A RESOLUTION OF THE M1AM1 CITY COMMISSION, WITH ATTACHMENT(S).
APPROVING AND ADOPTING THE WEST GROVE COMMUNITY
REDEVELOPMENT AGENCY'S ("WEST GROVE CRA") REDEVELOPMENT
PLAN ("PLAN'") PREPARED BY PLUSURBiA, LLC., ATTACHED AND
INCORPORATED AS EXHIBIT "A"; ACKNOWLEDGING THAT THIS PLAN IS IN
CONFORMITY WITH THE CITY OF MIAMI'S ("CITY") COMPREHENSIVE
NEIGHBORHOOD PLAN ("MCNP' ): ACCEPTING THE BOUNDARIES AS SET
FORTH IN THE ATTACHED EXHIBIT A. ATTACHED AND INCORPORATED;
INCORPORATING THE BOUNDARIES IN THE REDEVELOPMENT PLAN; AND
FILING SAID BOUNDARIES, WITH A MAP, WITH THE CITY CLERK;
FURTHER DIRECTING THE CITY MANAGER TO TRANSMIT THE PLAN TO
THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY FOR

LEGISLATIVE ACTION.

WHEREAS, the Florida Legislature enacted the Community Redevelopment Act of 1969
which is presently codified in Chapter 163, Part lll, Sections 163.330 through 163.464, Florida.,
Statutes ("Act"); and -
WHEREAS. on January 11. 2018, the City of Miami (`:City") approved the Finding of r
Necessity Report declaring the West Grove area as outlined in the study to be slum and'
blighted and in need of redevelopment ("West Grove Area') pursuant to Section 163.335 Florida
Statutes; and
WHEREAS, on March 25, 2021, the City through Resolution R-21-0119 created the
West Grove Community Redevelopment Agency ("West Grove CRA') in accordance with
Chapter 163 Florida Statutes: and
WHEREAS; Resolution R-21-0119, also authorized a Community Redevelopment Plan
be created for the West Grove Area: and
WHEREAS, on July 21. 2020, the Miami -Dade County ('County') Board of County
Commissioners ("County Commission"). as governing body pursuant to the Act, adopted
Resolution No. R-709-20 accepting the Finding of Necessity for the West Grove Area, declaring
the West Grove Area as slum or blighted, and delegating the power to create the West Grove
CRA to the City for the purposes of adopting a redevelopment plan to present to the County
Commission for review and approval; and
WHEREAS. on August 10, 2021, the West Grove CRA through Resolution WG-CRA-R-
21-0001 approved and accepted the West Grove Community Redevelopment Plan ("Plan") with
amendments, attached and incorporated as Exhibit 'A", prepared by Plusurbia. LLC. in
cooperation with the City's Planning Department; and

APPROVED AS TO FORM AND CORRECTNESS:
WHEREAS, the West Grove CRA will be responsible for carrying out community
redevelopment activities and projects within the West Grove Area in accordance with the
attached Plan; and
WHEREAS, on September 1, 2021, the Planning, Zoning and Appeals Board ("PZAB")
through Resolution No. PZAB-R-21-031 has reviewed the Plan with amendments and
hereby recommends adoption and approval thereof and determined the Plan to be in conformity
with the Miami Comprehensive Neighborhood Plan ("MCNP" ); and
WHEREAS, the City Commission desires to approve and adopt the Plan and further
request the Plan be transmitted to the County Commission for legislative action;
NOW, THEREFORE, BE IT RESOLVED BY THE MIAMI PLANNING, ZONING AND
APPEALS BOARD:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Plan, attached and incorporated as Exhibit "A", is approved and adopted.
Section 3. The City Manager is directed to transmit the Plan to the Board of County
Commissioners of Miami -Dade County for legislative action.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
