He has conducted over 1,000 traffic studies in Southeast Florida. His studies have been reviewed and approved by the Florida Department of Transportation (FDOT), numerous municipalities, counties, and other consulting firms acting as consultants to public agencies. Municipal Experience Joaquin Vargas has reviewed hundreds of traffic studies and site plans on behalf of municipalities, especially for the Cities of Sunrise and Coral Springs. He is currently serving as traffic consultant to the cities of Pompano Beach, Sunrise, Oakland Park, Deerfield Beach, Tamarac and Coral Springs. He has also provided traffic engineering consulting services to the cities of Bay Harbor Islands, Cooper City, Destin, Fort Lauderdale, Hollywood, Homestead, Lauderdale -By -The Sea, Miami, Miami Beach, Miami Springs, North Miami Beach, Ocala, Pembroke Pines and Surfside. dornk T0A-99 Tref Tech ENGINEERING, INC. Submitted into the pub is record for i em(s) on I C 1 ZsDZ City Clerk Florida Department of Transportation (FDOT) Experience Between 1996 and 2006, Mr. Vargas served as traffic operations and safety consultant to the Florida Department of Transportation (FDOT). During this period, he conducted over 200 traffic engineering assignments for the FDOT, including the Florida Keys Hurricane Evacuation Study completed in 2001. Mr. Vargas has also presented at the FDOT's scoping committee, attended meetings, city commission meetings, and public workshops on behalf of the FDOT. Furthermore, he conducted over 100 fatal crash studies throughout Miami -Dade and Monroe Counties. He has also served as expert witness for the public and private sectors. For the FDOT, Mr. Vargas served as expert witness on several cases involving parking, access, and internal site circulation. International Experience Joaquin Vargas has also worked on overseas projects. He recently completed a traffic evaluation associated with the expansion of the Port of Ghana, Africa. He also evaluated transportation options for a resort development project in the State of Quintana Roe, Mexico. Mr. Vargas also provided transportation and planning assistance for the development of a major retail center in San Pedro Sula in Honduras. Joaquin's firm has been recently selected to work on the master transportation plan for the Turks and Caicos Islands. Representative Projects Traffic Engineering Services for the City of Coral Springs: Mr. Vargas has been serving as traffic consultant to the City of Coral Springs since the late 1980's. In this capacity, he has reviewed hundreds of applications from traffic and safety standpoints. He has reviewed site plans prepared by others from access, parking, stacking, and internal site circulation standpoints. Mr. Vargas has reviewed numerous traffic studies prepared by others for new projects within the City of Coral Springs. Traffic Consultant for the City of Sunrise: Between 1996 and 2005, Mr. Vargas served as traffic consultant to the City of Sunrise. In this capacity, he assisted the city in convincing the developers of the Florida Panther's arena that the best location for the arena was next to the Sawgrass Mills (its current location). Furthermore, Mr. Vargas has been involved in reviewing most of the Sawgrass Mills expansions (DRi's), including the previously -opened Wannado City and Metropica projects. Mr. Vargas has been involved in the review process of numerous applications submitted to the City of Sunrise. During this period, he conducted over 200 traffic engineering assignments for the FDOT, including the Florida Keys Hurricane Evacuation Study completed in 2001. He has continuously provided hurricane evacuation assistance to the FDOT to the present (2013). Traffic Engineer for the Sistrunk Boulevard Streetscape Project: Mr. Vargas served as traffic engineer on one of Fort Lauderdale's most challenging traffic calming projects... Sistrunk Boulevard. Opposed by high-level Broward County professionals, this CRA project consisted of reducing the number of through lanes on Sistrunk Boulevard from four to two. Mr. Vargas had the difficult task of ensuring that due to the reduction in vehicular capacity, neighborhood traffic intrusion was not going to be a problem. Several creative traffic engineering tactics were recommended in order to eliminate this political concern.
