Secretary Wolfe asked me to follow up on your email sent to him this week. My name is Daniel Iglesias
and l am the Director of Transportation Development; you can feel free to contact me on this issue
moving forward.
Your last paragraph indicates that you are well-informed and understand FDOT's limited role in approving
land development. We often make comments to local government on the impact of proposed land
development on the State Highway System. This includes review of related materials developed by land
owners and their representatives. You are correct that these comments may be a factor in the local
government decision.
FDOT has direct control of the issuance of permits for driveway access to our system or for any permitted
changes to our roads. Sometimes our remarks in granting these permits extend to requirements off our
right-of-way where those conditions directly impact our highway. This does not generally extend to
dedications of property which may occur as part of the zoning or building permit processes administered
by local government.
In the case of Mr. Bloomberg he has met several times in the last five years met with FDOT or presented
roadway concept drawings on which we have made general comments, which he may well have quoted
to others. Typical comments would be 'this is a workable roadway concept or 'this concept is superior to
the current traffic flow'. In 2017 his traffic engineer generated a memorandum which analyzed potential
traffic pattern changes along NE 51h Ct. (an off -system roadway) that was submitted and subsequently
reviewed by FDOT. However, a comprehensive traffic study analyzing potential impacts to NE
38+1, Street/Biscayne Boulevard as a result of the re -development has not been presented. l have
attached the traffic memorandum and comments made by FDOT to this email.
For your information we also have a planning study under way on 1-195 which includes the ramp
movernents on 38Lh Street. Our concepts do not include right-of-way acquisition which limits what we can
propose to improve the intersection of 38111 Street and Biscayne Boulevard. I can put you in touch with the
project manager if you want to learn more about our long range plans.

along NE 38 Stand the surrounding roads that takes into account the proposed re -development traffic
volumes but have not yet received the study.
