Subject: Est. Special Revenue - FY 2021 COPS Office Law Enforcement Mental Health
and Wellness Act Program
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled: "FY 2021 COPS Office Law Enforcement Mental Health
and Wellness Act (LEMHWA) Program," authorizing the City Manager to accept a grant
award, in substantially the attached form, from the U.S. Department of Justice, Office of
Community Oriented Policing Services and appropriating funds in the amount of
$124,268.00 in support of the Miami Police Department's Peer Expansion Project, to
fund the training of sixty (60) additional Peer Support Program team members and to
procure a Cordico Mobile Application; further authorizing the City Manager to designate
the Chief of Police, or his designee, to execute any and all other necessary documents,
in a form acceptable to the City Attorney, in order to implement the acceptance and
administration of said grant award. This award does not require any local match.
Background of Item:
Employees of the City of Miami Police Department ("MPD") both sworn and civilian
experience a large volume of high-pressured situations every day. MPD formed a Peer
Support Program that is geared towards the mental health and wellness of both sworn
and civilian personnel. MPD currently has forty-three (43) Peer Support team members
and wishes to increase that number by an additional sixty (60) members. The City of
Miami ("City") submitted a grant application to the U.S. Department of Justice, Office of
Community Oriented Policing Services in support of the Miami Police Department's
Peer Expansion Project. The City received notification that said application was
approved for funding in an amount not to exceed $124,268.00, to be expended over a
two-year period. The expansion of this project's cost will be allocated towards the
implementation of a customized Cordico Mobile Application ("App"), consultancy fee,
training, travel and lodging. The implementation of the App will be especially geared
towards law enforcement personnel and will provide program enhancements to include,
but not limited to, training, suicide prevention, peer mentoring, clinical support and
family support. The team members are trained volunteers to be available 24 hours a
day/seven days per week to offer assistance to their colleagues, whether by email or by
telephone. Anonymous callers can have a conversation with a team member in order to
gain pro -active support in enhancing mental health literacy, wellness services and
resources. By improving the mental health and wellness of our personnel, we will in
turn give them the coping skills necessary to create positive collaborations with the
community.
