRS") Implementation Assistance
Program: Support for Local Law Enforcement Agencies" project in the amount of
$213,084.00 with no matching funds required; further authorizing the City Manager to
designate the Chief of Police or his designee to execute any and all other necessary
documents, all in forms acceptable to the City Attorney, to implement the acceptance
and administration of said funds and compliance with requirements of the Agreement.
Background of Item:
Pursuant to the General Appropriations Act 2500, FDLE has the authority to distribute
funds to local agencies in support of transitioning to incident -based crime data reporting.
The Miami Police Department ("MPD") desires to change its methodology of reporting
crime to the new national industry standard, FIBRS. The City of Miami submitted an
application to FDLE and was awarded cost -reimbursement funds in the amount of
$213,084.00 to assist with the transitioning of the technological requirements of the
FIBRS project. This transitioning will support the upgrade of two (2) servers to
accommodate 108 patrol car consoles, touchscreens, keyboards, mounting kits and
installations for MPD to be FIBRS compliant.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY 21-22 FLORIDA
INCIDENT -BASED REPORTING SYSTEM ("FIBRS") IMPLEMENTATION
ASSISTANCE PROGRAM: SUPPORT FOR LOCAL LAW ENFORCEMENT
AGENCIES" CONSISTING OF A GRANT AWARD FROM THE FLORIDA
DEPARTMENT OF LAW ENFORCEMENT ("FDLE"), IN THE AMOUNT OF
$213,084.00, WITH NO MATCHING FUNDS REQUIRED, TO ASSIST THE MIAMI
POLICE DEPARTMENT FINANCIALLY IN TRANSITIONING TO THE
TECHNOLOGICAL REQUIREMENTS OF THE FIBRS PROJECT; AUTHORIZING THE
CITY MANAGER TO EXECUTE A GRANT AGREEMENT, IN SUBSTANTIALLY THE
ATTACHED FORM, TO ACCEPT THE GRANT AWARD; FURTHER AUTHORIZING
THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR HIS DESIGNEE
TO EXECUTE ANY OTHER NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND
ADMINISTRATION OF SAID GRANT AWARD.
WHEREAS, the Florida Department of Law Enforcement ("FDLE"), pursuant to the
General Appropriations Act 2500 has the authority to distribute funds supporting local law
enforcement agencies' efforts in transitioning to an incident -based crime data reporting platform;
and
WHEREAS, the Miami Police Department ("MPD") applied for funds to assist with the
financial burden in changing MPD's methodology for reporting crime to the new national
standard through utilization of the Florida Incident -Based Reporting System ("FIBRS"); and
WHEREAS, FIBRS is designed to implement program solutions to collect and process
incident -based crime data from Florida's participating local and state law enforcement agencies;
and
WHEREAS, the program provides data to the National Incident -Based Reporting System
(NIBRS), Use -of -Force, and the Law Enforcement Information Exchange (LInX) to provide a
means to store and display Florida -only statistical data and also automates the collection,
storage, and submission of law enforcement employee count data and population data; and
WHEREAS, FDLE has awarded the City of Miami ("City") a cost -reimbursement grant in
an amount not to exceed $213,084.00 to assist MPD with activities related to transitioning of the
technological requirements of the FIBRS project; and
WHEREAS, this grant award will provide for the upgrade of two (2) MPD servers to
accommodate 108 patrol unit consoles, touchscreens, keyboards, mounting kits and
installations to remain FIBRS compliant; and
WHEREAS, the grant period is from July 1, 2021 through June 30, 2022 and does not
require a City match;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and
resources are appropriate as described below:
FUND TITLE: FY 21-22 FIBRS Implementation Assistance Program
RESOURCES: Florida Department of Law Enforcement
Criminal Justice Information Services $213,084.00
APPROPRIATIONS: Reimbursement for overtime, equipment,
and data migration expenses $213,084.00
Section 3. The City Manager is authorized' to execute a grant agreement, in
substantially the attached form, to accept the grant award which will be utilized to assist MPD
financially in transitioning to the technological requirements of the FIBRS program.
Section 4. The City Manager is further authorized' to designate the Chief of Police or his
designee to execute any other necessary documents, in a form acceptable to the City Attorney,
in order to implement the acceptance and administration of said grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed including, but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
