Legal document please do not destroy! 6NE I NEIGHBORS BROWARD COUNTY I WILTON MANORS Spray gun used for construction explodes, blasting apartment; man is in hospital bum unit BY MICHELLE MARCHANTE mmarchante@miamiherald. com A man suffered serious burns after a spray gun — being used for construction inside the bathroom of a Broward County apartment — exploded, Fort Lauder- dale Fire Rescue said. The blast was so strong, the apartment's windows shattered and the doors blew off their hinges. It also caused a fire that quickly spread throughout the unit and into the attic. "It wasn't the proper equipment to be using in that environment," Fort Lauderdale Fire Rescue Batallion Chief Stephen Gollan said. The blast happened at around 11:30 a.m. at a building in the Manor Grove Village complex at 12 NE 19th Ct. in Wilton Manors, near North An- drews Avenue. Gollan said the spray gun was being used without proper ventilation. There was also a compressor that likely caused the accident, Gollan said. The man, who has been CLIP-N-SAVE identified and was alone at the time, was taken to Broward Health Medical Center in serious, but stable condition. Gollan said he suffered second degree burns to his arms and other burns through- out his body. He was later transferred to Jackson Memorial Hospital's burn unit. Videos provided by fire rescue show a blown -out window on the second floor. Videos also shows a charred apartment with debris scattered every- where. Crews were able to contain the major structu- ral damage to the unit where the explosion took place, Gollan said. There was some smoke damage throughout the building, but everyone was allowed back in their units. This latest allocation of millions of dollars is to be spent city-wide. On Feb. 24 the commission unani- mously approved legislation to appro- priate the remaining Miami Forever Bond Limited Ad Valorem funds to sea level rise mitigation and flood preven- tion, dividing more than $177 million equally among the five commission districts. The intent of Miami Forever Bond is to build a stronger, more resilient future, alleviating existing and future risks to residents, economy, tourism and the city's legacy. The bond has been funding projects to transform the future of Miami by investing $400 million in five key cat- egories, which align with the city's list of most pressing needs: sea -level rise and flood prevention, roadways, parks and cultural facilities, public safety, and affordable housing. Bond projects are to benefit current and future residents, businesses and visitors, while also creating jobs and lowering costs related to sea -level rise and increased storm events. It was in November 2017 when a city referendum allowed the city to issue up to $400 million in general obligation bonds, with interest at or below the maximum allowed by law payable from ad valorem taxes levied on all taxable property, provided that the capital proj- ects' debt millage did not exceed 0.5935. The measure earmarked $ 192 million for sea level rise mitigation and flood prevention intended to mitigate the most severe effects of sea level rise, flood- ing risks, and vulnerabilities through strategic infrastructure. The city's goal is to minimize flood- ing frequency, severity, duration, and impacts; protect critical infrastructure and high -use areas; and reduce financial and economic vulnerability. Feb. 24's resolution noted that $10,294,928 of those funds have already been allocated by the City Commission for eligible projects: "One of the themes that the city has developed and implemented for the Miami Forever Bond is equity with the purpose of ensuring that the benefits of the Miami Forever Bond are fairly distributed across the city and all income levels, maintaining the cohesiveness of the city's social fabric and diversity. .. And, the commissioner for each city commission district is best situated to know and understand the needs of his or her respective district; and ... the com- mission believes it is in the best interest of the city to apportion the remaining $177,865,072 to the five commission districts," it reads. The resolution also apportions $5 million from each district to fund city- wide sea level rise mitigation and flood prevention projects. The bond program is managed by the Miami Forever Bond Program Citizen's Oversight Board and staff from the city's Office of Capital Improvements. The other funding categories are: $100 million for affordable housing, $78 mil- lion for parks and cultural facilities, $23 million for roadway improvements and $7 million for public safety. In retum, the guard is to pay the county $78,000 ayear for five years as part of an agreement signed Dec. 20, 2021. The fiscal impact for the lease term is estimated to yield the county $390,000 in payments. The document allows the guard to buy the site for a nominal $1 by 2026, provides six months for the environmental studies, and allows six additional months if more time is required for completion.
