Subject: Accept Bid - IFB No. 1164387 School Crossing Guard Services
Purpose of Item:
The nature of this item is to authorize a resolution of the Miami City Commission,
accepting the bid received on July 8, 2021, pursuant to Invitation for Bid ("IFB") No.
1164387, from the lowest responsive and responsible Bidder, Waterfield Florida
Staffing, LLC ("Waterfield"), for the provision of School Crossing Guard Services, on an
as needed basis, for the City of Miami Police Department ("Police"), for an initial term of
two (2) years, with the option to renew for three (3) additional one (1) year periods;
allocating funds from Police's General Account number
00001.190501.534000.0000.00000, and other sources of funds, subject to availability of
funds and budgetary approval at the time of need. Authorizing the City Manager to
negotiate and execute any and all documents, including any amendments, renewals,
and extensions subject to all allocations, appropriations and budgetary approvals having
been previously made, compliance with all applicable provisions of the Code of the City
of Miami, Florida, as amended ("City Code"), including, the City of Miami's procurement
ordinance, anti -deficiency act, and financial integrity principles, all as set forth in chapter
18 of the City Code, all in a form acceptable to the City Attorney, and in compliance with
all applicable laws, rules and regulations, as may be deemed necessary for said
purpose.
Background of Item:
On May 27, 2021, the Department of Procurement ("Procurement") on behalf of Police
issued IFB No. 1164387 under full and open competition. As required by the
Procurement Code, the IFB was advertised and issued online. On July 8, 2021, at the
bid closing three (3) bids were received. All bid responses were evaluated and
tabulated following the guidelines published in the IFB. The bids received from Miami
Patrol Eagle Protection, LLC, and Packplus Inc. DBA Josmar Medical Staffing were
deemed non -responsive as the companies did not submit the requested dress code
policy or written implementation plan, as required in the Bidders minimum qualification.
Procurement is recommending award to Waterfield Florida Staffing, LLC, the lowest
responsive and responsible Bidder, per bid specifications. The estimated contract
amount is $928,944.00 annually (Approximately $4,644,720.00 for all five (5) years in
the aggregate).

A RESOLUTION OF THE MIAMI CITY COMMISSION, ACCEPTING THE BID
RECEIVED ON JULY 8, 2021, PURSUANT TO INVITATION FOR BIDS ("IFB") NO.
1164387, FROM THE APPARENT LOWEST RESPONSIVE AND RESPONSIBLE
BIDDER, WATERFIELD FLORIDA STAFFING, LLC, A FLORIDA LIMITED LIABILITY
COMPANY ("WATERFIELD"), FOR THE PROVISION OF SCHOOL CROSSING
GUARD SERVICES, ON AN AS NEEDED BASIS, FOR THE CITY OF MIAMI ("CITY")
POLICE DEPARTMENT ("POLICE"), FOR AN INITIAL TERM OF TWO (2) YEARS,
WITH THE OPTION TO RENEW FOR THREE (3) ADDITIONAL ONE (1) YEAR
PERIODS; ALLOCATING FUNDS FROM POLICE GENERAL ACCOUNT NO.
00001.190501.534000.0000.00000 AND SUCH OTHER SOURCES OF FUNDS,
SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT
THE TIME OF NEED; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND

ANTI -DEFICIENCY ACT, AND FINANCIAL INTEGRITY PRINCIPLES, ALL AS SET
FORTH IN CHAPTER 18 OF THE CITY CODE, IN FORMS ACCEPTABLE TO THE
CITY ATTORNEY, AND IN COMPLIANCE WITH ALL APPLICABLE LAWS, RULES,
AND REGULATIONS, AS MAY BE DEEMED NECESSARY FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") Police Department ("Police") currently provides
crossing guard services to the various schools located within the City limits and needs to
outsource to fill all of the vacant positions for the same; and
WHEREAS, on May 27, 2021, the City's Department of Procurement ("Procurement")
issued Invitation for Bids ("IFB") No. 1164387, on behalf of Police, for the provision of School
Crossing Guard Services, on an as needed basis; and
WHEREAS, on July 8, 2021, Procurement received three (3) responses to this
solicitation and Waterfield Florida Staffing, LLC, a Florida limited liability company ("Waterfield"),
was the apparent lowest responsive and responsible Bidder;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The bid received on July 8, 2021, pursuant to IFB No. 1164387, from the
apparent lowest responsive and responsible Bidder, Waterfield, for the provision of School
Crossing Guard Services, on an as needed basis, for Police, for an initial term of two (2) years,
with the option to renew for three (3) additional one (1) year periods, is hereby accepted.
Section 3. Funds shall be allocated from Police General Account No.
00001.190501.534000.0000.00000 and such other sources of funds, subject to the availability
of funds and budgetary approval at the time of need.
Section 4. The City Manager is authorized' to negotiate and execute any and all
documents, including any amendments, renewals, and extensions, subject to all allocations,
appropriations, prior budgetary approvals, compliance with all applicable provisions of the Code
of the City of Miami, Florida, as amended ("City Code"), including the City's Procurement
Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18
of the City Code, in forms acceptable to the City Attorney, and in compliance with all applicable
laws, rules, and regulations, as may be deemed necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
