Calculating an Occupant Load Calculating an occupant Toad of a space consists of acquiring either the net or gross area of the space and dividing it by the occupant load factor listed below in Table 7.3.1.2 assigned to the use. If a space has multiple uses (i.e. kitchen and dining area), then each area shall be calculated using the appropriate occupant load factor assigned to that use in determining the occupant Toad. Occupant Load Certificate An Occupant Load Certificate is required in every room constituting an assembly occupancy and not having fixed seats. This is to assist in avoiding overcrowding. • The sign shall be posted in a conspicuous location near the main exit from the room. • An assembly occupancy is an occupancy used for a gathering of 50 or more persons for deliberation, worship, entertainment, eating, drinking, amusement, awaiting transportation, or similar uses. Establishments that exceed their occupancy load put the public in danger and can lead to delays or the inability of occupants to exit an establishment during an emergency. Crowd managers are required in assembly occupancies and must possess a current training certificate from an approved provider, which has been issued in the last two years. Submitted into the public record for item(s) DI 4 on 7'/22/Lo21, City Clerk 7/20/21 Process of Acquiring an Occupant Load Certificate Instructions regarding acquiring an Occupant Load Certificate are available on the City of Miami website. Customers will find these instructions by either entering key words, such as "occupant load" into the search bar or can also find this information when acquiring step-by-step instructions when seeking to apply for a certificate of use. The customer will be asked to submit basic information, such as business name, address, CU number, and contact information. Additional directions are included on the site pertaining to how to submit plans electronically and how to access ePlan. Once the plans are uploaded, the Fire Marshal's Office reviews the plans and visits the establishment to verify the plans are accurate. The Fire Marshal's Office then provides a signed Occupant Load Certificate communicating the maximum occupant load for the space, which the customer can download along with the approved plans on ProjectDox, Electronic Plans Review The Fire Prevention Bureau has migrated to issuing occupant Toad certificates using the same electronic plans review platform that is used in the City of Miami permitting process. This was implemented to be consistent with other city departments, allow for easy retrieval of past occupant load certificates and plans, and to provide an improved means for customers to submit plans at any time. • In the past, floor plans and drawings utilized in determining occupant loads were stored as hard copies, which consumed space and were difficult to locate. • Customers are provided with detailed instructions regarding the process in acquiring an occupant load certificate. These instructions are also located on the City of Miami website and. also accessible via search function. An example of the instructions presented on the City of Miami website are included at the end of this document. Current Actions to Assure Compliance with Occupant Loads and Occupant Load Certificates • A public service announcement is in the process of being developed, which communicates the requirement of an occupant load certificate, the importance of assuring maximum occupant loads are not exceeded, and instructions regarding how to acquire a new or revised occupant load certificate. • The Fire Prevention Bureau has been compiling past hard copy occupant load certificates along with all occupant Toads submitted via electronic plans review. Additionally, fire inspectors are visiting assembly occupancies to verify that occupant load certificates are posted, as well as taking photos of them for our records. The goal is to have all maximum occupant loads that are communicated on occupant load certificates easily accessible. Occupant loads are required for all interior assembly areas and enclosed exterior assembly areas. NOTE If you have been operating without an Occupancy Load Certificate, you will receive a violation and need to complete this process. Once you complete this process, your violation will be removed.
