Subject: Approve - Pasco County RFP-SS-19-125 Fire Rescue Uniforms
Purpose of Item:
The nature of this item is to establish a resolution of the City of Miami Commission,
authorizing an increase in capacity beyond the City Manager approved fifty -thousand
dollars ($50,000.00) to the Pasco County's Request for Proposals ("RFP") No. SS-19-
125 for Fire Rescue Uniforms, on an as needed basis, for the City of Miami's Fire -
Rescue Department ("Fire -Rescue"), pursuant to Section 18-111 of the Code of the City
of Miami, Florida, as amended, with DesignLab, Inc. ("DesignLab"), which was
competitively solicited fora term of five (5) years with an expiration date of March 10,
2025, subject to any extensions and/or replacement contracts by Pasco County;
allocating funds from Fire -Rescue's General Account number
00001.184010.552200.0000.00000, subject to availability of funds and budgetary
approval at the time of need; authorizing the City Manager to negotiate and execute any
and all documents, including any amendments, renewals, and extensions subject to all
allocations, appropriations and budgetary approvals having been previously made,
compliance with applicable provisions of the Code of the City of Miami, Florida, as
amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -
Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the
City Code, in a form acceptable to the City Attorney, and in compliance with all
applicable laws, rules and regulations, as may be deemed necessary for said purpose.
Background of Item:
Fire -Rescue provides uniforms for its firefighters. Due to the type of service, uniforms
wear out, get damaged often and they need to be replaced. By accessing the Pasco
County RFP No. SS-19-125 competitively solicited contract, it will enable Fire -Rescue
continue to procure uniforms, at a fair competitive rate that is acceptable to the City.
Procurement worked diligently with Fire -Rescue to identify a contract for the purchase
of uniforms that included favorable contract terms and pricing for the City, which
resulted in the accessing of the above -mentioned RFP. For continuity of services, the
initial access of the Pasco RFP No. SS-19-125 was approved by the City Manager
under his delegated authority of $50,000.00 This contract has a term of five (5) years
with an expiration date of March 10, 2025. The estimated fiscal impact is approximately
$586,000.00 per year ($2,344,000.00 in the aggregate).

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING AN INCREASE
IN CONTRACT CAPACITY BEYOND THE CITY MANAGER'S APPROVED
THRESHOLD OF FIFTY THOUSAND DOLLARS ($50,000.00) TO THE PASCO
COUNTY, FLORIDA ("PASCO COUNTY") REQUEST FOR PROPOSALS CONTRACT
NO. SS-19-125 FOR FIRE -RESCUE UNIFORMS, ON AN AS NEEDED BASIS, FOR
THE CITY OF MIAMI'S FIRE -RESCUE DEPARTMENT ("FIRE -RESCUE") PURSUANT
TO SECTION 18-111 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED ("CITY CODE"), WITH DESIGNLAB, INC., A FOREIGN PROFIT
CORPORATION, WHICH WAS COMPETITIVELY SOLICITED FOR A TERM OF FIVE
(5) YEARS WITH AN EXPIRATION DATE OF MARCH 10, 2025, SUBJECT TO ANY
EXTENSIONS AND/OR REPLACEMENT CONTRACTS BY PASCO COUNTY;
ALLOCATING FUNDS FROM FIRE -RESCUE GENERAL ACCOUNT NO.
00001.184010.552200.0000.0000 AND SUCH OTHER SOURCES OF FUNDS,
SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT
THE TIME OF NEED; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND

PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND FINANCIAL
INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE CITY
CODE, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE
WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS MAY BE DEEMED
NECESSARY FOR SAID PURPOSE.
WHEREAS, the City of Miami's ("City") Procurement Department ("Procurement") on
behalf of the Fire -Rescue Department ("Fire -Rescue") accessed Pasco County, Florida's
("Pasco County") Request for Proposals ("RFP") Contract No. SS-19-125 for Fire -Rescue
uniforms, on an as needed basis, from Designlab, Inc., a foreign profit corporation ("Designlab"),
under the City Manager's approved threshold of Fifty Thousand Dollars ($50,000.00); and
WHEREAS, an increase in contract capacity beyond the City Manager's approved
threshold of Fifty Thousand Dollars ($50,000.00) for continued use of the Pasco County RFP
Contract No. SS-19-125 for Fire -Rescue uniforms will enable Fire -Rescue to continue procuring
uniforms at a fair and competitive rate that is acceptable to the City; and
WHEREAS, pursuant to Section 18-111 of the Code of the City of Miami, Florida, as
amended ("City Code"), the City Chief Procurement Officer has determined that Pasco County
RFP Contract No. SS-19-125 for Fire -Rescue uniforms was entered into pursuant to a
competitive process in compliance with City laws, policies, and procedures;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. An increase in contract capacity beyond the City Manager's approved
threshold of Fifty Thousand Dollars ($50,000.00) to Pasco County RFP Contract No. SS-19-125
for Fire -Rescue uniforms, on an as needed basis, for Fire -Rescue, pursuant to Section 18-111
of the City Code with Designlab, which was competitively solicited for a term of five (5) years
with an expiration date of March 10, 2025, subject to any extensions and/or replacement
contracts by Pasco County is hereby authorized.
Section 3. Funds are allocated from Fire -Rescue General Account No.
00001.184010.552200.0000.0000 and such other sources of funds, subject to the availability of
funds and budgetary approval at the time of need.
Section 4. The City Manager is authorized' to negotiate and execute any and all
documents, including any amendments, renewals, and extensions subject to all allocations,
appropriations, prior budgetary approvals, compliance with all applicable provisions of the City
Code, including the City's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity
Principles, all as set forth in Chapter 18 of the City Code, in forms acceptable to the City
Attorney, and in compliance with all applicable laws, rules, and regulations, as may be deemed
necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
