WHEREAS, Chapter 54/Article V of the Code of the City of Miami, Florida, as amended ("City Code"), establishes the base building line locations for all public streets within the corporate limits of the City of Miami ("City"); and WHEREAS, Southwest 23rd Avenue in the area from Southwest 17th Alley to Southwest 18th Street has a width of fifty feet (50') and the base building line is located fifty feet (50') from the official centerline as determined and established by the City's Director of the Resilience and Public Works Department ("Director"); and WHEREAS, Southwest 17th Terrace in the area of Southwest 22nd Avenue to Southwest 23rd Avenue has a width of thirty-four feet (34') and the base building line is located twenty-five feet (25') from the official centerline as determined and established by the Director; and WHEREAS, the standard base building line referenced in Section 54-187 of the City Code, titled "Standard Street Widths", is twenty-five feet (25') from the official centerline; and WHEREAS, the above -described area on Southwest 23rd Avenue has a non-standard width which is actively impeding the development of a public purpose housing project for first time single family residential homeowners to be built in the area; and WHEREAS, the property located in this area will be replatted in order to facilitate a public purpose housing project that will consist of two (2) single family homes which will be a part of the City's first-time homeowner's program under the auspices of the City's Housing and Community Development Department; and WHEREAS, the non-standard right of way in the above -described area on Southwest 23rd Avenue will be modified to a standard width right of way; and WHEREAS, the City's Administration has reviewed this proposed amendment and is of the opinion that the right of way proposed by this amendment reveals that a twenty-five foot (25') nonstandard street width of Southwest 23 Avenue, along with the platted street width of Southwest 17 Terrace, will provide for sufficient space between the street fronts of buildings and structures, and will enhance the safety, amenity, and general welfare of the surrounding area by City of Miami File ID: 9454 (Revision:) Printed On: 6/3/2025 encouraging the efficient use and development of the lots, improving the pedestrian experience, and facilitating a housing project that serves a public purpose; and WHEREAS, the City's Police Department, Fire -Rescue Department, and Solid Waste Department have evaluated the effect of the modification of the zoned street width of the roadway on their operations and have no substantial objections; and WHEREAS, it is in the City's best interests for amending the width of Southwest 23rd Avenue at the above -described location and that this Ordinance be adopted; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Chapter 54/Article V of the City Code is amended in the following particulars:1 "CHAPTER 54 STREETS AND SIDEWALKS ARTICLE V. BASE BUILDING LINES Sec. 54-190. Nonstandard street widths.
