DIARIO LAS AMERICAS
DEL VIERNES 10 AL JUEVES 16 DE SEPTIEMBRE DE 2021
Venezuela I DM I 15A 1
En relacion con el com-
promiso de las partes a
tratar de mediar para evi-
tar el sobrecumplimiento
de las sanciones impues-
tas por EEUU, Rodriguez
no es optimista.
"En el tema de sobre-
cumplimiento -explica
el director de Oil for Ve-
nezuela- es poco lo que
un pais afectado puede
hacer para contrarrestar
decisiones de entidades
financieras para redu-
cir costos regulatorios o
reputacionales de cier-
tas transacciones. El es-
fuerzo es positivo, pero
no se deben esperar gran -
des logros".
Rodriguez advierte que
el problema de sobre-
cumplimiento es siste-
mico y afecta decisiones
de bancos sobre muchos
paises sancionados. Se
debe buscar que OFAC
reforme procedimientos
y transparente sus crite-
rion, pero es improbable
que tales reformas surjan
de la solicitud de un pais
afectado".
El acuerdo para
que la proteccion
social del pueblo
venezolano este
liniitado a los
recursos en el
exterior no fue
bien recibido
Seglin Rodriguez tal
vez "la decision mas im-
portante alcanzada se
encuentra no en los
acuerdos divulgados sino
en el comunicado con -
junto, segun el cual se
continuara la discusion
sabre el acceso a los De-
rechos Especiales de Giro
en el Fondo Monetario In-
ternacional".
Por otra parte, que el
acuerdo para la protec-
cion social del pueblo ve-
nezolano este limitado a
los recursos en el exterior
no fue bien recibido.
El economista Ronald
Balza destaca:"Algo que
me preocupa de reducir
Ia discusion sobre eco-
nomia a sanciones y acti-
vos externos es que, una
vez superado el punto, no
se haya acordado nada
sobre administracion de
los recursos publicos,
dentro y fuera del terri-
torio venezolano, util
para resolver problemas
criticos.
Una postura similar ex-
hibe el doctor en ciencias
politicas Juan Manuel
Trak. "Espero que en
la discusion tecnica y,
sobre todo, politica se es-
tablezcan mecanismos
de control y transparen-
cia en el use de los recur-
sos economicos, para lo
cual se tiene que nom-
brar un contralor que
cumpla con el mandato
constitucional".
on Ode p
En relacion con los acuer-
dos el jefe de la delega-
cion opositora Gerardo
Blyde explico: "A veces
habra acuerdos parciales,
a veces no los habra. Son
problemas tan complejos
que a veces necesitaran
consultas con expertos.
Por eso hemos insistido
mucho en abrir mecanis-
mos para que los diferen-
tes sectores de la sociedad
puedan aportar ideas y so-
luciones a los complejos
temas que los venezolanos
vivimos. No puede ser solo
un asunto que nos remita
a quienes estamos en la
mesa directamente".
A pesar de la baja ex-
pectativa que han mos-
trado los analistas, Blyde
resalto la importancia de
los dos acuerdos alcanza-
dos: El primero es muy
importante, llamado para
la proteccion social de los
venezolanos. Ha permitido
crear una Mesa Nacional
de Atencion Social, que de
forma paritaria buscara re-
cursos para salud y alimen-
tacion (...)
Es importante lograr un
espacio que esperamos sea
despolitizado para lograr
estas medidas en mate-
ria humanitaria, y que sea
amplio, que no se utilice
como bandera politica.
Evidentemente se busca
acceso a fondos en materia
humanitaria y haremos
todo lo que este en nues-
tras manos para encontrar
estos fondos."
Por otra parte, sostiene
que se alca nzo "un segundo
acuerdo que nos une trans-
versalmente a todos los
venezolanos, civiles y mi-
litares. A todos los venezo-
lanos nos une la defensa de
nuestro territorio. El Es-
equibo es de los venezola-
nos. El Esequibo es nuestro
y asi lo hemosdefendidoen
un segundo documento.
Ponemos toda la fuerza de
la Plataforma Unitaria, asi
como nuestro reconoci-
miento internacional, para
series fieles a la defensa de
nuestro territorio"
Blyde, pidio a los vene-
zolanos apoyo y pacien-
cia. "Queremos decirles a
los venezolanos, a quienes
nos estan viendo y escu-
chando. Sientanse parte
de este proceso. Necesi-
tamos que participen en
el proceso, que sean us-
tedes quienes defiendan
este proceso, que de todos
es el que cuenta con mayo-
res y mejores herramien-
tas para producir logros.
El apoyo de la Plataforma
Unitaria tambien requiere
del apoyo de la sociedad
civil. Solos no vamos a
poder Iograrlo, necesi-
tamos la integracion de
todos los venezolanos. No
queremos vender falsas
expectativas. Los acuerdos
y decisiones podran it Ile-
gando poco a poco".
Prbximos pasos
La proxima jornada de
discusion quedo pautada
entre el 24 y 27 de septiem-
bre. En esa jornada esta
previsto que las partes co-
miencen a discutir sobre el
"respeto del Estado Cons-
titucional de Derecho".
En particular, se discutira
sabre el sistema de justicia
y el respeto a la institucio-
nalidad establecida en la
Constitucion.
A todos los
venezolanos nos
une la defensa de
nuestro territorio.
El Esequibo es de los
venezolanos
Tambien se continuara
la discusion referida a
proteccion de la economia
nacional y medidas de pro-
teccion social al pueblo ve-
nezolano, incluyendo los
Derechos Especiales de
Giro, dispuestos para tal
fin por el Fondo Moneta-
rio Internacional.
Sabre este ultimo punto
no hay muchas expectati-
vas entre los economistas
venezolanos que advier-
ten que es necesario pri-
mero resolver lo referido
al reconocimiento que
hace el FMI del gobierno
de Venezuela (Madura o
Guaido) para solo uno de
los dos pueda solicitar
