A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY 2021
COPS OFFICE LAW ENFORCEMENT MENTAL HEALTH AND WELLNESS
ACT ('LEMHWA') PROGRAM"; AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF
JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES;
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT
AGREEMENT TO ACCEPT GRANT FUNDS IN THE AMOUNT OF $124,268.00,
WITH NO REQUIRED LOCAL MATCH, AND APPROPRIATING THE SAID
FUNDS TO THE MIAMI POLICE DEPARTMENT'S PEER EXPANSION
PROJECT FOR THE PROVISION OF SIXTY (60) ADDITIONAL PEER
SUPPORT PROGRAM MEMBERS AND PROCURE A CUSTOMIZED
CORDICO MOBILE APPLICATION; FURTHER AUTHORIZING THE CITY
MANAGER TO DESIGNATE THE CHIEF OF POLICE OR OTHER DESIGNEE
TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY
DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN
ORDER TO IMPLEMENT THE ADMINISTRATION OF THE GRANT.
WHEREAS, employees of the Miami Police Department ("MPD"), both sworn and
civilian, experience a large volume of high-pressure situations every day; and
WHEREAS, to combat the effects of frequent exposure to these situations, MPD has
established a Peer Support Program ("Program") that is geared towards mental health and
wellness support for all MPD personnel; and
WHEREAS, the Program's Peer Support members are trained employee -volunteers
available twenty-four (24) hours a day, seven (7) days per week, through electronic mail or
telephone, to help and/or comfort any MPD personnel experiencing mental distress; and
WHEREAS, the Program currently has forty-three (43) Peer Support members and has
a desire to increase the number of available Peer Support members by an additional sixty (60)
members; and
WHEREAS, the City of Miami ("City") submitted a grant application to the United States
Department of Justice, Office of Community Oriented Policing Services ("COPS") in support of
the Program; and
WHEREAS the City received an award notification from COPS for funds in an amount
not to exceed $124,268.00, with no local match required ("Grant"), for the Program to be
expended over a two (2) year period; and

WHEREAS, the Grant funds will be utilized to expand the Program; absorb costs
associated with the implementation of a customized Cordico Mobile Application ("Cordico"); and
Peer Support member training, travel, and lodging; and
WHEREAS, the implementation of the Cordico will focus on law enforcement
personnel's needs and Program enhancements including, but not limited to, Peer Support
training, suicide prevention, peer mentoring, clinical support, and family support; and
WHEREAS, by improving the mental health and wellness of MPD personnel, the City
ameliorates its employees with the coping skills necessary to create positive collaborations with
the community; and
WHEREAS, it is appropriate to accept the Grant and to establish a new Special
Revenue Project for the appropriation of the Grant to the Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to execute a grant agreement to accept the
Grant funds from COPS and appropriate said funds to MPD for the provision of sixty (60)
additional Program members and procure a customized Cordico mobile application.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: Fiscal Year 2021 COPS Office
Law Enforcement Mental Health and Wellness Act ("LEMHWA") Program
RESOURCES: Department of Justice -COPS $124,268.00
APPROPRIATIONS: LEMHWA $124,268.00
Section 4. The City Manager is further authorized' to designate the Chief of Police or
other designee to negotiate and execute any and all necessary documents, all in forms
acceptable to the City Attorney, in order to implement the administration of the Grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
