We need every job
We are in favor of pz 12. The clarification of the
importance of neighborhoods and the need to
consider the intent of the code is paramount in
deciding zoning issues.
To: City of Miami Commissioners, I have walked
every single block in District 5 and I can tell you
first hand that the blighted areas that exist in our
city overall is unacceptable and needs to be
addressed. After multiple conversations with our
fellow residents and also after researching and
advocating on this issue over the last 4 months --
the current operations that we have in place by
our city government to address this issue of
illegal dumping is failing our people. After
speaking to code compliance, neighborhood
service centers, Miami Police, civic associations,
etc. I have reviewed that we are not adequately
monitoring the cameras due to the lack of staff
members that we have assigned to do this task.
We are not effectively investigating the crimes of
illegal dumping due to only having one officer
assigned to our environmental crimes detail. We
are not addressing the lack of education that our
residents have in regards to understanding
proper dumping of their waste, and our city has
not executed no type of comprehensive plan to
address this important issue that affects our
residents health and wellness. Here's what I
know... I was able to confirm that our Miami
Police Department has only (1) Officer assigned
to the Environmental Crimes Unit (currently
working on bringing on one more) to tackle this
problem of illegal dumping in our entire city. I

know that we try to utilize resources like our 105
Cameras (Dept. of Solid Waste), Neighborhood
Resource Officers, Neighborhood Service Centers,
to assist with identifying the issues in our city. I
know that a lot of the illegal dumping practices
are related to illegal commercial dumping in
certain areas and residential dumping in others,
etc. So, after reaching out to Chief Acevedo and
talking to his team -- here's what we the
residents of our city are asking for our City of
Miami Government to do... • In order to
adequately investigate/pro-actively address this
issue head on over the next 12 months. We are
asking for our Miami Police Department to
increase the number of Police Officers assigned
to the Environmental Crimes Unit to at least 4
Officers and with Sgt. Williams serving as the
Supervisor solely for the Environmental Crimes
Detail, so this team can be staffed up with at least
a team of five (5) Officers in total. After six
months with the new team in place — you could
convene a SWOT Analysis to determine if staffing
levels need to be adjusted and how impactful has
the team been in reducing this illegal activity in
our city;
We are asking for you all to utilize resources like
our Community Orgs/Non-Profits, Neighborhood
Resource Officers, MPD Citizens on Patrol,
Neighborhood Service Centers, Environmental
Crimes Detail Officers, etc. To execute a No -Illegal
Dumping Educational Blitz in our communities to
educate our residents/commercial entities to
properly dispose of their un-wanted items, and
how they can help us reduce the occurrence of
illegal dumping in our city.;
We are asking for the coordination of a
comprehensive plan that will outline targeted
measurables to reducing this issue in our city, and
that we effectively capture data to identify hot
spot areas, times of occurrences, and re -peat
offenders. We are also asking for a thorough
review to identify needed equipment trucks,
technology upgrade opportunities, and possible
reward money incentives to residents that you
can implement and utilize to assist with reducing
illegal dumping. We are also asking that you all
review the Florida Litter Laws currently on the
books and create stricter measures where
possible to increase fine amounts for
people/companies or property owners who are
identified as being violators & assisting with
illegal dumping in our city; and • We are

asking that you all address staffing levels in our
Solid Waste Department, in regards to increasing
the number of Camera Monitors/Inspectors from
the 5 to 8 that we currently have and increase
that number to at least 20 to 25 Inspectors, so we
can aggressively deal with this issue. Passing this
ordinance today will be a step in the right
direction but the other steps listed above are
highly needed as well, in order to cultivate a
holistic approach to dealing with this problem in

name is John Lewis and I reside with my wife at,
555 NE 34 st. #1702 We have lived in a two -
bedroom, two bath apartment there for just over
five years. During our time at HOTB, we signed a
series of one-year leases beginning at the end of
April of each year. This past year, well in
advance of our lease renewal, the new owners —
Aimco — began offering and encouraging two-
year lease extensions at our current rates. In
pushing their two year lease we were shown
glossy pictures of the renovation plans and
renditions of the new apartment interiors.. We
were told that as units were renovated, we would
move into one of them with the option of moving
back to our original unit went it was available. I
had retired at the end of the last school year, and
after much thought we decided to suck up the
inconvenience of the renovations and sign a two
year lease. On May 16, less than one month after
the new lease kicked in, we received the letter
that we needed to vacate our apartment by July
16. Immediately, I found out that tenants still on
the old Bainbridge lease were entitled to a $3000
construction move out allowance, but the new
Aimco lease had no such provision. Then a week
or so later, after the tenants secured counsel and
got media coverage, I was told by the building
manager that all tenants would be given the
$3,000. Their story seems to change on a daily
basis. After seeing video from the last
commission meeting where the question of giving
the tenants an avenue of return after renovation,
I was not surprise that yesterday an addendum to
the notice to vacate form suddenly appeared
with an attempt to address a process. At present
I feel duped. What company puts 80 or 90 million
dollars up to buy a building without doing

adequate inspections to ensure that the
occupants can stay during the duration of
renovations? Don't they have to specify the
problems that are leading to this decision to
terminate our leases? The real estate market is
crazy right now. Inventory is low and rents are
sky high. Hours after being listed, rental units are
getting offers, sight unseen, of above the asking
rents. Any move will cost us thousands of dollars
in moving costs, new deposits, and rent
differentials over the length of our current leases
at Hamilton. I am asking for your help and
influence to make Aimco come to the table and
negotiate a fair and humane solution to our
problem. Please also pass a motion to pause any
evictions between now and when the Eviction
Restriction on Large Corporate Landlords'
Legislation is decided.
The scooter program in Miami should stay. The
motorized scooter program has facilitated short
distance travel and greatly reduced the need for
vehicular ride sharing which increases traffic
congestion in metropolitan areas like Brickell and
Downtown. Scooters provide an alternate mode
of transportation which is easily accessible and
affordable for all. By continuing the program, the
City Commission: Will create continuity of service
to the thousands of riders who rely on this
proven, efficient, and clean mode of
transportation to get to their desired
destinations; Will gather valuable information
and rider data which will be useful for the
administration to craft a more perfect program as
it heads towards a more permanent status; Will
allow operators to continue to educate riders in
better and safer practices; and Will demonstrate
the City's commitment to providing its residents
and visitors with various modes of transportation
while simultaneously demonstrating its
commitment to the environment.
Please vote for PZ12 This item will help add
clarity to the Intent of honoring and building on
the plusses of the various neighborhoods. It helps
bring into focus the reality that Miami consists of
many neighborhoods, each with its own
characteristics, histories & cultural backgrounds.
Honoring these individual neighborhoods through
respect for their histories and heritage will
strengthen the fabric of our communities and our
City as a whole.
Please save our neighborhoods from big
development. Quit kicking us out of our homes!

As a young professional making a good salary I
am still unable to afford housing. This is very sad
and it is a shame Miami has not protected it's
citizens.
Please keep Fuller Street closed and pedestrian
friendly. This space has been so enjoyable.

pedestrian friendly ! Its an enjoyable space for
the entire community!
Please help our communities by eliminating
hourly hotel rates. These rates support sex
trafficking. With your vote against hourly rates
you are standing up against human trafficking!
Please do not take away this impactful
progressive contribution to our society. It would
be a set back for the new mission for our

My name is Margaret Fronefield and I have been
a Grove resident since 2009. This is a moment of
incredible importance and opportunity. In the
past decade, Grove citizens have dedicated
thousands of hours to fighting to preserve the
Grove. We now have a comprehensive plan to
update and make clear the intent of Miami 21 so
that it can serve Grove residents AND developers.
These are fair changes that stand to preserve
what EVERYONE (residents and developers) love
about the Grove. Instead of continually ripping
away what 1) residents love and 2) developers
love to capitalize on ... let's sit down and protect
it. It will make the jobs of many in the city and in
our community easier as they go to build, rebuild
or preserve their residences in the Grove. This is
what we have all been waiting for. It's been
developed by someone who is both a resident
and a developer --the best of both worlds.
PLEASE, Commissioners, take this moment to do
the right thing. So many times the code has
been violated, and therefore the integrity of the
neighborhood has been violated. This rewrite is
fair and it is right. At the core of our city are its
neighborhoods. Miami 21 has failed in court to
protect our neighborhoods due to vague and
non-specific language. These revisions are sorely
needed to strengthen protections meant to be
provided by but are currently absent from Miami

21. Fine-tuning the definition of "Neighborhoods"
and directing attention to NCDs and Designated
Historic Districts are necessary additions. The
"Intent" section must also be reworded to use
language specific to examine context, natural
features, infrastructure, appropriate
development, conservation, and character in
protecting neighborhoods from commercial
development. Finally, providing direction to the
Zoning Administrator is essential. Providing clear,
concise, and unambiguous language when
interpretations and decisions are made must
direct attention to the sections regarding
Neighborhoods and Intent. Our neighborhoods
are precious. Our city must protect them, or they
will be gone forever. Please support these
changes to the Miami 21 so that it can do what it
was designed to do: Represent "Miami of the
21st Century".
My name is Bill Chambers and have lived at
Hamilton on the Bay since 1985. We were offered
a 17-month lease while they renovated the
building, but they slipped in a construction
cancellation clause allowing them to evict us with
only 2 months notice. So I implore you, honorable
commissioners, to pass a motion to invoke
Emergency Powers that pause my evictions
between now and when the "Eviction Restrictions
on Large Corporate Landlords" legislation is
decided. Thank you.
Love is in the air
It is key that the character of Coconut Grove be
maintained, as the Miami 21 Zoning Code
(although brilliant in many ways) has loopholes in
such that developers are able to exploit nuances
in the code that don't properly allow for the
preservation of neighborhood character. In
particular - I am supportive of code language that
allows for the preservation of the Grove's unique
landscape.
It is despicable what AIMCO is doing to the
residents of Hamilton on the Bay. These leases
were deceptive and slumlords like this are ruining
our communities. They are turning the elderly,
veterans, teachers, children out into the street
with minimal notice all so they can jack up rent.

developers who have no connection to our
neighborhood kill the beauty and character of
where we live.
I have lived at Hamilton on the Bay for 12 years.
Last November, for the first time ever, I was
offered a lease renewal of up to two years. I was
so happy to have this security in my life, at such
an insecure time. Imagine my shock when I was
notified that Aimco would be terminating all
tenant leases and given two months to move out.
They assured me all terms would stay the same,
but when I received my lease renewal in
November 2020 and questioned the added
termination clause, I was assured it would not be
an issue. Why make the offers when they knew it
would come to this? They stated back in their
October end of quarter results that they planned
$50 million dollars of renovations at the
Hamilton. I think they had a clue. As a result of
their deceit, I am now in an impossible situation,
and in the best case scenario, the next 12 months
will cost me an estimated $25,000 more than I
expected under the assurances of the lease term I
was offered. After speaking with Congresswoman
Wilson, Aimco represented to us that they were
seeking assistance for residents from the city. It is
unacceptable for a company with over $lbillion in
assets to expect to drain our cities coffers only to
fill their own. Adding insult to injury, Aimco has
become more aggressive in their construction, in
a manner that feels retaliatory. The noise levels
are unbearable, making it impossible to work or
live. They have announced they are closing down
the pool, just as 4th of July is approaching. They
are locking us out of balconies tomorrow,
essentially leaving only one possible exit from our
units, the front door by the kitchen. This while
they are issued violations by the Fire Inspector
because the fire alarm panels don't work. Please
commissioners, PASS a Motion to invoke
Emergency Powers that Pause ANY Evictions
between now and when the 'Eviction Restrictions
on Large Corporate Landlords' Legislation is
decided.

31 years b/c It is a community of neighbors who
care about and support each other. I expected my
time at the Hamilton would end following
completion of renovations and an expected
substantial increase in rent. According to my

I have been a resident of Hamilton on the Bay fir
the past 12 years, it was my home. I was so happy
here even in spite of the construction,
renovations and noise that I signed a new
extended lease, only to find out that I along with
all the other residents were give 60 days to move
out. As you all are aware the housing market in
Miami has exploded. I was a crisis counselor with
M-DCPS for over 31 years and live on a fixed
income. I'm 66 years old and have a disability. To
say that finding a comparable apartment within
my budget and is SAFE has been a nightmare.
AIMCO/AIR Communities has lied to us and made
living here unbearable, especially as they relate
to the mass evictions they are conducting at
Hamilton on the Bay. In addition to being in
violation of current valid lease agreements, it is
an egregious example of deceptive trade
practices. Please consider what my fellow
residents have presented to you today and please
provide any and all assistance you can in this

Awareness & Prevention Committee of the
Woman's Club of Coconut Grove, and a member
of the South Florida Human Trafficking a task
Force. As a representative of WCCG, we support
the ordinance to prevent hotels/motels from
charging hourly rates. This would greatly help
reduce sex and drug trafficking in Miami. Please

I am a resident of HamiltonOnBay for the past six
years paying rent on time and paying taxes! I am
an independent consultant who started my
business believing that I would not have to be
concerned about my housing! It will cost me
$29,425 more a year for the same square footage
of a department! This is the worst time to throw
us out in the street with no inventory on

Honorable Commissioners, Mayor, City Manager
and Staff, Our laws and regulations give
developers the rights and impetus to bring our
City into the future with new projects and
amenities; new places to live, work and enjoy.
They also protect the characer and qualities of
the neighborhods that draw developers to create
their new projects. This vital mix of new ideas and
pre-existing character continues bring Miami to
national and international attention. We rely on
Miami's Zoning Code to provide for responsible
development that balances the rights of
developers with the rights of residents; to
balance the benefits of the new with the benefits
that the existing character and qualities of our
neighbornhoods provide. Miami 21, the
backbone of Miami's Zoning Code, addresses this
balance. Miami 21 is the Code upon which
developers and residents alike rely on for clarity
as to what is permitted and what is allowed for
new development. Following Miami 21 protects
both developers and residents, and helps prevent
lawsuits and problems the City continues to
experience due to over -ambitious and non-
compliant developments that do not follow the
letter and intent of the Code. This item PZ. 12
9001 provides for changes to the language of the
Intent section of the Miami 21 Zoning Code so
that the intent of the Code is clearly and properly
stated instead of the current language which is
vague and has less detail. This vitally important
language will be a great benefit for our
community and will provide encouragement for
all members of our community to participate in
decisions which affect us and our neighbors. This
new language will give City staff clarity in how to
address issues that at times have been side-
stepped. I strongly support this item PZ. 12 9001
and urge you to vote in favor of it. Thank you for

Hi, this is right outside of my apartment. These
scooters get me everywhere from the Miami
Beach, to film shops. The store a quick ride to the
park or nearby areas. Yes there are many
concerns just like there is with everything. So
keeping Miami and Florida a more lawful place
will set the tone and mode for who can use the
scooters. Please do not take away lot only are
they quick, reliable and honest but also
enjoyable.

Hi my name is Liset Iturriaga and I live at 555 NE
34th street apt 1205 and I am here to speak

Investment I would like to bring the attention of
the commissioners to the Hamilton's Residents
situation since it is setting and awful precedent
on how the voters and residents of this city are
being treated. We ( my husband and I) are
privileged in the sense that we are young, healthy
and as of today we have an stable and good
income source and yet we face struggles to find a
place in such short notice so I can only imagine
how hard must be for those of my neighbors that
are dealing with health issues or other more
challenging circumstances. We have live in the
building for more than 7 years and always pay our
rent on time We have not received any help
whatsoever from AIMCO despite what they are
saying . I also believe is unfair that city funds
payed with our taxes should be use to help the
residents when theses mega developers have
probably more budget on hand and they are the
one benefiting from this whole situation. Also we
were given a deadline of July 15 but in the past
weeks they have increased the intensity of the
construction making it impossible to be on the
unit without losing our mind over the noise
pollution. I have a newborn and it's taking a toll
on her health so we are being force to go to
friends and my husband work has been affected
as well since he works from home. This look like
retaliation against just for asking help with the

Hello I'm writing for you to please keep Wheels in
Miami. I have to other way to get to work and
school if you take Wheels away since there is no
bus route that will take me to my job and the bus
that goes by my work requires a 30 min
additional walk that I physically can't do. Please

Commissioners, In an attempt to capture
feedback from my neighbors regarding what we
will like to see reflected in our next Budget.
During the last 30 Days, I conducted a Community
Budget Canvass Listening Tour in our

day notice of eviction I received on May 17th
from Hamilton on the Bay owner AIMCO after
signing a two year lease set to expire March 2023.
Shocking to say the least... I immediately begin
searching for another place to live and soon
discovered the housing market, particularly the
rental market in Miami is at a all time high, I have
personally lost 10 opportunities due to properties
being on the market for hours and get snatched
by bidders offering over asking price. To be asked
to leave within 60 days with zero compensation,
or in some of the residents cases minimal
compensation vs what's actually required to
move is wrong. Who has $20,000 plus sitting in
the bank for this type of unexpected expense and

Dear Honorable Commissioners: My apology
for not being there in person. As many of you
know, the Silver Bluff Homeowner's Association
always tries to meet and work with the
developers seeking up -zoning in the Silver Bluff
area. While developers are willing to also work
with us, certain determinations are left to our
elected official, e.g. protecting single
family/duplex residential areas. Commuter traffic
is one of the biggest problems affecting our area,
and not just for those that live within the 500 ft.
radius of this proposed up -zoning. After years of
community input for our Miami 21 zoning code, it
seems that there are constantly request to
amend the zoning code by up -zoning commercial
properties abutting single family/duplex
properties. Please work more with us towards
keeping the zoning code "as is" until the County
provides better transportation for all. Until then,
please stop the constant cut -through traffic
created by these high-rises by requesting
developers to pay to protect the neighborhoods
with chicanes or full closures. These
condominiums should not be using residential
streets but the main corridors. Why is there
development bonuses in residential corridors?
This only burdens the single family/duplex
neighborhoods with the higher density and
intensity of this project. Please support our
position (see Resolution submitted) that will
encourage commuters to use the "transit system"

Coconut Grove is a unique place with vibrant
neighborhoods. I am an artist who has lived here
for 55 years and I live in a 1924 house that has
fabulous aesthetics. Miami 21 has failed in court
to protect our neighborhoods due to vague and
non-specific language I have a developer building

Being able to used to motorized scooters has

more convenient than metromover, they are
easily available and there is no need to wait and
stop where I don't need to. This is something that
my friends from Doral enjoy while visiting and
they wished was available where they live. Visitor
from out of town are also marveled at how easy it
is to get around with the use of the scooters. I do
believe the apps need to limit riding to adult
people and further enforce parking zones so that
riders don't create a problem for handicapped
people or strollers for example.

As a resident of Hamilton on the Bay, it is without
any hesitation that I can state AIMCO has played
hardball with any request for assistance.
Specifically, they said that they would not discuss
any assistance until I provided a move out date.
They are more than willing to spend millions on
purchasing and renovating properties, yet not
willing to provide meaningful assistance to move
somewhere nor compensation for the significant
increase in rental costs bought on us
unexpectedly. I understand it's a business, but we
should receive proper compensation for all the
additional expenses and inconvenience they are
causing. Additionally, people who had a lease
contract from the previous management
company without the 60 day clause in question
were encouraged to break their lease in
December and sign a new extended lease with a
favorable rent amount BUT with the 60 day
clause. Clearly they wanted to have everyone sign
their new lease contract so they could evict us
whenever they wanted to. Please see the specific
petition of requests that was signed by all the
tenants and submitted to AIMCO, Air
Communities.
As a member of the Human Trafficking
Committee in the Womens Club of Coconut
Grove, I have witnessed stories of real victims in
Miami. As a business owner in a transient
international place, I have witnessed real young
women who are being trafficked into our
communities from other countries as well as
inside our own cities. These girls are intimidated,
bullied, tricked into prostitution, ruining their
lives and livelihoods forever. Allowing these
hotels and motels to facilitate hourly rates invites
a different level of patron and most are pimps
and human traffickers. There is no reason to have
an hourly rate. This is such an important issues
that has been swept under the rug for a very long
time. All lives are a life worth living, and sex
trafficking victims need to have the resources

Allowing hourly rates in Hotels is just another
vehicle that allows for this crime to be committed
against young girls over and over and over again.
Lets help give them a chance for it to remain
illegal and pump money and Legislation into
protecting these lives.
AIMCO needs to stop the rush to evict hundreds
of tenants at Hamilton on the Bay. Former
tenants who signed the petition and still current
tenants need bigger and realistic financial
assistance to cover moving costs and other
expenses AIMCO without any social responsibility
pushed onto the tenants, no matter their
conditions. Still residing at Hamilton tenants need
much more time to vacate the building to locate a
comparable apartment. AIMCO needs to stop
behaving like a slumlord and take seriously their
statement of "socially responsible" housing
provider. They have openly lied about meeting
with tenants as a group - it has never happened -
and must be considerate throughout the process
of moving people out. Conditions of living at the
building are unsustainable because AIMCO wants
so. People who had the luck to leave the building
have incurred in huge expenses to achieve so,
and they need some sort of better compensation
from AIMCO. Leaving doesn't mean bring concern
free, and instead, debt full.
As a resident of Silver Bluff, I am opposed to the
change of zoning classification from T5-O to T6-8-
0 for the properties located at 2200 and 2222 SW
27th Avenue. This up -zoning will create more
density in our community and therefore also
more commuter traffic density and intensity
going through our neighborhood streets than we
already have, which is out of control. I am in
total agreement with the Silver Bluff
Homeowners Association Resolution request that
the City of Miami Commission deny PZ4 (8997).
Please protect our neighborhood, our safety and
our livelihood. Thank you.
