LBRW is casting itself as the champion of the community for 203 which it has made a significant investment in the area. However, its request for a spot zoning change wilt NE 7338 adversely affect the character of the neighborhood as a whole. Specifically, it wilt Lead to more visitors in 86 the area, increased commercial traffic, odor, noise and safety issues. The proposed amendments, i.e., PZ- Stre 7400 20-5997 and PZ-20-5998, would allow for the creation of a new Land use pattern that could be disruptive in et and terms of incompatible encroachment into the surrounding area, Lack of buffers, safety issues, noise, odor 7406 and visual intrusions of Light pollution of peace and privacy. Been here since 1990. We are a residential community and look to remain just that, especially with an elementary school at the end of the block. Hi, My husband and I Live in the house right in front of the area where you are planning to place this park. Because of the fact that we are right in front of Coral Way, this entire street (22nd Terrace) does NOT have any space for residential parking on the street. Every hour of every day this area remains full of cars belonging to employees and people visiting the shops on Coral Way. I have to sometimes park 6 or 7 houses away or more from my home. If a park were to open up here I fear the parking situation will only get worse, if not impossible. Moreover, in addition to the parking we have awful drivers speed through here, even with the roundabout at the end of 22nd Terrace and 24th avenue in place to alleviate reckless driving. With the park, this would only get worse and even dangerous. Please Let us know what the plan for parking and street safety is. I would Love for this to be residential parking only, at Least on 22nd Terrace. We realty need these businesses (and potential parks) to have their own parking. I also fear this area already has enough petty theft activity and unwanted activity because of the nearby bars and restaurants (because of the proximity to Coral Way. A park would give people a place to hangout past the bar or restaurant closings. The only way I would feet safe or comfortable with this park is if it were dosed at sundown with a fence or gate. In all honesty, we'd prefer this area be sold for residential use vs city usage. We don't even know what type of park this wilt be. Miami's Zoning Code (Miami 21) is over 450 pages long, with Language that makes it too dense and complex for ordinary citizens to easily understand. But there is one provision they do understand, and that is Miami 21's stated goal of "preserving neighborhoods." The average person might or might not get the nuances of form -based calculations, building intensity or density provisions or adopted and use principles. But everyone understands when projects are approved that destroy the character of any of Miami's distinct neighborhoods. That is why you'll see residents get so angry and frustrated when new developments that "don't fit at all" are proposed or even start construction in their neighborhoods with little or no notice. The problem is a fundamental one. The code's intent is too vague to serve as a guide for development and developers. What is a "Neighborhood"? It's not adequately defined in our code, and that needs to change. Thankfully, PZ.6 starts the process of doing that. We should strengthen the "Intent" section of Miami 21 to insure that the Zoning Director and staff know, from the very first time a project is proposed, that "preservation of neighborhoods" must be a high priority. This means that every exception, waiver, and deviation from the rules of succession must first answer the question: "Does this proposal help preserve the neighborhood for existing residents, and if it does not, is there sufficient justification for allowing it to proceed?"
