Subject: Establish Special Revenue Project - 2021-2022 COPS Hiring Program
Purpose of Item:
A Resolution of the Miami City Commission, with attachments, establishing a Special
Revenue Project titled: "2021-2022 COPS Hiring Program," appropriating funds
consisting of a grant award from the United States Department of Justice, Office of
Community Oriented Policing Services in an amount not to exceed $1,875,000.00, with
a required local cash match of $2,860,991.00, totaling $4,735,991.00; authorizing the
City Manager to accept said grant and to execute the necessary documents, in
substantially the attached form; further authorizing the City Manager to designate the
Chief of Police or designee to execute any and all other necessary documents in order
to implement the acceptance and administration of said grant award, all in forms
acceptable to the City Attorney.
Background of Item:
The City of Miami ("City") submitted a grant application to the United States Department
of Justice, Office of Community Oriented Policing Services (COPS") to receive a grant
for the hiring of fifteen (15) new law enforcement officers ("Application"). The City
received approval of said application with a grant award in an amount not to exceed
$1,875,000.00, in federal funds for a three-year grant period to support the salaries and
fringe benefits of the law enforcement officers. The local cash match required for this
award is $2,860,991.00. As a condition of the award, the City must retain the funded
positions for at least one (1) year after the grant ends.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A SPECIAL REVENUE PROJECT TITLED "2021-2022 COPS HIRING
PROGRAM;" AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD
FROM THE UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY
ORIENTED POLICING SERVICES IN AN AMOUNT NOT TO EXCEED $1,875,000.00,
WITH A REQUIRED LOCAL MATCH OF $2,860,991.00, TOTALING $4,735,991.00;
APPROPRIATING SAID FUNDS TO THE MIAMI POLICE DEPARTMENT FOR THE
HIRING OF FIFTEEN (15) NEW LAW ENFORCEMENT OFFICERS; AUTHORIZING
THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS TO ACCEPT
THE GRANT, IN SUBSTANTIALLY THE ATTACHED FORM; AUTHORIZING THE
CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR OTHER DESIGNEE
TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE
ADMINISTRATION AND COMPLIANCE WITH THE GRANT.
WHEREAS, the City of Miami ("City") submitted a grant application to the United States
Department of Justice, Office of Community Oriented Policing Services ("COPS") to receive a
grant for the hiring of fifteen (15) new law enforcement officers ("Application"); and
WHEREAS, the City received approval of the Application with a grant award in an
amount not to exceed $1,875,000.00 for a three-year grant period to support the salaries and
fringe benefits of the fifteen (15) new law enforcement officers; and
WHEREAS, the local match required for this award is $2,860,991.00; and
WHEREAS, as a condition of the grant award, the City must retain the funded positions
for at least one (1) year after the grant period ends; and
WHEREAS, it is appropriate for the City Manager to accept the grant award and to
establish a special revenue fund for the appropriation of the grant funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: 2021-2022 COPS Hiring Program
RESOURCES: U. S. Department of Justice, Office of
Community Oriented Policing Services $1,875,000.00
LOCAL MATCH:
City of Miami $2,860,991.00
APPROPRIATIONS: 2021-2022 COPS Hiring Program $4,735,991.00
Section 3. The City Manager is authorized to accept the grant award and appropriate
funds for the hiring of fifteen (15) new law enforcement officers and to execute the necessary
documents for the acceptance of the grant funds, in substantially the attached form.
Section 4. The City Manager is authorized' to designate the Chief of Police or other
designee to negotiate and execute any and all other necessary documents, all in forms
acceptable to the City Attorney, to implement the administration and compliance with the grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
