Background of Item: In July 1992, the State of Florida enacted the William E. Sadowski Affordable Housing Act ("Sadowski Act"), which provides for the allocation of a portion of new and existing documentary stamp taxes on deeds on real estate transactions to local governments for the development and maintenance of affordable housing. The Sadowski Act provided a dedicated revenue source for affordable housing and created the State Housing Initiative Partnership ("SHIP") Program. Each county or eligible municipality participating in the SHIP program requires one of the eleven members to be one locally elected official, pursuant to Florida Statutes 420.9076. There is currently a vacant seat in the board that needs to be filled with a City of Miami elected official. The City Administration recommends appointing Commissioner as a board member of the Affordable Housing Advisory Committee ("AHAC") as required by Florida Statutes 420.9076. WHEREAS, in July 1992, the State of Florida enacted the William E. Sadowski Affordable Housing Act ("Sadowski Act"), which provides for the allocation of a portion of new and existing documentary stamp taxes on deeds on real estate transactions to local governments for the development and maintenance of affordable housing; and WHEREAS, the Sadowski Act provides a dedicated revenue source for affordable housing and created the State Housing Initiative Partnership ("SHIP") Program; and WHEREAS, pursuant to Section 420.9076, Florida Statutes, each county or eligible municipality participating in the SHIP Program shall appoint members, including one elected official, to a locally established Affordable Housing Advisory Committee ("AHAC"); and WHEREAS, pursuant to Ordinance No. 13967 adopted on February 25, 2021, the City Commission established the City of Miami's ("City") AHAC consisting of eleven (11) members, including one (1) City Commissioner, all appointed by the City Commission; and WHEREAS, the City Commissioner seat on AHAC is currently vacant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA. Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby appoints Commissioner Christine King to serve as a board member of the AHAC as required by Section 420.9076, Florida Statutes, for a four (4) year term or until a successor is appointed and qualified.
