Situation
Continual "Stress" of unbudget
expenses towards cleanups
• 2019-2021 - Over 200 cleanups performed, involving:
Solid Waste, Homeless Outreach, Police, NSCs, DDA,
HEAT
• Negative perception by businesses, visitors and
residents
• Can limit economic growth
• Temporary at best
• Continual movement "scattering" of those that
refuse shelter
• Movement to other areas, such as downtown and
park locations
• Service delivery is dispersed and harder to
coordinate
