The Florida Department of Economic Op- portunity announced last week that a formula used to determine the maximum number of weeks ofbenefi is will revert from a pandemic - boosted 19 weeks to 12 weeks. State law puts the number of weeks at 12 when unemployment is at or below 5%, with an additional week added for each 0.5 percentage point above 5% in the third quarter ofa calendar year. The number of weeks was pushed up in 2021 lrrause of the surge in jobless claims after the Covid-I9 pandemic hit. The third-quarter 2020 unemployment rate was 8.6%. At four months behind, Dade Heritage Trust's pilot renovation ending BY ABRAHAM GALVAN Dade Heritage Trust is at the final stage of its pilot project of preserving and renovating a his- toric affordable housing build- ing in Miami's Little Havana. With a historic preservation revolving county grant of SI million, the trust purchased and is renovating the 1935 desig- nated historic two-story, four - unit multi -family apartment building at 1401 SW Fifth St. The 5,000-square-foot build- ing's Art Deco style exterior renovation has been completed, which includes the roof, chim- neys and an edible garden, said Christine Rupp, Dade Heritage Trust's executive director. "We are completing the rehab on the interior on the second unit, and 1 would say we're probably four months behind our original schedule now due to supply chain issues," Ms. Rupp said. The newly set timeframe for completion is closer to June 2022, she said. Working along with county Commissioner Eileen Higgins and nonprofit Healthy Little Havana, the trust is finding so- lutions for a higher standard of living conditions for the tenants and improving the neighbor- hood, Ms. Rupp said. "During this fiscal year, the county gave us another million dollars to purchase another building and replicate our ef- forts," she said. "But it's more challenging this year because property values have increased so exponentially. So, we're working with a realtor right now to try to identify another parcel, but we felt really lucky to have landed this first beauty." Miami -Dade County initiated a surtax loan program for the preservation of naturally oc- curring sites, which is a loan program for older building owners. The landowner can receive S15,000 per unit for re- hab costs, Ms. Rupp said. "The county asked us to be the first applicant and we were approved for S60,000." "What's good about this is that once that's finalized, it will enable us to keep more monies in reserve in case anything pops up in the building," she said. "I think it's a really well -intended program by the county. We just have to figure out how to streamline it." The formula doesn't affect the maximum of S275 in weekly payments the state provides, among the lowest amounts in the nation. Florida's jobless rate stood at 5.1%in July, 5% percent in August and 4.8% in Septem- ber.
