UM returns to on -campus classes after remote
start amid housing shortages, mask issues

person classes Monday,
Jan. 31, after the highly
contagious omicron variant
prompted administrators to
shift to online instruction
for the first two weeks of
the spring semester.
"We are excited and
ready to retum to a more
conventional academic
semester," said Jeffrey
Duerk, provost and exec-
utive vice president for
academic affairs. "The
number of cases of CO-
VID-19 are now rapidly
declining, and we are con-
fident we will be able to
complete the remainder of
the semester in person."
Between Jan. 19 and Jan.
26, 253 students and facul-
ty across campuses tested
positive, according to the
university's COVID Dash-
board. Between Aug. 15
and Jan. 3, which includes
last semester, the uni-
versity recorded 2,684
positive cases.
Junior Shayma Ham-
moud Fuentes said she is
ready to return to the class-
room.
"It's been hard creating
bonds with professors,"
said Hammoud Fuentes, a
public health and psycholo-
gy major. "I really like
being able to go to the
classes rather than having
to attend them from my
computer. I feel like I'm
learning better."
Although classes were
online, students were al-
lowed to return to their
dormitories — residential
colleges — at the start of
the semester.
IN After the spring semester started remotely for two
weeks amid COVID surge, UM opened its classroom
doors to students and faculty.

SHORTAGE
But a shortage of on -
campus housing caused the
university to place some
new students — mostly
freshmen starting college in
the spring instead of fall —
in hotels and done study
lounges that were converted
into rooms. Forty-four stu-
dents were assigned to the
converted study lounges in
Stanford Residential Col-
lege, according to the uni-
versity.
Stephanie Perillo and her
roommate, a freshman, are
living in one on the third
floor.
"It was so frustrating
because they told me
where I was living and who
my roommate was five
days before I was supposed
to come here," said Perillo,
who is from Somerset
County, New Jersey, and
just started at UM in the
spring semester.
Another 120 new stu-
dents are being housed in
THesis, an apartment com-
plex and hotel about a half
mile from the Coral Gables
campus, and Miami Mar-
riott Dadeland, over three
miles away, the university
said.
"I'm really happy I'm not
in a hotel," Perillo said. "I
would be so upset because
this is my only semester to
live in a freshman dorm
and at least I got to experi-
ence that."
The university said stu-
dents in the overflow hotels
will be relocated to campus
"as quickly as on -campus
rooms become available,"
but those in the converted
study lounges will not be
reassigned.
"The demand for a Uni-
versity of Miami education
is at an all-time high, and
the university welcomed a
larger -than -typical class of
incoming residents for the
spring 2022 semester,"
university officials said in
an email.
In the meantime, all
displaced students re-
ceived a discount on their
housing bill for the semes-
ter. Those in the hotels
receive daily food vouch-
ers and will be shuttled to
and from campus for
classes each day.
Whether in hotels or
not, all students must
comply with the universi-
ty's COVID testing policy,
which required them to
test negative within 48 to
72 hours of arrival on cam-
pus, regardless of vaccina-
tion status. They must
continue to test twice per
week during the semester
if they are unvaccinated.
About 85% of students
across all campuses are
fully vaccinated, which the
university now defines as
having received three
doses of a COVID vaccine,
UM said.
Masks are "mandatory
in all indoor public and
common spaces and are
strongly encouraged out-
doors in group settings,"
according to the latest
email sent to students
confirming in -person
classes Monday.
STUDENTS NOT
COMPLYING WITH
MASK MANDATES
Lilian Bravo, a resident
assistant in charge of one
floor of freshmen at Stan-
ford, said many students
don't wear face coverings
in her dorm.
"It doesn't matter how
many masks we offer; it
doesn't matter how many
warnings we give, they
don't care," Bravo said. "If
I had to write an incident
report for every person I
see without a mask in the
building ... I wouldn't live.
Like, I would not have a
life."
Scotney Evans, an asso-
ciate professor in the
School of Education and
Human Development, said
he is also concerned with
mask complacency, espe-
cially in shared spaces like
the Herbert Wellness Cen-
ter, the on -campus fitness
center.
"There was a pretty
large group of students
wearing masks around
their chins even though it
is clearly communicated
that masks are required
and are to be worn correct-
ly in all indoor spaces,"
Evans said about one
workout experience there
last week. "The staff did
their best to get students to
comply, but masks re-
turned to the chins when
staff walked away."
Evans, president of the
UM chapter of the Amer-
ican Association of Uni-
versity Professors, said he

about the university's
response to keep the cam-
pus community safe.
"I've been pretty critical
of UM administrative
decisions in the past,"
Evans said. "But I do feel
like we are all doing the
best we can under the
circumstances to balance
the safety needs of the
university population and
surrounding community
with our commitment to
deliver quality leaming
experiences and some
semblance of a vibrant
campus life for students."

the agency is warning.
The FDA is urging
everyone to stop using two
tests made by U.S. compa-
ny Empowered Diagnos-
tics - the CovClear CO-
VID-19 Rapid Antigen Test
and ImmunoPass CO-
VID-19 Neutralizing Anti-
body Rapid Test.
"Neither test has been
authorized, cleared, or
approved by the FDA for
distribution or use in the
United States," the agency
said in a Jan. 28 news
release, adding it's "con-
cerned about the poten-
tially higher risk of false
results when using unau-
thorized tests."
The warning comes as
the coronavirus omicron
variant continues to
spread and dominate posi-
tive virus cases in America
for the past six weeks as of
Feb. 1, according to Cen-
ters for Disease Control
and Prevention data.
Empowered Diagnostics
initiated the recall of their
two tests on Dec. 22 and

Transportation Trust (CITT) board
meeting last week in final remarks
before stepping down after 12 years
as a member.
He recalled many unfulfilled
promises from the 2002 countywide
vote that approved the People's
Transportation Plan and the half
penny transp ortationsurtax. Hesaid
he wished Director Eulois Cleckley
oftheDepamnentofFranspot on
and Public Works (DTPW) the best.
He recognized that the county has
new rail cars and a brand-new bus
fleet. "The system is as 1 perceive it
in a state of good repair now," Mr.
Downing said. Nonetheless he said,
many promises remain to fulfill. In
June 2021, DTPW said in a press
note the dspattrnent would expand
its electric Metrobus fleet to include
42 additional buses, for a total of75
electric Protera buses and 75 Pro -
terra chargers to be installed among
three bus depots.
Miami Today reported lastAugust
that 136 brand-new rail cars were
muting along the tracks. Efforts
to renew the rail system began in
November 2012, when the county
contracted with Hitachi Rail Italy
to renew the 31-yearold fleet then
operating.
But Mr. Downing proceeded last
week to list what is still left to do.

airport. It didn't. It went outside the
airport. Why? I'm sure somebody
said it couldn't be done and it was too

"The City of Miami seems to be
having trouble spending all of its
money, yet the Brickefl Loop [of
the Metromover] is not complete,"
Mr. Downing said "Why? In what
world is this acceptable to leave this
incomplete? Why wasn't it ever
finished? And they have the money
to do it"
Mr. Downing suggested modify-
ing the half penny legislation, as
about 20% of the surtax funds go to
transit in municipalities, and small
cities such as Virginia Gardens, for
example, don't have anything to
spend the money on.
"That whole legislation needs
to get rethought, but then if it gets
rethought you've got the ch anceth at
it'll all get undone and the county
will undo this trust and take the
funds back, and that's something 1
want to warn you about trralise the
county thinks this halfpenny surtax
is its money and it is not," he said.
"These are trust funds."
He complained ofa lack of lead-
ership in the county. Mr. Downing
recalled the leadership of former
CITT Executive Director, Charles
D. Scurr, who helped the Smart Plan
move forward."Otherthan that, who

The people voted for it and 20 years
later it's still not done. Just makes

Finally, he told his fellow trustees

meetings have been held from 5-8
p.m. Mr. Downing also said the
county should separate as different
departments transit from public
works and the county commission
create an independent transit agency.
"Whatever we can do to move
this lethargic county forward and
fiilfill the promises from 20 years
ago, let's do it," he said. "There's
collected wisdom here; I hope I've
left you with a little bit of mine."

down alcohol
serving hours
Doral restaurants and nightlife
establishments are soon to adhere
to revised alcoholic beverage
regulations — with a 2 a.m. alcohol
sales cutoff.
During last week's city council
zoning meeting, officials moved
forward with an updated alcoholic
beverage regulation changing sales
closing time from 3:50 a.m. to 2
a.m. for all adult entertainment
businesses, such as bars, restaurants
and nightlife venues.
"We've modified the hours,
which really isn't that significant,
where we've moved everything to
two o'clock in the morning," said
CityAttorney Luis Figueredo ofthe
ordinance, which was last modified
in 2016. "Now, those businesses
can get an extended hours permit
to allow them to go to 3:50 a.m."
There will be criteria that now
have to be satisfied to get the
extended hours permit, such as a
security plan and code compliance
policies thatmust now be approved
by the Police Department and city
staff; Mr. Luis Figueredo said.
"If you have a certain amount of
violations, and let's say in a 30-day
period, you will have that license
suspended, the thinking being that
is we wanttoencouragecompliance
and we want to minimize vandali sm
and 911 calls between 2 and 4 in
the morning," he said. Those viola-
tions might include light and noise
from music or patrons that might
disturb surrounding properties and
neighborhoods, he said.
Once the city comlcil has ap-
proved the initial extended hours
application, theannual renewal may
be approved administrativel y by the
city manager. The pemtit must be
renewed annually by Oct. 1.
Discussions to update Doral's
alcohol beverage regulations and
hour sales were brought up to the
city council after Miami Beach
residents in a November 2021
non -binding referendum approved
halting hours for alcohol sales in
the city at 2 a.m., with a 56.52%
approval by voters.

AVISO DE REUNION ESPECIAL DE LA COMISION MUNICIPAL
De conformidad con la Secclon 2-33(1) del Cddigo de la Ciudad de Miami,
Florida, en su forma enmendada, el lunes 7 de febrero del 2022, a las 11:00 a.
m., tendra lugar una reunion especial de la Comisidn de la Ciudad de Miami en
el auditorio de la Comisidn Municipal en el Ayuntamiento de Ia Ciudad de Miami,
sito en, 3500 Pan American Dr. Miami, FL, 33133. El objetivo de esta reunion
especial sere analizar v tomar todas las medidas relatives a la redistribution de los
distritos de la Comisidn Municipal, que incluven entre otros, Ia preparation de los
mapas v los limites pertinentes. En una reunion especial de la Comisidn Municipal no
se trataran otros asuntos ni se votara acerca de ningun otro tema, que no sea el
terra para el que se convoca la reunion especial.
La reunion especial de la Comision Municipal del 7 de febrero del 2022 se transmitire
en vivo para que el publico pueda seguirla en el sitio web de la Ciudad
(www.miamigov.com/tv), Facebook, Twitter, YouTube, y el canal 77 (Comcast solo
para los residentes que vivan en la Ciudad de Miami).
Para su information, los comentarios del publico en cuanto al tema de la agenda que
se analizar en esta reunion especial se pueden envier por intemet mediante un
formulario de comentarios, que se distribuira a los funcionarios electos y a la
administration de la Ciudad, y formara parte de los registros ptiblicos. La fecha Ifmite

en internet sere cuando la persona que preside la reunion de por concluida la option de
presentaci6n de comentarios del publico para la reunion especial.
Ademes, el publico puede presenter sus comentarios sobre el terra de la agenda en
vivo, en el Ayuntamiento de la Ciudad, ubicado en 3500 Pan American Drive, Miami,
Florida, sujeto a todas las normas y procedimientos que la Ciudad pueda poner en
practice o cambiar. Tenga en cuenta que se han impuesto medidas de seguridad por el
COVID-19 para cuidar la salud, la seguridad y el bienestar del publico que desee asistir
y participar, y puede que cambien seglin sea necesario. Estas medidas incluyen la
reincorporation de paneles de plexigles en el estrado, la capacidad limited de asientos
disponibles dentro del auditorio de la Comisidn Municipal, una carpa y sillas para ver la
transmision en vivo en television fuera del Ayuntamiento, una laptop en el vestibulo del
Ayuntamiento que el publico puede utilizer para hacer sus comentarios y el use
obligatorio de mascaras dentro del Ayuntamiento. La presentaci6n de comentarios del
publico comenzara a aproximadamente las 11:00 a. m.
