Project Name:
Bay of Pigs Memorial Park
Introduction:
The City of Miami Planning Department, through its
Public Art Division, and the Parks and Recreation
Department, request qualifications from
professional artists and/or artist teams to create
integrated artwork(s) for the Bay of Pigs Memorial
Park.
The selected artist(s) will design site specific
artwork(s) that pays tribute and commemorates the
historical event in which the park derives its name. It
is intended that the artwork(s) will provide visitors
with an outstanding visual experience while creating
a unique identity for the park and the immediate
neighborhood.

Eligibility:
This opportunity is open to all artists or
artist teams over the age of 18 residing in
the United States of America. Previous
experience in public art is desired but not
required.

PROJECT OBJECTIVE
Area identified for the integration of Public Art
This Call to Artists is intended to engage new or established artist(s). The City is open to a wide
range of proposals. Generally, potential opportunities and considerations associated with the
project may include:
• Art that pays tribute and or commemorates the Bay of Pigs event, has a multi -layered
meaning, or other compelling attributes;
• Art that complements, enhances the park and is in context with the surrounding built
and natural environment;
• Appropriate for a public space; and
• Durable, functional, safe, and low maintenance.
Possible Opportunities for Public Art
Such as but not limited to:
• Landscape features (paving)
• Sculpture / site specific installations
• Vertical or horizontal elements / site specific installations
• Lighting

Bay of Pigs Memorial Park is a one -acre community park, located at 5665 SW 3rd Street, in the Flagler
Terrace Neighborhood. Visitors to the Bay of Pigs Memorial Park may enjoy a passive walking trail, open
space and a shaded children's playground area.
Bay of Pigs
At the height of the Cold War, about 1,300 fighters launched the Bay of Pigs, or Bahia de Cochinos, invasion
of Cuba in an effort to topple Fidel Castro three months into President John F. Kennedy's administration.
In the early months of 1961, Cuban refugees in Miami flew from Opa-Locka airport to Guatemala to become
part of a 1300 men bridage, Brigade 2506. The Brigade's Bay of Pigs invasion on April 17, 1961, resulted in
defeat with over 100 men killed and the rest imprisoned. After intense negotiations between the US and the
Cuban government for the release of the prisoners, on December 23, 1962 just two days before Christmas,
prisoners began arriving by air at Homestead Air Force Base and were reunited with their families at the
Dinner Key Auditorium.

Process
Eligible artists are invited to submit qualifications through an open Call to Artists. Subsequently,
a convening of the Art in Public Places Board (AIPPB) will take place.
Artist(s) qualifications will be reviewed by Art in Public Places' Professional Advisory Committee
(PAC), a panel composed of professionals in the field of art, public art, architecture, art education,
art history, or architectural history. It is anticipated that the PAC will identify a shortlist for the
Art in Public Places Board's approval. Shortlisted candidates will be paid an honorarium to
develop specific proposals and will have the opportunity to access architectural plans etc.,
engage in an artist orientation and site visit to meet the key stakeholders, and further develop
their proposals.
Shortlisted artists will receive a $1,000 honorarium to develop specific proposals and compete
for the commission(s). Shortlisted artists will be provided with reference materials and will have
the opportunity to engage in an Artist Orientation and site visit (if possible) with city staff, the
design team and members of the community. Upon presentation of artists' proposals, the AIPPB
may select one or more artists for the final commission of the artwork(s).

How to Apply
Artists or representatives should visit Art in Public Places Page at
https://www.miamigov.com/Government/Departments-Organizations/Planning/Art-In-Public-
Places-AIPP-Final and submit the following materials by the deadline to AIPP@miamigov.com.
A complete submission must include all the information and materials described below:
• 10 images of completed work + details: Artist(s)/artist teams must submit up to 10 images
of relevant work samples. Please submit pdf or jpeg files with a minimum 72 DPI
resolution. Every image file must be titled first with the number of the image in the order
to be viewed, followed by the artist's last name (for example: 01_ Smith; 02_Smith).
Number must correspond to an annotated image list. Images should be labeled with the
title of the piece, the specific medium, the dates, and the dimension of the art.
• CV/Resume(s): If submitted as a team, please identify the team leader and include
resumes for each team member, with each resume being no longer than three pages.
Resume(s) should reflect artist experience designing, fabricating, and installing artwork in
outdoor public settings. Resume(s) should include information regarding past public art
commissions, design team experience, exhibitions, awards, grants, and education.
• Brief statement: In a couple of paragraphs, describe your interest in the project and
preliminary ideas for how you would approach this project. The letter should demonstrate
your understanding of the project objectives and a preliminary proposal on how they
would be achieved.
The proposal must be submitted via email. Emails including all attachments shall not be larger
than 25 MB in size. If you wish to submit materials over this size, a link to a cloud -based file
service enabling download by City staff shall be provided in the email. Application materials must
be received by Friday, November 20, 2020, 8:00 p.m. EST and be addressed to
AIPP@miamigov.com as follows:
The subject line of the email should state: "Call to Artists — Bay of Pigs Memorial Park /CTA-
2020-003"
