Enclosed you will find an ad for notice of a public hearing to be held by the City Commission on October 14,
2021 for the purpose of transfer, with affordable rental housing restrictions and automatic reverter provisions,
the City owned parcels of land, to Casa Valentina Inc, a Florida not for profit company ("Developer"), for
the development of affordable rental housing in accordance with section 29-b(a) of the charter of the City of
Miami, Florida.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on Thursday,
October 14, 2021, at 9:00 A.M. at City Hall, located at 3500 Pan American Drive, Miami, Florida,
33133, for the purpose of granting the following:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A FOUR -
FIFTHS (4/STHS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING,
RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING, ATTACHED
AND INCORPORATED AS EXHIBIT "A," THAT COMPETITIVE NEGOTIATION METHODS
AND PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS FOR THE CITY OF
MIAMI ("CITY") PURSUANT TO SECTION 18-85(A) OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED; WAIVING THE REQUIREMENTS FOR SAID PROCEDURES;
ALLOCATING GRANT FUNDING IN AN AMOUNT NOT TO EXCEED TWO MILLION DOLLARS
($2,000,000.00) IN AMERICAN RESCUE PLAN ACT OF 2021 ("ARPA") FUNDS TO CASA
VALENTINA, INC., A FLORIDA NOT FOR PROFIT CORPORATION ("DEVELOPER"), SO
THAT DEVELOPER CAN ACQUIRE ONE OR MORE OF THE PARCELS DESCRIBED IN
EXHIBIT "B," ATTACHED AND INCORPORATED, ON WHICH THE DEVELOPER WILL
CAUSED TO BE CONSTRUCTED A NEW AFFORDABLE HOUSING DEVELOPMENT THAT
WILL CONTAIN NO LESS THAN FIFTY (50) CITY -ASSISTED RESIDENTIAL RENTAL UNITS
FOR ELIGIBLE RESIDENTS WHOSE ANNUAL INCOME IS EQUAL TO OR LESS
THAN EIGHTY PERCENT (80%) OF AREA MEDIAN INCOME ("AMI") AS PUBLISHED
ANNUALLY BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT ("HUD") ("PROJECT"), SUBJECT TO THE RECEIPT BY THE CITY
MANAGER OF THE APPROVAL OF THE PROJECT BY THE CITY OF MIAMI'S ("CITY")
HOUSING AND COMMERCIAL LOAN COMMITTEE ("HCLC") ("HCLC APPROVAL") AND
SUBJECT TO THE TERMS, CONDITIONS, AND RESTRICTIONS CONTAINED HEREIN AND
IN THE HCLC APPROVAL, PROVIDED THAT THE DEVELOPER FULFILLS ALL OF THE
TERMS AND CONDITIONS TO BE SET FORTH IN THE HCLC APPROVAL; SUBJECT TO
THE RECEIPT BY THE CITY MANAGER OF THE HCLC APPROVAL, FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND
MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO
COMPLIANCE WITH ALL APPLICABLE FEDERAL, STATE OF FLORIDA ("STATE"), LOCAL,
AND CITY LAWS, RULES, AND REGULATIONS FOR AFFORDABLE HOUSING PROJECTS
AND ARPA FUNDS AND SUBJECT TO THE DEVELOPER FULFILLING ALL OF THE TERMS
AND CONDITIONS TO BE SET FORTH IN THE HCLC APPROVAL, IN ORDER TO ALLOCATE
THE CITY'S ARPA FUNDING TO THE PROJECT; PROVIDING FOR AN EFFECTIVE DATE.
Said proposed resolution may be inspected by the public at the Office of the City Clerk, 3500 Pan
American Drive, Miami, Florida 33133, Monday through Friday, excluding holidays, between the
hours of 8 a.m. and 5 p.m., or http://miamifl.iqm2.com five days before the date of the Commission
Meeting.
All interested persons are invited to appear at the meeting and may be heard with respect to the
proposed resolution. Should any person desire to appeal any decision of the City Commission
with respect to any matter to be considered at this meeting, that person shall ensure that a
verbatim record of the proceedings is made including all testimony and evidence upon which any
appeal may be based (F.S. 286.0105).
