Ron DeSantis is declaring war on the thousands of Burmese pythons that have invaded the Everglades. "Gov. DeSantis has ramped up the state's efforts to remove these pythons," said Jared Williams, his deputy communications director, "including increasing the funding to contractors who remove the invasive species." His 5980 million budget, released in December, aims to fund Everglades restoration and protecting water sources, accord- ing to his executive office. Under the heading"Defending Florida's Everglades from Invasive Spe- cies," the budget says "Governor DeSantis has prioritized efforts to remove Burmese pythons from the Everglades. Pythons are an invasive species that disrupt the natural food chain balance and have no natural predators, caus- ing them to multiply without impediment and further threaten endangered species." The budget includes 53 million for FloridaFish and Wildlife Con- servation Commission (FWC), an increase from $1 million in 2020- 2021. The commission hosted the 2021 Python Challenge fromJuly 9 to 19 to see which participant could catch the most snakes. "Originally part of the pet Gov. They're the biggest invasive species that we have now." Pythons can be humanely killed on private lands with landowner permission, and the FWC encour- ages people to remove and kill the snakes. A wildlife commission De- tector Dog program trains dogs such as Labrador retrievers to follow python scents. The dogs have been trained to follow the smell until three feet away, then alert the handler to notify a FWC biologist to catch and remove the python. A FWC Python Action Team works with the South Florida Water Management District's Eliminate Program. By the end of 2020, they had removed 50% of the 12,000 pythons from the wild. The commission was to vote Feb. 24 to reauthorize issuance of bonds to help pay for long-awaited restora- tion. Instead, Com- missioner Joe Carollo successfully deferred the vote after a lengthy cry explanation of why he wants to wait on resto- Joe cameo ration, which the com- mission originally approved in 2016. The vote to defer to May 26 was unanimous. The vote came after numerous audience members spoke in favor of reauthorizing funding and proceeding to bring the unique Virginia Key concrete stadium back to life. At Mr. Carollo's urging, City Manager Art Noriega was directed to study potential revenues andfinancial lossesofproceeding with restoration and reopening the venue for concerts and other events. More than five years have passed since the commission approved bond funding, yet no construction work has been done. For several years the city had been working toward restoring the stadium, closed since 1992's Hurricane Andrew. Talk ofrestoring it was just that for years, until November 2016, when the commis- sion approved S45 million bond borrowing for renovation and improvements. In January 2017 the commission hired R.J. Heisenbottle Architects for architec- tural and engineering services related to the stadium. The most recent status report listed estimated costs at $47,803,022. The deferred vote would have declared official intent "to issue tax-exempt and taxable special obligation bonds in the expected total maximum principal amount of... 561.2 million in order to, among other things, reimburse itself from the proceeds of such special obligation bonds for funds advanced by the city for certain expenses incurred with respect to certain capital improvements projects at the Miami Ma- rine Stadium and the associated Welcome Center and Museum Complex." Mr. Carollo cited increasing projected cost as a main concern. He said that several years ago when restoration was discussed he asked for a study of potential costs that he has yet to see. "1 have been asking for the administra- tion... to give me a study to show how much we're going to be losing, or if they think we're going to make money, how much are we going to make, in afive-year projection. Nobody will give me that," he said. "I think nobody will give me that because the five-year projection is going to have to show losses every year. I also said ... that this is not going to cost $45 million, that it was going to cost over $60 million minimum, and sure enough, l amright. Now we're told it's over $61 million. That's an over25%increase.Andl submit to you that by the time it's said and done it's going to be over $70 million, if not more. "So, I want to be able to give Mr. Noriega the opportunity to study this, to give us something solid, so that we know what we're voting on. What is it truly going to cost and not a penny over, and how much is it going to cost every year, and the losses we're going to have here," Mr. Carollo said. He suggested if it will be too costly, the commission could consider other site op- tions, if allowed. The city owns much of the island, including Marine Stadium and the adjacent marinas. Mr. Carollo later added, "It's not that we don't want to look back and enjoy history, but you can't bring everything back again." The stadium is in Commissioner Ken Russell's district and he responded to Mr. Carollo: "I'm encouraged to not have heard that you are against a restoration of Miami Marine Stadium. You want to get the numbers correct and make sure we're doing the right thing and the smart thing. Because there is a lot of emotional sup- port for it. My office has received almost 100 emails in support and zero against ... I know we have already spent over S6 million on the restoration to make sure the foundation is shored up, and getting ready for the next part." Mr. Russell said studies have projected profitability fora reopened stadium by host- ing about 15 concerts a year, but he said the venue would host much more than concerts, that it is also a sporting venue when coupled with the historic basin it fronts. "I'm very much in favor of bringing the Marine Stadium back to life," Mr. Russell said. Commissioner Manolo Reyes agreed with Mr. Carollo's request fora cost study. The commission also heard support for restoration from architects, city residents, and representatives of the Greater Miami Convention & Visitors Bureau, the Latin Builders Association and Dade Heritage Trust. Since the broadband infrastruc- ture expansion project is completely planned for the next four years, the council recommended that city staff simplify the project's wording so au- diences ofallages could understand Another piece of advice was to find ways to make the smart city plan a trending initiative through push notifications, the city's website and social media platforms. With the approval ofthe advisory council, the updated resolution is to go on the March 8 city commission agenda for review. The ITdepartment hasbeen work- ing on a more vibrant Coral Gables website, and the next step is to take the city's mobile applications and social media platforms to the next level, said Raimondo Rodulfo, the city's IT director. Broken into four phases, Coral Gables' IT Department plans to in- sta1125 fiberopticscorsidorsegments and eight smart city poles, which will establish smart and connected districts, buildings and facilities. The estimated $ 1.8 million tech- nological initiative is being funded by the American Rescue Plan and from allocated city funds. New features include enhanced com- munications with nano-hotspot, enhanced cameras, new modules: smart lighting, noise sensors and announcers. Half the work is to be done by city staff; which includes design, engineering, management and con- nectivity ofthe equipment. Connecting the Youth Center Building, Fink Studio, the Ponce Circle and right-of-way adjacent to the Plaza building com- plex, 14 fiberblock segments will be installed and connected t0 existing fiber an Miracle Mile. Five smart city poles will also be added throughout the University corridor, along Ara- gon, MalagaandAndalusiaavelues. Phase three will take nine months and consist of the mobility cor- ridor on Andalusia Avenue.
