I am a 30 year resident of Miami presently living in Edgewater with my family. My business office is
located on Miami Beach. I routinely take the I-195 corridor to and from work on a daily basis and am
well aware of the traffic issues surrounding the Biscayne Corridor and the 38th street intersection. t have
recently been given a presentation by developer Ron Bloomberg, and am aware of the project known as
"Magnolia" proposed for the south side of 38th street east of Biscayne Blvd.. Ron proposes to contribute
portions of his property to the Florida Department of Transportation, in order to provide a solution to the
problematic and growing traffic conditions.
I believe this effort should be taken very seriously by the City and FDOT and if minor zoning changes
are needed to realize these goals, it should be granted. Accordingly, I am in favor of the rezoning.

Morningside. I have become aware of a zoning application proposed for the south side
of 38th street east of Biscayne Blvd. known as "Magnolia" that is seeking a zoning change. I
understand the developer, Ron Bloomberg, as part of his project, plans to contribute portions of
his property to the Florida Department of Transportation or City, in order to ease the present
traffic conditions at 38th street and Biscayne Blvd.
Based on this contribution of land to enhance the present traffic conditions, I do not have any

I am a life-long resident of Miami and homeowner in Baypoint for nearly 20 years. 1 am well
aware of the traffic issues surrounding the Biscayne Corridor and the 381h street intersection as I
am back and forth conducting business on Miami Beach on a daily basis. 1 have recently become
aware of the project known as "Magnolia" proposed for the south side of 38th street east of
Biscayne Blvd.. The presentation by developer. Ron Bloomberg, proposed he contribute portions
of his property to the Florida Department of Transportation, in order to provide a solutions to the
probletnatic traffic conditions that exist on 38th street and the Biscayne Blvd. intersection. As you
are aware, this area is in great need of traffic improvement, certainly given the substantial
development expected in the near future.

I have been the owner of the Eclectic Elements furniture store, which has been located in the City of
Miami for over 30 years. Though I presently reside on Miami Beach, and had the opportunity to move
my business there several years ago, I elected to relocate to a wonderful space. at a building located
within your district in Wynwood. I am well aware of the traffic conditions along 38th street and the off -
ramp for I- 195 as this route is used for my daily commute. I have recently become aware of
a zoning application for a project known as Magnolia, located on the south side of 38th street east of
Biscayne Blvd.. As part of its application for a zoning change, developer Ron Bloomberg is
contributing portions of his property to the Florida Department of Transportation in order that they
widen the street, and ease the present (problematic) traffic conditions. I think this is a GREAT idea. His
presentation clearly demonstrates that there will be a positive net impact to everyone who uses this
corridor to gain access to the City of Miami.
Based on his land contribution and willingness to help find a solution to the traffic problems, I am
highly supportive of Mr. Bloomberg's application, and hope you approve his reasonable request.

My name is Lia Rubio, and I five in the city of Miami. I was informed of a new development project called
Magnolia, at the East of 38th St.
The project developer Ron Bloomberg, showed me a presentation of this project. Where it was stated that he
will give portions of his property to the state so the traffic conditions in the area can be improved, as part of
his development plans.
l'm aware that it is justified to increase his zoning rights, if the traffic conditions can be improved.
Transportation is often complicated in this area, as a result of the traffic conditions, and if anything can be
done to improve this problem, I think it should be considered.
In this regard, I support Mr Bioomberg's application.

I am a business owner in the City of Miami and an officer of the Miami Design District Property Owners
Association, which represents several properties in the Design District, but are not part of the Design District
SAP. l have become aware of a zoning application proposed for the south side of 38th street east of Biscayne
Blvd. known as "Magnolia" that is seeking a zoning change from T5 to T6-8. I have been given a presentation
by the developer, Ron Bloomberg, that shows as part of his project, plans to contribute portions of his property
to the Florida Department of Transportation, in order to ease the present traffic conditions at 38th street and
Biscayne Blvd.. Among several other benefits, as part of this presentation there appears to be a dedicated
westbound traffic lane through 38th street leading into the design district. At present, the combination west and
south travel lanes causes significant traffic snarls, preventing expedited access into the Design District.
Accordingly, the dedicated lane will be very helpful in addressing traffic.
Based on the contribution of land to enhance the present and worsening traffic conditions, 1 am supportive of
Magnolia's requested zoning change.

My name is Dr. Kevin Coy. I am the managing principal of Miami International Cardiology
Consultants, Inc., one of the largest cardiology practices in the state of Florida. I am also owner of 3801
Biscayne Blvd. and 455 NE 38th Street. My offices have been in this property for 17 years and I
routinely travel along the Biscayne Corridor, and also use the I-195 causeway and 381 street to access
my office. Very few people have more familiar with the traffic issues in this area than 1.
I am aware of a zoning application proposed for the south side of 38th street east of Biscayne Blvd.
known as "Magnolia" that is seeking a zoning change. I further understand that as part of his project,
Ron Bloomberg has proposed contributions of portions of his property to the Florida Department of

On behalf of the Biscayne Neighborhoods Association, 1 wanted to state our position regarding the proposed development on NE 38th
St, to be considered this Thursday, November 18. I appreciate the inquiries at a prior commission meeting as to where BNA stood in this
matter. As an umbrella group for condo, homeowners' associations and businesses in Miami's urban core, we have been very active in
advocacy related to development and traffic in this area of our city.
BNA is well aware of the contents of the application for a re -zoning and land use change to be considered by commissioners, as well as
the proposed traffic solution that the developer is suggesting. Additionally, as a former PZAB board member who voted on this item when
it was heard by that board, I have reviewed the details of the proposal at length.
BNA is taking no position for or against this zoning change proposal at this time. Unlike other zoning text amendments presented near
this area earlier this year, we believe the change being sought here will have minimal impact on the neighborhood. BNA does
enthusiastically support the consideration of any solution that will help mitigate the horrible traffic situation on Northeast 38th Street and
Biscayne Boulevard,
We do wish to note that the developer of this project -- Ron Bloomberg -- has been very open to meeting with us, our members, as well
as other allied organizations virtually and in person.
One such virtual meeting saw over 200 people participate and included a significant question -and -answer session where many issues
were clarified and addressed. I have also attended other in -person sessions where Mr. Bloomberg has presented his project to the
community, including a recent one to the Bay Point Property Owners Association.
The dedication of land to expand the right of way included in this project, if followed by other property owners that have committed to do
the same, has the potential to bring major improvement to the traffic conditions in the area. We would like more developers to consider
the same initiative.

My name is Mark Samuelian, and I am currently a City of Miami Beach Commissioner. It has
recently cattle to my attention that the project coming before you contains a component that
includes the proffer of certain land to be dedicated to FDOT for the purposes of improving traffic
conditions which currently exist at the westbound off -ramp of Interstate I-195 to Biscayne Blvd.
I have met with applicant principal Ronald Bloomberg, who has shared his vision of a future
development that includes street modifications to be implemented by the Florida Department of
Transportation, and which include portions of his property. It has been reported to me that the
potential exists for a dramatic improvement to the existing and otherwise congestive traffic
conditions.
Many Miami Beach residents, business owners and visitors access 1-195 westbound daily. They
very often experience the traffic tie-ups that exist at this location. Furthermore, under the
infrequent, but very palpable emergency scenarios (e.g., hurricane evacuation), even a modicum
of traffic mitigation, could be beneficial.
While I appreciate that further vetting of designs and implementation of the overall concept
requires additional study, it is my belief that notwithstanding the increase of zoning rights being
sought, to the extent there are quantifiable net benefits to Miami and Miami Beach residents alike,
the options for public benefit should be weighed and considered carefully. From that standpoint,
this project appears to be sensitive to both public and private priorities, and I am therefore
supportive of the applicant's project.

My name is Jason Miyares. I have lived in Miami Florida my entire life (27 years) and have worked over 10
years. My current address is 1700 NW North River Dr. I was recently informed about the zoning changes
proposed for the south east corner of Biscayne Blvd and NE 38th Street, currently known as Magnolia.
Almost daily I drive along Biscayne Blvd and use the 1-195 causeway. I have noticed how backed up traffic
gets here. When I heard about developer Ron Bloomberg's proposal to contribute portions of his property to
the Florida Department of Transportation/The City of Miami in order to increase traffic flow at that
intersection, I wanted to do whatever I could to help move his proposal along. Please take this email
