Purpose of Item:
Resolution authorizing the City Manager to accept a third installment of funding
pursuant to the terms and conditions of the United States Department of Health and
Human Services' Public Health and Social Services Emergency Fund, attached and
incorporated, entitled: "Cares Act Provider Relief Fund" in an amount not to exceed
$101,318.86. Said funds shall be placed in Account No.
80003.184021.431000.0000.00000 under Project 18-180117, Award No. 2654.
Background of Item:
The United States Department of Health and Human Services has awarded relief
funding to providers in support of the national response to the Novel Coronavirus
("COVID-19") pandemic. The bipartisan Cares Act is intended to assist healthcare
providers in preventing, preparing for, and responding to the COVID-19 pandemic.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT A THIRD INSTALLMENT OF
FUNDING PURSUANT TO THE TERMS AND CONDITIONS OF THE UNITED
STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES' PUBLIC HEALTH
AND SOCIAL SERVICES EMERGENCY FUND IN AN AMOUNT NOT TO EXCEED
$101,318.86 INTENDED TO ASSIST HOSPITALS AND OTHER HEALTHCARE
PROVIDERS FIGHTING THE NOVEL CORONAVIRUS ("COVID-19") PANDEMIC
THAT SHALL BE UTILIZED TO PREVENT, PREPARE FOR, AND RESPOND TO THE
COVID-19 PANDEMIC THROUGH REIMBURSEMENT OF HEALTHCARE RELATED
EXPENSES OR LOST REVENUES ATTRIBUTABLE TO THE COVID-19 PANDEMIC;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE
CITY ATTORNEY, FOR THE ACCEPTANCE AND ADMINISTRATION OF SAID
FUNDS AND COMPLIANCE WITH SAID TERMS AND CONDITIONS.
WHEREAS, the United States Department of Health and Human Services ("HHS") has
commenced the delivery of the initial $30 billion in relief funding to providers in support of the
national response to the Novel Coronavirus ("COVID-19") pandemic as part of the distribution of
the $100 billion provider relief fund provided for in the Coronavirus Aid, Relief, and Economic
Security Act ("CARES Act") passed by Congress and signed by President Donald J. Trump; and
WHEREAS, the City of Miami ("City") was initially awarded funding in an amount not to
exceed $156,856.74 through the bipartisan CARES Act intended to assist healthcare providers
in preventing, preparing for, and responding to the COVID-19 pandemic which was accepted by
the City Commission on June 25, 2020 with the adoption of Resolution No. R-20-0175; and
WHEREAS, the City was awarded a second CARES Act installment from HHS in the
amount of $11,447.56 which was accepted on March 22, 2021 for a new total of $168,304.30;
and
WHEREAS, the City has now been awarded a third CARES Act installment from HHS is
in the amount of $101,318.86 for a new total of $269,623.16 which the City desires to accept;
and
WHEREAS, the third installment will be placed into a previously established Special
Revenue Project titled "CARES Act Provider Relief Fund," Account No.
80003.184021.431000.0000.00000 under Project 18-180117, Award No. 2654; and
WHEREAS, funds from the account titled "CARES Act Provider Relief Fund" will be
apportioned and passed through the City's Department of Fire -Rescue for reimbursement of
healthcare related expenses or lost revenues attributable to the COVID-19 pandemic;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized1 to accept additional funding pursuant
to the terms and conditions of the HHS Public Health and Social Services Emergency Fund in
the amount of $101,318.86 for a new total of $269,623.16.
Section 3. The additional resources are appropriated into the previously established
Special Revenue Project as described below:
FUND TITLE: CARES Act Provider Relief Fund
RESOURCES: HHS $101,318.86
APPROPRIATIONS: $101,318.86
Section 4. The City Manager is further authorized' to negotiate and execute any and all
necessary documents, all in forms acceptable to the City Attorney, for the acceptance and
administration of the additional funds and compliance with all terms and conditions.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
2 If the mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from
the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
