CERTIFICATION AND DECLARATION OF RESULTS
FOR THE GENERAL MUNICIPAL AND SPECIAL ELECTIONS
HELD ON NOVEMBER 2, 2021

I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that all
necessary legal steps were taken in connection with the conduct of the City of Miami
General Municipal and Special Elections held on November 2, 2021, including, though
not limited to, the following:
I. Wednesday, October 20, 2021:
A. Commencing at approximately 10:00 a.m. the Miami -Dade County Supervisor
of Elections (hereinafter "Supervisor of Elections") conducted a Logic and
Accuracy Test of the touch screen and optical scan voting systems to be used
for the City of Miami November 2, 2021 General Municipal and Special
Elections (hereinafter "General Municipal and Special Elections") at the
Miami -Dade Elections Department located at 2700 NW 87th Avenue, Doral,
Florida (hereinafter "Elections Department").
B. A member from the City of Miami's Canvassing Board (hereinafter
"Canvassing Board") compared the test results with the predetermined totals
for each candidate used for the Logic and Accuracy Test and pursuant to the
requirements established in Section 101.5612, Florida Statutes, observed the
performance and results of all required tests and verified the correctness of the
programs and equipment.
C. I further certify that on Wednesday, October 20, 2021, two sets of documents
containing the results of the Logic and Accuracy Tests validated that the
tabulating equipment was functioning correctly and that said documents were
signed off by the Supervisor of Elections and City Clerk. These documents
were then placed in a sealed canvass bag using seal number 0051001.
II. Tuesday, October 26, 2021 through Friday, November 5, 2021:
A. On Tuesday, October 26, 2021 through Friday, November 5, 2021, the
Supervisor of Elections allowed the public to inspect vote -by -mail ballots (as
requested) from 8:30 a.m. to 9:00 a.m.

III. Wednesday, October 27, 2021 through Tuesday, November 5, 2021:
A. On Wednesday, October 27, 2021, the Supervisor of Elections conducted the
Pre -count Logic and Accuracy Test of the optical scan voting system used for
vote -by -mail and provisional ballots at the Elections Department.
Additionally, at approximately 10:00 a.m., the Canvasing Board met to
commence various tasks that included the opening of vote -by -mail ballots, the
duplication of damaged vote -by -mail ballots (as needed), and to canvass
presumed invalid vote -by -mail ballots. These tasks were continued on an as -
needed basis until Friday, November 5, 2021.
IV. Tuesday, November 2, 2021:
A. On Tuesday, November 2, 2021, at 5:00 p.m., the Canvassing Board met to
canvass presumed invalid vote -by -mail ballots. After the completion of this
task, the tabulation of election results, including only vote -by -mail ballots that
were deemed valid by the Canvassing Board, was finalized and the Supervisor
of Elections presented me with the UNOFFICIAL election results for the
General Municipal and Special Elections. Pursuant to Sections 101.68(4) and
101.048(6), Florida Statutes, persons casting vote -by -mail and provisional
ballots have the right to present written evidence supporting his or her
eligibility to vote to the Supervisor of Elections by no later than 5:00 p.m. on
the second day following the election. The deadline to provide said evidence
was Thursday, November 4, 2021, by 5:00 p.m.
V. Friday, November 5, 2021:
A. The Canvassing Board met at the Elections Department at approximately
10:00 a.m. to canvass presumed invalid vote -by -mail ballots and provisional
ballots cast on Election Day. Pursuant to Sections 101.68(4) and 101.048(6),
Florida Statutes, persons casting vote -by -mail and provisional ballots have the
right to present written evidence supporting his or her eligibility to vote to the
Supervisor of Elections by no later than 5:00 p.m. on the second day
following the election. The deadline to provide said evidence was Thursday,
November 4, 2021, by 5:00 p.m. After the Canvassing Board reviewed
presumed invalid vote -by -mail ballots in addition to provisional ballots cast
on Election Day, I received the certified OFFICIAL election results for the
General Municipal and Special Elections.
B. Furthermore, the Supervisor of Elections provided the Canvassing Board with
a Certification of Election Tabulation for the General Municipal and Special
Elections. The certification was signed by the Canvassing Board and is on file
with the Office of the City Clerk.
C. Additionally, the Canvassing Board randomly selected a voting precinct
associated with the General Municipal and Special Elections for the
postelection manual audit which resulted in Precinct 975.0 being selected.

VI. I further certify and declare that the results of the nonpartisan City of Miami General
Municipal and Special Elections held on November 2, 2021, are as follows:

1 Mayra Joli was disqualified as a candidate for the office of Mayor of the City of Miami. Pursuant to Florida Division of
Elections Reference Guide 0007 "Notice of Candidate Withdrawal or Disqualification or Removal of Ballot Issue", votes for a
disqualified candidate are to be considered invalid. As a result, votes cast for Mayra Joli were placed in the "Under Votes"
category for the unofficial and official election results along with other under votes that were cast for the office of Mayor.

CHARTER AMENDMENT QUESTION — VIRGINIA KEY MARINA
Proposed Charter Amendment for the Lease and Development of Virginia Key Marina
Shall Miami's Charter be amended authorizing City to waive competitive bidding, negotiate, execute 75 year
waterfront lease (marinas, restaurants, marine related uses) of approximately 27 acres (generally 3301, 3307,
3605, 3501 Rickenbacker Causeway) with Biscayne Marine Partners LLC, for minimum:
• $115,000,000 tenant capital investment
• $2,750,000 annual rent (10% for Virginia Key Beach Park Trust) or fair market value
• 6% gross boat storage, fuel revenues; 4% gross revenues from other sources?

VII. I further certify and declare that:
• for Mayor, Francis X. Suarez received more than 50 percent plus one of all votes
cast and is hereby declared to have been elected as City of Miami Mayor;
• for District 3 Commissioner, Joe Carollo received more than 50 percent plus one
of all votes cast and is hereby declared to have been elected as Miami City
Commissioner for District 3;
• for District 5 Commissioner, Christine King received more than 50 percent plus
one of all votes cast and is hereby declared to have been elected as Miami City
Commissioner for District 5;
• in the race for Coconut Grove Village Council, Elena Asturias, Marcelo
Fernandez, Christopher Baraloto, Hernan Guerrero Applewhite, Javier
Gonzalez, Dan Austin, Margot Bradley, Anthony Witherspoon, and Joseph
Brown were the nine (9) candidates that received the greatest number of votes
cast and are hereby declared to have been elected Coconut Grove Village
Council Members; and
• I further certify and declare that the charter amendment for the lease and
development of Virginia Key Marina was not approved by the electorate.
VIII. Tuesday, November 9, 2021:
A. On Tuesday, November 9, 2021, the Canvassing Board met at the
Elections Department at approximately 2:00 p.m. to conduct a post-
election manual audit in accordance with Florida Division of Elections
Rule 1 S-5.026. The audit entailed audit teams from the Elections
Department manually counting the ballots cast during vote -by -mail voting,
early voting and Election Day voting for precinct 975.0. Upon the
completion of the audit, I received the Voting System Post -Election Audit
Report.
