City of Miami Legislation Resolution Enactment Number: R-21-0458 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 10931 Final Action Date:10/28/2021 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL ACTIONS TO RAISE THE CITY'S MUNICIPAL EQUALITY INDEX SCORE. WHEREAS, the City of Miami ("City") is committed to being a more inclusive City and government; and WHEREAS, the Municipal Equality Index ("MEI") is a nationwide evaluation of municipal law by the Human Rights Campaign ("HRC"), a national lesbian, gay, bisexual, transgender and queer ("LGBTQ+") organization based in Washington, DC; and WHEREAS, the MEI rates a total of 506 cities on a scale of 0-100 based on the city's laws, policies, benefits and services including non-discrimination laws, the municipality as an employer, municipal services, law enforcement, and leadership; and WHEREAS, the City formed an LGBTQ+ advisory board in 2019 whose mission is to serve as a vehicle for systematic and periodic assessment and to advise the city of Miami Commission for the betterment of quality of life of all LGBTQ+ residents and visitors to the City with mindful care for providing a voice and platform for underrepresented individuals and communities; and WHEREAS, the Florida cities of Miami Beach, West Palm Beach, Fort Lauderdale, Orlando, St. Petersburg, and Tampa all have MEI scores of 100; and WHEREAS, nationwide, 94 cities received an MEI score of 100; and WHEREAS, the City's score is under 100; and WHEREAS, the City is ranked the 17th largest United States Metropolitan Area with LGBTQ+ populations; and WHEREAS, LGTBQ+ annual purchasing power in South Florida is eight billion dollars ($8,000,000,000.00); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby directs the City Manager to take any and all actions to raise the City's municipal equality index score. Section 3.
