BACKGROUND
The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing
support to its residents.
Foundation of Community Assistance and Leadership, Inc. (FOCAL) (the organization) is a not for profit
company that focuses on assisting those in need of educational assistance. The organization provides
educational, vocational, and social services to individuals and families of predominately low income
communities. The funding will be utilized for the FOCAL Moore Park After School and Summer Learning
Program. The program will aid residents between the ages of 5 and 18 by providing tutoring, mentors,
structured social activities, and cultural awareness. It will ensure that the students have a positive learning
experience in a safe environment and promote career readiness.
As the Organization is familiar with the needs of the community and the district, it would be advantageous
for the City to expedite the allocation and waive procurement requirements at this time. Providing these
funds to the Organization will allow local businesses to obtain these services immediately, with no added
time for the procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding
methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances,
as amended, S. ecifically Section 18-85 (A), and the affirmation of these written findings and the forwarding
of me to e City Commission for ratification by a four -fifths vote is respectfully requested.
