A RESOLUTION OF THE MORNINGSIDE CIVIC ASSOCIATION SUPPORTING THE
CITY OF MIAMI'S CITYWIDE STORMWATER MASTER PLAN- NEIGHBORHOOD
DRAINAGE PLAN, MORNINGSIDE PARK DRAINAGE MANAGEMENT PLAN,
MORNINGSIDE PARK SHORELINE IMPROVEMENTS, MORNINGSIDE PARK
AQUATIC CENTER, AND MORNINGSIDE PARK MASTER PLAN AS PRESENTED ON
NOVEMBER 29, 2021 AND SPECIFICALLY ENDORSING THE IMMEDIATE
ALLOCATION OF FUNDS TO REMEDIATE URGENT FLOODING AND DRAINING
ISSUES IN BOTH THE MORNINGSIDE NEIGHBORHOOD AND MORNINGSIDE
PARK.
WHEREAS, Morningside Park, positioned along Biscayne Bay, in Miami's vibrant and
historic MIMO District, stands as a living testament to the City of Miami's resilience and beauty,
utilized and treasured by residents not only of the Upper East Side, but by residents and guests of
the City of Miami and Miami -Dade County at large;
WHEREAS, Morningside Park's amenities, including its multi -use fields, are routinely
rendered unusable, soaked and inundated in ankle-deep pools of run-off water, after even the most
moderate of Miami rainstorms, often maintaining these mosquito -collecting pools of water for
days, to weeks on end;
WHEREAS, during King Tides, and an occasional "traditional" tide, bay water crests over
Morningside Park's ill-equipped shoreline, rendering the Park's bay -adjacent walkways and
bucolic, grassy vistas unusable;
WHEREAS, on November 30, 2021, the City of Miami ("City"), presented its collective
proposed "Morningside Park Improvements" ("Improvements"), attached as Exhibit "A," to the
community -at -large at an outdoor meeting, held in Morningside Park, adjacent to its water-logged
fields;
WHEREAS, despite there being an ongoing pandemic, over one -hundred individuals,
including residents of Morningside, members of the Morningside Civic Association ("MCA"), and
other individuals from around Miami and beyond who cherish Morningside Park, participated in
the meeting to receive information regarding the City's proposed Improvements and to provide
community feedback;
WHEREAS, the MCA agrees with the City, and the conclusion reached by its near army
of subject -matter experts, including engineers and resiliency professionals that drainage
improvements are required to remediate the existing flooding issues that currently render
substantial parts of Morningside Park unusable after most rainfall, and to eliminate the recurring
flooding that renders entire streets of Morningside (especially by the Park's tennis courts)
unusable and impassable;
WHEREAS, the MCA now requests and renews and reiterates its prior requests for the
City to support sustainable investment in Morningside Park to prevent flooding, alleviate drainage
issues. prioritize open space. and to provide increased access and views of the Bay;

WHEREAS, the MCA supports the recommendations of the City's engineers and
resiliency experts with regard to the Morningside Park Aquatic Center. including the location of
the Aquatic Center and the layout and design of the structure itself;
WHEREAS, the MCA further requests that the City prioritize improvements to
Morningside Park that repair and replace the crumbling shoreline seawall and other present
shoreline buffers, to enhance protection against the intrusion of water- from Biscayne Bay, while
preserving Bay views and water access;
WHEREAS, the MCA further renews and reiterates its requests that the City take bold
steps towards implementing innovative and holistic approaches to resilience by preserving and
improving one of the Nation's most beautiful parks.
NOW, THEREFORE, BE IT RESOLVED BY THE MORNINGSIDE CIVIC
ASSOCIATION:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Resolution.
Section 2. The MCA wholly endorses the immediate allocation of funds by City, County,
State and Federal bodies for the urgent remediation and resolution of Morningside Park and its
surrounding neighborhood's drainage and flooding issues, such as to render the park fully usable
for the City of Miami's residents and guests on days immediately following a rainstorm, for
generations to come.
Section 3. The MCA urges the City to proceed expeditiously with the design, and
implementation of the Improvements, and to proceed in passing all legislative actions necessary
to facilitate those Improvements.
