strongly oppose change to the district boundary of
Coconut Grove. *Alternative boundaries are possible
that maintain the historic integrity of Miami's first
community.
Absolutely NOTHING about this proposal is meant to
bring positive change to the Grove or its residents.
This is purely driven by selfish political interests. The
Grove demands to be kept as ONE area. The proposed
re -zoning goes in direct opposition to the wishes of
the residents you were elected to represent and will
violate your oath to serve this community.
After years of disuse and deterioration, the stadium
was named in 2009 as one of America's 11 Most
Endangered Historic Places and is on the National
Register of Historic Places. Please allocate the funds
so we can more forward to make it a place all can see.
As a Brickell Resident, rezoning Brickell would not be
beneficial at all. Brickell is a tight nit community, and
we all deal with circumstances. Geographically and
finically it does not make sense to split up Brickell.
Brickell pays a huge portions of Miami taxes, and we
hardly see the changes in our own neighborhood.
As a Brickell resident, using Miami Ave as a boundary
and splitting Brickell in two makes ZERO sense. Miami
Ave runs through the center of Brickell. The boundary
should be further west. From east of 1-95 to the water
and Brickell Key.
As a former resident of Coconut Grove, this historic
neighborhood holds special memories for me. It is a
vibrant community, although it is dealing with drastic
rising prices and rapid gentrification that especially
threatens the existence of the West Grove. I have had
many conversations with church leaders there
lamenting the loss of their community over the years.
I fear that splitting up the Grove between 3
Commission districts will only hasten the
disappearance of this community and create even
more divisions between the white residents and black

residents of the Grove. I understand that District 2
has grown rapidly over the last few years and that the
commissioners have the responsibility to even out the
districts. But, I believe that there are better solutions
that will keep this community together, including
considering adding more commission seats to deal
with the growth trajectory that our city is on. Many of
the Commissioners have commented that they too
represent neighborhoods that are split between
districts and that this is not unique to Coconut Grove.
This redistricting could be an opportunity to stick as
closely to natural neighborhood lines in those places
as well, but Coconut Grove is unique in its history as
the oldest neighborhood in the City, a settlement of
Bahamian immigrants, and what is left of that needs
to be preserved. I'm so glad that the Commissioners
seem to agree that it is better to get this done right
than to do it quickly, so please take time to reconsider
this.
As a long time Grove resident, I strongly oppose the
proposed redistricting. It's clearly politically
motivated, and the surreptitious manner in which this
has been expedited is clearly the brainchild of
unethical legal counsel hoping to push this to a point
of no return before it can become the subject of legal
challenge. Politics, self-interest and gamesmanship
should not trump the law and the desire of Grovites
to stay united. Miami is better than this. Shame on
the commissioners.
As a resident of North Grove the current redistricting
proposal severely impacts my neighborhood.
Neighbors could be divided into as many as 3
different voting districts, fracturing our neighborhood
in a way that may be mathematically acceptable but
morally reprehensible. While we may not all look alike
or speak the same language, we are a unified
community, with common interests, shared values
and voter cohesion. More importantly, the North
Grove, like the West Grove, is inextricably part of
Coconut Grove at large and should remain wholly
intact. I am against any proposal that divides Coconut
Grove and firmly believe that the Commission can
redistrict in a way that balances the City's population
and complies with federal law without carving up one
of the oldest neighborhoods in the county.
Coconut Grove is a close knit village within the City of
Miami. Our community existed before the city whose
historic and natural places are under attack. Residents
of the Grove will not be heard without a powerful
voice in government. As keepers of the flame which
ignited Miami we defend our communal heritage. Do
not cut us up like pie, sliced we have no flavor.

Coconut Grove is historically the longest continuously
occupied neighborhood in the area. The multifaceted,
& growing community is a crucial draw for many
people to Miami. This overall & cohesive area is
widely known for its "very green nature", its
abundant tree canopy and its shore line along
Biscayne Bay; it is much loved. Newcomers from all
over the world gravitate to this beautiful multifaceted
"green area", have invested their lives, & made their
homes here; they seek the sustainability of these
basic characteristics which drew them to the area.
They do not want Coconut Grove split and parceled
off into multiple city districts. That would be a grave
disservice to the community & its inhabitants and to
Miami in general. Dist. 2 which is growing, does need
greater representation which is reflective of the
values of the neighborhoods it comprises. It is
through the respect for and building upon these
neighborhoods' community values and successes
rather than splitting neighborhoods that communities
thrive & meet the ultimate goals of civilized peoples.
While it may be time to start some consideration of
adding a 6th district to the city, intact neighborhoods
should not be split in the re -districting process.
Coconut Grove is the only part of Miami that existed
as a municipality (1873) before the City of Miami
(1896) existed. Its unique geography and its voting
interests should not be carved up. There is no
community of interests with Districts 3 and 4 north of
Dixie Hwy. It makes far more sense to slide the
boundaries of 3 and 4 to the north and slice off the
north end of District 2 than to carve out chunks of
unique Coconut Grove.The proposed plan would
begin the destruction of Miami's unique, historic
Coconut Grove. Don't do it!
Commissioners Joe Carollo, Manolo Reyes, and Alex
Diaz de la Portilla — please say NO to redistricting the
Grove. It is ONE Grove and it needs ONE sole district
and ONE commissioner. The area is small,
redistricting does not make sense & will create all
kinds of problems. Please say NO to redistricting!

I am in opposition to the proposed redistricting plans.
I oppose the proposed changes to Coconut Grove's
district boundary because it - divides the historically
unified neighborhoods and civic organizations of
Coconut Grove; - reduces the racial diversity for
which Coconut Grove is widely known; - was
proposed without adequate notice thus preventing
understanding, inquiry, and community discourse. It
is important as residents that we get more time to
review and consider alternate proposals and that
there is time and opportunity for our feedback to get

I am reaching out regarding redistricting as a native
born Miami resident who have lived in Brickell and
Coconut Grove for large portions of my life. The
reason that my husband and I chose to make Coconut
Grove our family home was due to the incredible and
diverse community it represents. As a young girl I
lived on a Sailboat in Dinner Key Marina and attended
Coconut Grove Elementary School. Now as a pregnant
woman getting ready to start our family here in he
Grove I am troubled by the idea of redistricting. My
main concern is that this item came out of nowhere.
There has been very little transparency regarding
redistricting and I am having trouble finding a valid
reason to break up Coconut Grove. Anyone that has
lived here can attest that we are one community. As
stated, I have lived in Center Grove, Dinner Key
Marina and South Grove at different points in my life
and the sentiments have always been unified
throughout. Breaking apart our districts is going to
cause an unnecessary rift to our home and our
neighbors. The issues we face as a community are
issues that need to be discussed and managed as one
cohesive unit. I am strongly opposed to this
redistricting. It is my recommendation that the
commissioners step back and think about whats best
for the people of Coconut Grove, not party lines, not
based on kickbacks or changing the voting dynamic,
but what will enable the Grove to communicate to
our commissioner using one voice. Our community
has evolved several times over the last 20 years and
all of those changes have been made possible using
our current districting layout. Please listen to the
people, take a step back, publish more information on
your choices, take more time to think this through
and let the people vote for what they want.

I am vehemently opposed to the proposed, irrational,
redistricting of Coconut Grove. There is no reason to
break up the Grove and dilute our voices among three
commissioners. Two of them represent geographical
areas east of US 1 and northwest of 195 which have
other problems and nothing to do with Coconut
Grove issues. We need to protect the political
integrity of the Grove. One Grove - one elected
official, not three. We pay a premium in Real Estate
taxes, want to protect our property values and expect
accountability from our elected official. There is
nothing broken that needs fixing, which raises big
questions about the motives behind the proposal.
I believe the redistricting would negatively impact the
Coconut Grove community. Having multiple
representatives would lead to segmented leadership
for our united community. I am strongly apposed to
redistricting!

commercial link; and -- was hurried and hidden from
public view preventing understanding, investigation,
and discussion.
I strongly oppose change to the district boundary of
Coconut Grove. In addition to the well written bullet
points below, I have additional reasons for not
wanting the Grove to have re -districting. I live in the
Grove, I work in the Grove, I exercise, walk my dogs,
get coffee, eat, drink, shop - all in the Grove. 99.9% of
my time is spent in the Grove, yet if these proposed
boundaries pass, I am no longer aligned with my
fellow Grovites in District 2. All the city does is take,
take, take from us - approve constant development
with no infrastructure in place to support it, look the
other way when developers constantly build houses
not within city code, make changes to our community
because the entire city gets to vote on our business
instead of just Grove residents. I refuse to have yet
another slight occur in my neighborhood. We are a
strong community who identify as Grovites and
should remain united. Alternative boundaries are
possible that maintain the historic integrity of Miami's

Keep the grove together.
Like the Grove, Brickell is also a community. Using
Miami Ave as a dividing line ignores what is actually
on the map - a community filed with tax payers,
schools, and commercial centers.
Listen to what the constituents want and what's best
for the Grove not for what's best for a corrupt
politician with an agenda. Do better!
Only 2 days ago I was made aware of the Changes to
Coconut Grove's district boundary, by a neighbor
sharing the https://www.change.org/p/one-grove
petition. I am shocked that this issue which will affect
us all living and working in the grove was not publicly
announced sooner, so that citizens are given a chance
to learn more and have an informed say in this
decision that effects our lives. I did a little online
research in the past 2 days, and as of today, was
surprised that our commissioner, Ken Russell has not
already spoken up on this topic. Nor have I heard any
reassurance/opinion from other commissioners
(district 3 and 4) about this move. I am proud to call
myself a Coconut Grove resident. I chose to buy a
house in Coconut Grove because of the wonderful
tapestry of history and diversity that exists in my
neighborhood. Coconut Grove is a unique
neighborhood within the greater Miami and has
always maintained its distinct Identity — please do not
break us up. Do not separate us from our fellow
North and South Grovites. Do not dilute our voices
and votes among three commissioners. We need to
keep elected officials accountable to residents. One
Grove - One Commissioner. Please give us the time
and transparency to find an alternative viable
solution. The recent presentation by Miguel
DeGrandy (2/7/22 Consultant DeGrandy talking
points), on the preliminary redistricting plan, points
out that District 2 is where much of the new
development activity is occurring, and as in the last
decade, it will probably grow faster than the other
districts. Coconut Grove will be one of the fastest
growing areas in Miami. Perhaps it is time for
Coconut Grove to go back to being a separate city just
like Coral Gables. Thank you.

Please PLEASE listen to the people of Coconut Grove.
Do not split us up. We will not take this laying down.

Please keep district lines for Brickell and downtown
on SW 1st Ave, or even one block further west to
include new growth of the area. This is important for
schooling purposes but also for strength as a
community.
Please protect the Grove's historic, unified
neighborhoods and civic groups; keep elected officials

and votes among three commissioners; preserve our
racial diversity; don't sever the physical link between
North and South Grove...there is no requirement to
redistrict now!
Redistricting needs more time and consideration. The
latest map that suggests splitting Downtown and
Brickell into multiple districts does not make sense.
Miami Ave runs through the heart of Brickell. This will
dilute the voice of citizens of Brickell and Downtown.
Redistricting should make sure to keep
neighborhoods together under a single commissioner
without gerrymandering long -stretches of the city
into a district that isn't representative of its
surrounding neighborhoods.
Splitting the Grove makes it harder to get things
done. It's so ironic that Miami city hall is here and yet
they ignore the neighborhood!
The citizens do not want this - if you took the time to
spread awareness of the redistricting plan rather than
letting this pass in the dead of night you would find
very passionate opposition from all constituencies.
The plan to redistrict by dividing the Coconut Grove
community is a direct violation of the requirement to
protect communities of interest. Since the earliest
days of Miami's history this former village has been a
contained area with deep roots and amicable
connections. Few sections of today's city have as
strong and enduring sense of social unity. The Grove
comes together in the need for city services,
environmental protection, recreational opportunity,
and civic pride. I urge the Commission to reconsider
the proposed redistricting plan and to allow citizens
input and concern to guide the decision making.
The proposed District 2 divides neighborhoods, and
groups together disparate areas with different
priorities in what appears to be a gerrymandered strip
along the bayfront. All of city's central core, including
downtown and Brickell, should be in one continuous

The rationale for redistricting, based on population
growth, doesn't take into consideration the citizens of
the district. By dividing a community with such an
intense sense of unity across all its components, you
are killing Coconut Grove as a neighborhood. If this is
even a consideration, the citizens of Coconut Grove
should start the process of creating our own city, like
Coral Gables, away from the insensitive politics of the
City of Miami.
This attempt is purely political and should not be
allowed. The grove is historic and had it not been for
the Bahamian community who settled we would not
have our charming and special neighborhood. To
remove the west Grove makes no logical sense. Leave
it be.
This is Unacceptable Redistrict We are Living in
Brickell in Different Areas and My Family Have
different Apartament Locations, We meet to
propose solutions for all of residents, I opposed to
Redistribute.
To whom it may concern: The proposal to redistrict
parts of Coconut Grove fracture the community. It
pulls apart the town I live in, and it fundamentally
changes the historic nature that is core to the
neighborhood my family and my neighbors call home.
Most importantly to me, it impacts my child's school
attendance. My husband and I bought our house in
Coconut Grove so that our children could attend
Coconut Grove Elementary. Redistricting will pull
them out of the school we chose to be a part of
because of the special community we belong to. I
can't emphasize enough how entirely against this
proposal I am, and dismayed that community leaders
would consider drafting such divisive lines —literally —

COCONUT GROVE TOGETHER!
We believe the Grove should stay together. It is a
historic town that needs to be kept whole with a
unified voice and purpose.
We do not want the Grove divided into other districts
with different commissioners leading them. We have
never seen Commissioner Reyes visit our
neighborhood, help during our food drives, visiting
our churches and neighborhood improvement
meetings. We have never gotten help from
Commissioner Carrollo nor any of the other
commissioners with putting a stop to the developers
that are destroying our neighborhood by building
houses that take all of our green spaces. We haven't
seen their interest about the preservation for Mariah
Brown historic house nor the Coconut Grove
Playhouse. We have never seen them in the Grove
community at all. Why do they want to be responsible
for this community then? We are ONE diverse historic
village. Please leave it the way it is. Thank you.
We need an extension of time to properly address
this issue. Brickell need to be redrawn but where
those lines lie need further time for an agreement
We need more information about this. I am extremely
concerned about what this means for me and my
family, and I have had a very hard time figuring out
exactly why the area is being redistricted. WHAT IS
HAPPENING?! Please at least pause this process in
order to include and Inform the residents affected by
it.
We oppose to mr Carollo wishes to separate Coconut
Grove into three different districts. Do not interfere
with our West Grove community. Greed. All of these
ideas just show your wishes to continue to rape and
desolate the Bahamian descendants community. The
problem is by the time the community finds out, the
tcommissioners have already accepted the
developers proposals that are destroying our
neighborhood . You have to face it that our local
government is very corrupt.
We should all want to increase civic engagement
amongst residents in Miami. Dividing neighborhoods
is not the way to do this. It also creates confusion
when neighbors across the street have different
commissioners. Writing as a Brickell / Downtown
resident, I consider it important that we preserve the
integrity of our community as part of District 2. If
anything, we should be considering expanding our
geographic area to 195. If District 2 needs to reduce

We want more information on this redistricting. What
does it mean for our neighborhood? What does it
mean for our school? Why were the lines drawn as
they are? Please pause this process and give us more
information. Coconut Grove is a special neighborhood
that the we residents want kept together. I don't
understand the reasons behind splitting it into three
districts. This is opaque and confusing and shrouded
in secrecy. Pause this process!
What makes the Grove a special and unique place is
precisely the mix of different communities, the
complex sauce. A brazen desire to eliminate a liberal
and multicultural village.
