Pursuant to Miami Clty Commission Resolution R-22-0070, adopted on February 7, 2022, a special meeting of the
Miami Clty Commission will be held on Friday, February 25, 2022, at 12:00 p.m. In the City Commission chambers
located at Miami City Hall, 3500 Pan American Dr, Miami, FL 33133. The purpose of the special meeting will be to consider
and take anv and all actions related to the redistricting of City Commission distracts including but not limited to the drafl,no of

The February 25, 2022 Special City Commission Meeting will be broadcast live for members of the public to view on the

In order to balance the need for the City of South Miami to function and conduct vital business during the COVID 19 pandemic and, at the
same time, to protect the health, safely and welfare of its citizens, officers, officials and administrative staff, and pursuant City of South Miami
Code, Chapter 286.011, Fla. Slat, the Ciys Home Rule Powers, and City Manager's declaration of a state of emergency due to the Coronavirus,
the City wil be holding its City Commission Meeting live in chambers and VIRTUALLY through communications media technology (CMT) until
the state of emergency has ended or social distancing Is no longer required by any relevant Executive Orders. All Commission members will

34 municipalities spread
over more than 2,000
miles, has more than 30
city police departments.
County police cover unin-
corporated areas. "There
are different police depart-
ments because each agency
govems certain jurisdic-
tions in which they are
responsible for," said Kiara
Delva, a Miami Police
Department spokeswoman.
The leadership of each
municipality decides
whether they want their
own department or to con-
tract with the county for
police services. Miami
Lakes and Palmetto Bay,
for instance, have agree-
ments with Miami -Dade
police to cover their juris-
dictions. "It really depends
on the leaders of an area,"
said Alvaro Zabaleta, a
Miami -Dade Police Depart-
ment spokesman.
Cities in Miami -Dade
with their own department
include Coral Gables, Mia-
mi Beach, North Miami,
Aventura and Doral. Some,
including Homestead and
Florida City, don't have
their own homicide unit
and contract with the coun-
ty for specific services.

Miami Beach firefighters who
rescued her might tell you.
Sunday morning, Amandine
Lorenzo was playing with Tuna at
a small dog park on West 23rd
Street, just past North Bay Road,
in Miami Beach. It was the first
time there for both pet and owner.
Lorenzo adopted the frisky
American Bulldog/Staffordshire
Terrier mix from the county's

see the water. When I told her to
get down, she turned around but
lost her balance and fell," Loren-
zo said in Spanish.
Lorenzo ran to the street and
called for help, but there was
nobody there, she said.
Unable to find a way to pull the
50-pounder up and out, the
South Beach resident called 911.
"I felt ashamed for calling 911,
but I really had no other option,"
Lorenzo, 30, said.
A video posted on Twitter by
the Miami Beach Fire Depart-
ment shows two firefighters
using a roof ladder to get down
to the bay and save Tuna. In the
video, Tuna can be seen nestled
on one firefighter's shoulder.
After Tuna was carried to
safety, Lorenzo put a pink leash
on her, and several firefighters
petted her until she shook ener-
getically to dry herself, the video
shows.
The firefighters stepped back
and laughed.
"The team of firefighters were
great," Lorenzo said.
She said authorities should
fence the area or at the very
least install warning signs.
"If a dog or a child falls into
the bay, there is no easy way to
get down to save them," Loren-
zo said.

State regulators might set electric vehicle charging prices

A proposal aimed at expanding invest-
ment in electric -vehicle charging stations
started to move forward Tuesday in the
House, despite concerns about Florida
regulators being directed to set prices and
work outside their jurisdiction.
The House Tourism, Infrastructure &
Energy Subcommittee voted 13-3 to ap-
prove a bill that would direct the Florida
Public Service Commission to propose
rules by the end of the year to establish
"competitively neutral" standards for
adding electric -vehicle charging infra-
structure, including "fair and reasonable"
electric rates from utilities. The commis-
sion would have until Jan. 1, 2024, to
adopt the rules.
Sponsor David Borrero of Sweetwater
said that without the proposal, utilities
such as Florida Power & Light and Duke
Energy Florida will quickly dominate the
electric -vehicle charging field.
"If we do nothing, this will allow the
investor -owned utilities to rate base and
edge out all competition in the market,"
Rep. Borrero said.
But several lawmakers and the influ-
ential business lobbying group Associ-
ated Industries of Florida questioned the
proposal.
Adam Basford, Associated industries'
vice president ofgovernmental affairs, said
the proposal would increase the businesses
that could have standing to argue in rate
cases before the Public Service Commis-
sion, which could open cases to "out -
of -state -folks." Also, Mr. Basford said
the bill, starting in 2024, would prohibit
utilities from charging customers upfront
for electric -vehicle charging stations.
"They've been leading the way in EV
(electric vehicle) development investment,
and they're the best suited really to con-
tinue that moving forward," Mr. Basford
said of the private utilities. "We believe
that this prohibition would slow down that
investment and that the EV infrastructure
will be limited to their ability to manage
the grid."
Rep. Rick Roth of West Palm Beach, who
voted against the proposal, questioned the
need for the government, rather than indi-
vidual businesses, to regulate the market.
"My problem here today is trying to
get my head around this," Mr. Roth said.
"Having heard about it for the first time
in reading about it yesterday, we're going

with SR 976/Southwest 4oth Street/
Bird Road construction phase has
$1 million in federal funds for
2026 and 52.27 million for 2026
as a local match.
The funding of the bridges
comes from local and federal
Transportation Alternative funds,
programmed in collaboration
between FDOT District Six, and
the Miami -Dade County Trans-
portation Planning Organization
(TPO) through an application and
prioritization process, Tish Bur-
gher, communications manager
of FDOT, told Miami Today in
an email.

plications may result in additional
programming,"Ms. Burgher wrote.
A Feb. 1 resolution adopted by
county commissioners authorized

negotiate an amendment to the
easement agreement between Mi-
ami -Dade and Ludlam TrailTowers
LLC over two privately -owned
parcels along the Ludlam Trail and
the north and south sides of Coral
Way to remove the requirement
that the developer construct the
pedestrian bridge over Coral Way.
The company is to build 64 af-
fordable home units for the elderly.
Under the existing easement agree-
ment, the county would have to
pay the developer ofthe affordable
homes a fee in return for the right
of easement, and the company is
responsible for the Coral Way
pedestrian bridge.
Commissioner Rebeca Sosa,
the sponsor of the document and
main advocate of the trail among
commissioners, said at the meeting
that once the county found that the
state could build and pay for the
bridges, "the normal thing to do is
to tell them now you don't have to."
The Ludlam Trail project by the
county's Parks, Recreation and
Open Spaces Department is for
a 5.6-mile-long corridor between
400 feet north of Northwest Sev-
enth Street and Southwest 80th
Street, between 69th and 70th
avenues.
Once completed, the trail would
provide newshared-u se space in the
county with safe, dedicated, direct
pathways for walking, running,
and cycling, and the nature of the
project is to encourage an active
lifestyle and use of non -motorized
transportation, the department's
website says.
"More than 35,000 people are
within a one-half mile radius of
the trail to five schools, four parks,
three greenway trails, two transit
hubs, and other commercial shop-
ping areas and activity centers,"
the Januart 2022 resolution says.

have already allocated $30 million
for acquisition and environmental

measure, said more work is needed on
the bill, such as removing references to
establishing incentives that support private

"While I'm not sure you've gotten ev-
erything right in here, 1 think you've got
legitimate concerns out there," said Rep.
Fine, who drives an electric vehicle. "We
need more of these (stations). And we
want a robust number of companies in
the same way there's not just one place to
fill up your car with gas. There should be
many options for you to fill up your car
with electricity."
In the past couple of years, the Public
Service Commission has given approval
to Tampa Electric Co., FPL and Duke
Energy to set up and run charging stations,
including a pilot program in which FPL
could also charge 30 cents per kilowatt
hour for motorists who charge vehicles
at utility -owned sites.
A House bill analysis said the commis-
sion asserts it doesn't have jurisdiction over
non -utilities providing electric -vehicle
charging.
"It is not clear as to whether the PSC,
through rulemaking, could prioritize and
encourage private investment, or stimulate
competition and customer choice in the EV
charging market since such functions are
outside of its statutory jurisdiction," the
staff analysis said.
The proposal, along with a Senate ver-
sion that hasn't advanced since drawing
support from a committee Jan. 18, came as
Florida will get federal money to expand
vehicle charging stations. The US De-
partment of Energy last week announced
Florida's initial share of a S5 billion pot
was just over $29 million.
Lawmakers in 2020 directed the Florida
Department of Transportation to develop
a plan that encourages the expansion of
charging stations along the state highway
system.
The state later designated 58.6 million
to add 34 fast -charging stations along i-95,
i-4, 1-75, 1-275 and 1-295 as part of $ 166
million Florida received as its share of a
$ 14.7 billion settlement between Volkswa-
gen and the US Department ofJustice over
emissions violations.
CleanEnergy.Org reported that electric
vehicles in Florida accounted for 3% of
all cars sold from July 2020 to July 2021.

To discuss and solicit public input on proposed budget, tax rates and
fee changes. 0n each of these meetings the Office of Management
and Budget will make a presentation to discuss the development of
FY 2022-23 Budget.
These meetings will only be held virtually utilizing communications
media technology.
