Background of Item: The Department of Homeland Security has annually awarded a grant to the South Florida Urban Search and Rescue ("USAR") Task Force 2 for the continued operation of the City's USAR Program. Said grant award for Fiscal Year 2020 is in an amount not to exceed $1,222,631.00 commencing September 1, 2020 thru August 31, 2023. At this time, FEMA is appropriating supplemental funding in the amount of $47,918.00, thereby increasing the existing special revenue project for said fiscal year. R-20-0346, TO $1,270,549.00 TO BE USED BY THE DEPARTMENT OF FIRE -RESCUE FOR THE CONTINUATION OF EQUIPMENT RECAPITALIZATION; APPROPRIATING FUNDS IN AN AMOUNT NOT TO EXCEED $47,918.00 CONSISTING OF A GRANT FROM FEMA FOR THE STATED PURPOSE; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE, ADMINISTRATION OF, AND COMPLIANCE WITH SAID GRANT. WHEREAS, the City of Miami has been awarded supplemental funding in an amount not to exceed $47,918.00 ("Grant") from the Department of Homeland Security, Federal Emergency Management Agency ("FEMA"); and WHEREAS, pursuant to the Grant, the funds will be used by the Department of Fire - Rescue ("Fire -Rescue") for the continuation of equipment recapitalization for the South Florida Urban Search and Rescue ("USAR") Program; and WHEREAS, it is appropriate for the City Commission to accept the Grant and increase the existing amount for appropriations due to the Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept the Grant from FEMA to be used by Fire -Rescue for the continuation of equipment recapitalization. Section 3. The previously established Special Revenue Project is supplemented with the resources appropriated as described below: 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. The City Manager is authorized' to negotiate and execute any and all necessary documents, all in forms acceptable to the City Attorney, in order to implement the acceptance of and compliance with the Grant. Section 5.
