Dear Chairman, Herretes and members of the Board:
On January 3, 2022 the Public Art Division called a meeting of the Professional Advisory Committee "PAC", to review
the proposals from the shortlisted artists and provide a recommendation to the Art in Public Places Board "Board" in
accordance with Chapter 62, Article XVI entitled "Art in Public Places", Section 62-658.
The Public Art fee associated with the park improvements for "Bay of Pigs Memorial Park" has been deposited into the
Public Art fund in accordance with Article 11, Section 11.7. The original allotted amount dedicated for the acquisition
of public art for the Park is $12,603.07. The Board approved additional funding in the amount $51,396.93 from the
Public Art Fund for the Bay of Pigs Memorial Park (the "Project"). The total public art budget for the Project is
$64,000.00.
The PAC thoroughly reviewing the artists proposals based on the project scope and criteria hereby provides the Board
with its recommendation as listed on page 5 of this report.

Introduction:
The City of Miami Planning Department, through its Public Art Division, and the Parks and Recreation Department,
requested qualifications from professional artists and/or artist teams to create integrated artwork(s) for the Bay of
Pigs Memorial Park.
The selected artist(s) by the Board were tasked to design site specific artwork(s) that pays tribute and commemorate
the historical event in which the park derives its name. It is intended that the artwork(s) provide visitors with an
outstanding visual experience while creating a unique identity for the park and the immediate neighborhood.
Shortlisted artists will receive a $1,000 honorarium to develop specific proposals and compete for the commission(s).
Shortlisted artists were provided with reference materials and engage in an Artist Orientation and site visit with city
staff, the design team and members of the community. Upon presentation of artists' proposals, the AIPPB may select
one or more artists for the final commission of the artwork(s).

Recommendations:
The PAC, conducted a thorough review of the artists portfolios. The following top five (5) shortlisted artists proposal
were ranked as follows:

The PAC recommends the proposal entitled "Bay of Pigs Memorial" as prepared by "Nilda Comas" be selected as the
finalist proposal with the following conditions:
1. The Artists shall incorporate the "Brigada de Asalto 2506" flag into the art or within the plaza.
2. Up -lighting shall be incorporated, the cost associated shall be covered by City.
3. The Artist shall collaborate with the design team and city staff on the final design of the plaza, which shall
include the following subject to available funding:
a. Plaque, that provides a brief narrative of the history of the Bay of Pigs.
b. Seating
c. Integrated park signage
d. Lighting

Nilda Comas is an international artist. In 2017, Comas was commissioned to create a new
statue for National Statuary Hall, inside the US Capitol building in Washington, D.C. Her
work has been featured in group exhibitions, museums and galleries in the US and abroad.
She has received numerous grants and among the following awards listed and many more:
a Bronze medal and two Agopoff Memorial Prizes from the National Sculpture Society in
New York; First Prize from Hambro Bank, London; and the Award for Excellence from the
Society of Women Artists in London. Her works have been exhibited all over the US and
abroad including The Ann Norton Sculpture Gardens; Palm Beach; National Arts Club, New
York; Accademia di belli Arti di Carrara, Italy; Chiostro di Sant' Agostino, Italy; Westminster
Gallery, London ... Comas' works are part of public and private collections in the US, Europe
and South America. The last few years Nilda has been working on Public Art pieces for City
parks and private commissions in marble or bronze.
Comas believes that technical mastery is vital to creating fine art. She has studied the
techniques of Classical, Renaissance, Baroque, and Modern sculpture in order to perfect
her craft. "I aim at pursuing theses established standards, which demand the knowledge of
composition, perspective, form, draftsmanship, and anatomy as vehicles that will enable
me to bring my personal visions to life," she wrote. (She has an M.F.A. from the New York
Academy of Art and post -graduate studies from Accademia di belli Arti di Carrara). "I feel
that by absorbing this knowledge I can free my creativity and give my art character,
sensitivity, and the universal quality of excellence that is only achieved by being fully able
to express my inner thoughts while conquering the material."
Today Comas divides her time between Pietrasanta, Italy and Fort Lauderdale where she
has her studios. In addition, she travels to Vermont, Georgia, Louisiana, Ocala, Florida,
Pietrasanta, and San Juan, Puerto Rico to teach "Living Among the Artists" Sculpture

PROPOSAL NARRATIVE
BAY OF PIGS MONUMMENT
My proposed monument consists of a pair of 6'x8' Bas Reliefs mounted on a concrete wall, resting on
a 1' high concrete pedestal.
The front relief, facing the SE street corner would depict an image of the incoming invasion from the
perspective of a viewer facing the sea. The relief made of "Fired Glazed Ceramic" would contain
soldiers disembarking from boats and landing craft unto the beach, with background support ships and
aircraft. A life size "Resin Cast" or "Aluminum Cast" armed soldier would project out from the relief. A
painted, glazed, image of a vertical, Cuban Flag in red, white and blue would cover the entire relief
except for the portruding life size soldier in such a way as to create an image of the soldier coming
forward through the flag.
The rear relief, facing NW towards the park would depict an image of the landing from the perspective
of a viewer on a ship. The complete image would also be covered by a vertical Cuban Flag overlaying
the image of the landing. This image would depict soldiers landing and advancing on the beach, landing
craft and boats approaching the shore, tanks and vehicles on land depicting Playa Giron and
paratroopers jumping from aircraft in the background. These reliefs would be modeled in a realistic
manner. I would utilize perspective to define the space, air, horizon, sea, land and seashore. Aircraft,
boats, tanks, uniforms and scenery on the reliefs would be depicted using the correct images of the
actual equipment used in the invasion.
The vertical edges of the wall would be covered by aluminum cladding, inscribed with the names of
the fallen soldiers and the participating members of the brigade. The insignia of the brigade and
military details, dates and other pertinent information. A "Q R Code" would allow
visitors to hear educational recordings about the invasion. The Cuban Flags overlaying the reliefs are
intending to portray a sense that it was a covert operation and a Cuban heroic affair. I will strive to
show the valiant effort and gallantry of the Brigade in my depictions of the landing soldier and the
background scenes. It is an innovative presentation of the operation. Different from existing
monuments. It will be colorful, attractive and will have an educational component.
In 2004 I founded the "Legacy Art Studio" and dedicated myself to create Art that would leave a
"Legacy". My interest in legacies and history lead me to do a lot of research and studies before I start
a sculpture that will be a "Legacy". I seek experts in the subject matter, search for books, visit museums
and places from which I can immerse myself in the subject matter before starting a model or maquette.
am very interested in creating a Monument to the Bay of Pigs that will stand the test of time and
from which will create the desire in the viewer to learn more about the subject. A public monument
that will honor the participants and heroes of the Bay of Pigs Invasion. Sculpture is a powerful tool to
make the public aware of what may not entirely be seen. It is the poetic communication of
Monumental Sculpture that has a way of leading its significance to our minds, of memorializing and
honoring our heroes and of providing a place of healing for the families of those who perished in the
struggle for democracy. Artists have a special task in the struggle for peace. They not only speak to
people but speak for people. Art opens the doors to learning and understanding.

Reliefs is a technique which I have been very fond of. Last year I created 4 reliefs depicting the
apparitions of the Lady of Guadalupe to Juan Diego. They were installed in large concrete
bases outside at the Plaza of the Guadalupe in Doral. They surround the 9' sculpture that I
created in marble a few years ago. At the moment, I am finishing 3 walls of reliefs for the same
Church. The walls are 4'x8', 6'x10' and 4'x8', with the Lady of Guadalupe holding a child in her
arms and 21 angels as a monument to the unborn children. It will be outdoor in Ceramic with
color glazes much like the techniques of the Renaissance. I create in lasting materials
depending on the subject and budgets.

Educational Component
Fairlawn Elementary School
For the last 17 years, I have taught Art Classes and workshops at my studio, "The Legacy Art
Studio" in Fort Lauderdale. Twice a year students attend my "Living Among the Artists"
sculpture workshops held in Pietrasanta, Italy, where I have been a resident for 28 years.
Other workshops have been held in Atlanta, Louisiana, Vermont, museums in Florida and in
San Juan, Puerto Rico.
Teaching has been part of my life as an Artist for many years. I feel the need to pass on the
techniques and knowledge that I continue to acquire as an artist. I have taught diverse
groups, from small children, adults and groups like the homeless and handicapped. I have 22
lesson plans which I choose from depending on the group I teach.
Enclosed you will find some photos taken through my career teaching art to children, from
"Sculpting the Horse" workshops with visits from the Mounted Police in my studio, schools
and parks.
Teaching an art class at the Fairlawn School would be something that would be of great
benefit. I have experience working with teachers, the educational system and children of
different ages.
I would like to teach a class about Patriotism and concentrate on the Memorial to the Bay of
Pigs. My idea would be not only a history lesson about the Bay of Pigs, but one where the
children can enjoy themselves getting familiar with clay sculpture. We will make the Cuban
flag in clay. They can learn about other countries and their flags by concentrating on modeling
the Cuban flag. They would learn the technique of working in clay. I will fire the works in a
kiln and come back for a second session for them to paint and glaze the flag and on the back
of the flag relief, write what patriotism means to them.
Many children have not had the opportunity of working in clay. Some schools do not have art
in their curriculum. I will talk about the language of Art and they can learn to express
themselves describing the techniques and tools used. Materials: Water based clay, tempera
colors, red, white and blue, rulers, pencils, self drying glaze.

Born in 1969 in Pinar del Rio, Cuba, Carlos Luna explores across a deep body of work how
memories and imagination affect temporal perception. His art draws deeply upon a rich culture.
Luna has unabashedly focused his artistic career on the medium of painting, sculpting, and works
on ceramics remaining insistently committed to what he views to be art's unique capacity to offer
seemingly limitless opportunities to extol what most people rarely find in their daily life:
an imagery that transcends physical boundaries; visual tradition that transcends cultural and
political divisions; and a guiding moral philosophy. Luna's is a narrative of unification that
simultaneously acknowledges the legitimacy of diverse cultural references and integrates complex
commentary into accessible, non -threatening vistas. He does not shy away from challenging topics.
Instead, he asks the viewer to wrestle with arguments ranging from the importance of social
harmony to society's predilection for beauty, questions that reveal themselves upon closer
inspection beneath the painted surface.
His career is full of solo and group exhibitions in several museums and showing alongside renown
visual artist Pablo Picasso, along with having his sculptures beautifying public spaces nationally
and internationally. His rich cultural background and vast interest in enriching the global community
with art along with his passion for finding beauty in daily life piqued his interest in this project. Luna
wants to beautify the world around him for the visual pleasure of others

BAY OF PIGS MONUMMENT
"Stars of Liberty" Aluminum Sculpture
This aluminum sculpture depicts a woman who is an allegory of "motherland" and the feeling of
being home. She carries a star on her hand as a symbol of hope. This radiates the light of freedom,
as in the national symbol of Cuba. She represents the sovereign republic as well as the unity that
all Cubans feel regardless of being scattered throughout the world, many exiled.
In the skirt the 104 golden stars are an homage to each of the heroes that died in Bay of Pigs. This
sculpture is a tribute to the courage these men displayed that propelled and strengthened the ideas
of freedom and identity to refugees.
As an artist who has been exiled from Cuba, I feel honored to present this public art project to
remember the event that, from my point of view developed the roots of the flourishing new society
in the South of Florida.

BAY OF PIGS MONUMMENT
Rooster Aluminum Sculpture
A rooster is a universal symbol of bravery and independence. It signifies new beginnings,
announcing a new day and the triumph over darkness.
The sculpture stands as an homage to the courage of the 1500 Cubans that fought in Bay of Pigs
seeking freedom for their homeland. In this event 104 heroes died in combat, like the rooster they
inspired bravery, independence, and the start of a new day triumphing over the events that took
place.
To me, as an artist, the rooster represents the enterprising and the fighting spirit of the human
being. The historic event in the Bay of Pigs required the Cuban exile to create a new home and
community proud of its roots. From my point of view, this event was constituted as the starting
point for the Cuban community to take South Florida as their new home, inspiring other
communities to do the same.

"Florentino" Aluminum Sculpture
Florerito sculpture represents a Cuban guajiro who, in a space of freedom, opens his arms to
receive all those who work and dream of a better future, he flourishes alongside society.
The historic event in the Bay of Pigs required the Cuban exile to leave their home and move to a
new land in which they set roots that helped create a thriving community proud of its culture and
freedom -loving in The South of Florida.
"Florerito" stands as an homage to the people who carry the memory of their homeland and use it
to create and to open the door to future generations proud of their heritage.

CARLOS A ALVES & JC CARROLL— ARTIST STATEMENT"
For over 25 years we have completed public and private art projects in the US & abroad. For each
commission we enjoy working closely with the clients, architects, engineers, designers, & community,
considering the needs and desires of all involved and look at each project as a collaborative experience.
My inspiration is drawn from a historical view of Little Havana where my studio has been for 22 Years.
As a native of South Florida, born in Hialeah I am always inspired by the past and the lives of my fellow
Cubans. The Bay of Pigs is a historic event that is extremely important to create a memorial for those
lost. The Bay of Pigs Museum was located across the street from our house and we enjoyed talking
with the old timers and listen to their stories and would certainly use their advice on this memorial.
We have a great sense of pride in our neighborhood.
The opportunity to create Art for this Memorial Park would be ran honor. We believe creating Public
Art requires striking a balance between artistic expression and working within the parameters of the
project to create artwork that can be informative, functional, durable, & appreciated by a wide
audience. Our process is to make the most of what we have for each project. Sometimes we create
public art with emphasis on way finding and structural identification while still maintaining a sense of
artistic integrity. Others a freestanding sculpture, or fountain. We strive to have our art complement
the facility and or structures intention. We have successfully completed many pools, fountains and
parks.
Some of our public artwork successfully completed: A 14-foot "Pineapple Sculpture" on the lawn of
the South County Court House in Delray Beach, along with six tile murals and 10 benches depicting
historical illustrations of Delray Beach, a series of floor mosaics at the General Mitchell Airport
Concourse "C" Floor, in Milwaukee Wisconsin including 15 medallions from 3- foot to 15-foot in
diameter placed throughout 2,000 Sq'. In Broward County's BARC Center where we took the entire
courtyard and created mosaic planter benches & boulder seats along with Sculptural drip fountains
and Bamboo railings. At Miami -Dade County's Children's Court House, "Urban Quilt" a 180-foot by 8-
foot mosaic tile mural that incorporates Portraits from local children into our images. At Port
Everglades we encased an entire elevator shaft with mosaic waves and aluminum 3D fish that jump
out of the waves.
We were given an empty lot in Homestead that we turned into " Verde Gardens" we created secret
garden pathways with mosaic inserts along the paths, sculptures, seating, functional art and way finder
signs. Though a majority of our work is hand —made ceramic mosaic & glass tile installations, we often
work incorporating metals and recycled materials into a project. We relish the opportunity to present
some ideas that would make welcomed site -specific works of art that the community would be proud
to exhibit. It is our practice to keep all projects environmentally safe and to work within the local
community using local materials and labor whenever possible. The Public Art we have completed has
always come in on time, within budget requirements, has proven to durable, easily maintained &
stands up to harsh traffic and climate conditions of South Florida as well as time.

We have valued the opportunities to produce site -specific Public Art installations throughout the
United States, creating desired artwork by working alongside architects, designers, committees, and
communities. It is an honor to have the opportunity to create a Memorial for The Bay of Pigs Park.
Upon considering all of the aspects for such a memorial and how to pay homage to the Men & Women
who have served the cause, we looked into historical icons and images that represent the battle.
We have selected some images but we are in great anticipation of working alongside the Bay of Pigs
Museum Memorial to obtain names, images, icons, photos, buttons, medals, badges etc. of those
fought bravely at the Bay of Pigs.
We would transfer these images into carved ceramic tiles that would then embellish five concrete
"Memorial Sculpture -Bench" that represent the memory of the Boy of Pigs. The seating area of the
sculpture -bench will be the approved ADA height of 19 inches. For the center of the sculpture
represents the image of the Cuban Flag. The Image we are using evokes a certain sense of pride and
honor to use as a teaching moment as if to say " We Remember " The sculpture will be mounted on
top of a concrete poured slab with footing beneath . We can also add a plaque onto the floor area.
Our concept is to create a memorial that invites the viewer to walk around the piece, to reflect on past
and present and hopefully to learn more of what being an American Veteran means.

EXECUTIVE SUMMARY
BAY OF PIGS MONUMMENT
My name is Octavio Cuellar. I am Cuban -American sculptor who possesses expertise in work metals. I
have completed my professional studies at an San Alejandro Academy of Fine Arts in Cuba.
My artwork gained recognition among the art collectors in Spain, England, USA, Mexico, Cuba, Syria,
Guatemala, and Ecuador. I have dedicated myself to researching through sculpture the ways in which
art addresses human subjects. Goldsmithing, as a trade, I have inserted into the modern conceptual
work. I have always worked with noble metals. Now I work with copper sheets, an excellent expressive
resource. Each blow, each weld allows me to extract unrepeatable lights and shadows, textures,
beautiful traces of defects and inaccuracies, obtaining works of strong visual apprehension with the
timeless halo that used objects acquire. My work is a unique world in each piece. It is the energy that
materializes these empty figures and fills them with the personality of the person portrayed, making
them come to life.
My proposal as an artist is to revalue the profession of sculpture and impact the public with works of
high artistic value.
ARTISTS PROPOSAL STATEMENT
The name of my sculpture is "Persistence of Memory".
The idea of sculpture is to unify a historical fact sublimated through the image of the Virgin of
Charity, Patroness Saint of Cubans since she is linked to the struggles for Cuban independence since
the time of the Spanish colony. Also known as the Virgin Mambisa.
The proposal ,with educational character, is to make the new generations know, understand and
remember with respect and admiration the sacrifice of a group of brave young people who gave
their lives to recover democratic rights of the Cuban nation. This sculptural work also motivates and
introduces them to investigate the spirituality of the Cuban, to know the religious beliefs that make
up the Cuban culture, in addition to guaranteeing a means of transmission of customs, traditions and
myths, components of Cuban culture inside and outside of the island.
Persistent of Memory is a monument created by the Cuban -USA artist Octavio Cuellar. His project
will help turning the Bay of Pigs Memorial Park located at 5665 SW 3rd Street Miami into a place
with high historical and cultural value that will make the park a vibrant area in the City of Miami.
The construction start date will be February 2022 and completion of project will be by mid-2022
around August.

Artwork Overview
Persistence of Memory
The monument is made up of three human figures. In the
center, the Virgin of Chanty: on each forearm of the
Virgin, an inert body of a fallen combatant.
The Virgin is levitating approximately 1 foot from the
base -pedestal to give the sensation of elevation. The
Virgin does not present facial features on her face, she is
empty. This emptiness induces the viewer to visualize the
face of a mother who has lost a son in combat, giving the
Bay of Pigs event itself a greater scope as a universal
concept about the loss of a loved one in combat. The
bodies of the combatants will be represented realistically.
A copper plate with the following inscription will be
placed on the base -pedestal :

Why the copper sheet as material in Persistence of
Memory?
Because copper is a less corrosive metal outdoors than bronze or brass

Pedestal: Materials, Shape, Meaning
• Pedestal structure: iron bass
• Coating with dark blue quartz with silver sparks : to accentuate the color of
the fresh waters of the world, streams, springs and rivers that belong to
Ochun (yoruba deity) and that syncretizes in Catholicism with the Virgin of
Charity. In addition, this blue color represents the waters of the Bahia de
Pigs landing. The silver sparks represent the reflection of the sun in calm
waters, which is a symbol of peace and hope .
• Column shape: the rectangular shape of the column -pedestal helps to
enhance the sculpture's spiritual sense, the vertical polarity of Spirit /
Matter)

Xavier Cortada's Proposal Narrativel2 for the Bay of Pigs
Park Call to Artist
The brave men of the Brigade 2506 are almost all gone. We must not forget their heroism and
sacrifice.
On April 17, 1961, 1,200 Cuban freedom fighters landed on the beaches and dropped out of the
sky at the Bay of Pigs. Theirs was mission to liberate their homeland from communist
dictatorship. They fought bravely in an ill-fated effort to fight the tyranny imposed by Fidel
Castro. The invasion failed because promised support from the United States did not
materialize. It was an act of betrayal that helped consolidate the power of communism in Cuba
to this day. Soviet control of Cuba also shaped the Cold War between the West and the
Communist bloc. The betrayal marks our community to this day.
This monument3 — Homenaje, stands as a symbol of heroism and as a memorial for the 112 men
who died that day. It is also a symbol of loss and perseverance that represents our shared
collective memory of those days of 1961 that have echoed in the years to come.
Homenaje (please see proposal in Appendix 2 of this application) features the banner of the
Brigada de Asalto 2506, six pillars representing the six provinces of Cuba, and ceramic tiles
covered with the names of the fallen brothers written by hand by the surviving brothers in a
powerful act of comradery.
The symbolic soldier that appears on the Brigade's banner and on the monument represents the
valor of the men who survived the assault and were imprisoned, tortured, and held hostage by
the regime.
The families of the martyrs and of the combatants are also present in Homenaje because they
too suffered and endured to tell the story of the husbands, sons, fathers, brothers, friends they lost in
the fight for freedom in the cruel days of April. The families of the survivors also wept for
their men as the cruelty of the regime was visited upon them.
Also represented in the monument is the plight of the hundreds of men and women executed
by the regime and of hundreds of thousands detained and imprisoned in the days before and
after April 17. They waited for a sign for insurrection, resistance in the cities, revolt in the
countryside. The sign did not arrive.
So, in a sense, Homenaje is dedicated to all Cubans who experienced the difficult struggle for
the freedom of Cuba in those days and in the intervening sixty years. But is in the plight of the
112, in their ultimate sacrifice for us, that we see each other.
