SUBJECT: 2-Way Traffic SW 3rd Avenue
After reviewing the proposal of converting SW 3rd Avenue, between SW 7t1' and SW 6th Street, from a one-way
thoroughfare into a two-way thoroughfare, Fire does not object as long as the following conditions are met.
1. Removal of the existing rental bike stand with no street parking on SW 3'd Avenue.
2. Provide a turn radius study indicating an aerial apparatus's ability to safely and effectively maneuver
from SW 7'h Street onto SW 3rd Avenue, as well as aerial apparatus's ability to maneuver from SW 3rd
Avenue (travelling northbound) onto SW 6d' Street in a westbound direction. In other words, to include a
right-hand turn from westbound SW 7th Street onto 3rd Avenue and a left-hand turn from SW 3'd Avenue
onto SW 6th' Street.

This Memo is written to address the proposal of converting SW 3rd Avenue, between SW 7th
and SW 6t" Street, from a one-way thoroughfare into a two-way thoroughfare.
Today, Aerial 4 (A4) initiated a routine movement from the station to the segment of street in
question. Driving A4 westbound on SW 7th Street, A4 was able to make right-hand, or
northbound, turn onto SW 3'd Avenue and had the following feedback of that maneuver:
• It is a tight turn that A4 was able to accomplish, avoiding the bike stand found in that
street segment.
• A4 did encroach onto the western half of that street segment in order to accomplish the
turn.
• The rental bike stand would have to be relocated.
• Street -side parking would hinder the apparatus' movement.
• Making SW 3 Ave wider at that segment would considerably assist A4 in this particular
maneuver.
• The turn lane for A4 would have to be wider than the street lane for southbound travel
in that segment.
Based on Station 4's feedback, this Office does not object to this proposal of creating two-way
traffic on the segment of SW 3rd Avenue, between SW 7th and SW 6th Street as long as the
following conditions are met:
1. Removal of the existing rental bike stand with no street parking in the aforementioned
segment of SW 3rd Avenue.
2. Provide a turn -radius study indicating an Aerial apparatus' ability to safely and
effectively maneuver from SW 7th Street onto SW 3rd Avenue, as well as an Aerial's
ability to move from SW 3rd Avenue (travelling northbound) onto SW 6'h Street in a
westbound direction. In other words, to include right-hand turn from westbound SW 7th
Street onto 3rd Avenue and a left-hand turn from SW 3rd Avenue onto SW 6t" Street.

1 received a proposal from the Bercow Radell Fernandez Larkin and Tapanes law firm who
represents the development project in Miami known as the Miami River Special Area Plan (Miami
River SAP or Project). The Project approval was based in part on a traffic study which proposed the
conversion of a segment of SW 3rd Avenue between SW 6th Street and SW 7th Street from a one-
way street that allows only northbound traffic to a two-way street that would permit traffic north and
south bound.
A review was conducted reference to the proposed conversion and this change will not affect police
actives in the area or generate any police concerns. If you have any question or concerns, please
don't hesitate to contact me,

Good morning, Commander Ellington.
It is a pleasure to make your virtual acquaintance_ i am a Partner at the law firm of Bercow Radell
Fernandez Larkin and Tapanes and we represent the development project in Miami known as the
Miami River Special Area Plan (Miami River SAP or Project), which incorporates several parcels located
right next to Jose Marti Park .
The Project approval was based in part on a traffic study which proposed the conversion of a segment
of SW 3rd Avenue between SW 6th Street and SW 7th Street (SW 3rd Segment) from a one-way street
that allows only northbound traffic to a two-way street that would permit traffic north and south
bound. The conversion of this SW 3rd Segment was included in the Projects approved conceptual
plan, as well as in the Development Agreement as one of the required traffic infrastructure
improvements identified as a community benefit.
To accomplish that road change, Commissioner Joe Carollo is sponsoring the attached, proposed
resolution, City staff has requested the concurrence of the Miami Police and Fire Departments as well
as Miami -Dade County Public Schools.
I am hoping that you can help me, or perhaps direct me to the person that can help me, obtain the
concurrence or consent from City of Miami Police that the City's Public Works Department is

A RESOLUTION OF THE CITY OF MIAMI COMMISSION
DESIGNATING A CERTAIN PORTION OF SOUTHWEST 3RD AVENUE
AS A "TWO-WAY" ROAD BETWEEN ITS INTERSECTIONS WITH
SOUTHWEST 7TH AND SOUTHWEST 6TH STREETS; PROVIDING
FOR IMPLEMENTATION; AND PROVIDING FOR EFFECTIVE DATE
WHEREAS, on October 22, 2015, pursuant to Legislative File Identification
Number 15-00624da, the City Commission approved the "Miami River SAP," a mixed -use
development bound on the North by the Miami River, on the South by SW 7 Street, on
the East by SW 2nd Avenue, and on the West by SW 3rd Avenue (the "Project"); and
WHEREAS, the Commission approval authorized the City Manager to execute a
development agreement to memorialize the terms of the Project (the "Development
Agreement") as required by the Miami 21 Code. The Development Agreement recorded
at Official Record Book 29976, Pages 189-228, of the Public Records of Miami -Dade
County, Florida, was executed and entered into by the City and the appropriate parties
on February 24, 2016; and
WHEREAS, the Commission approval was based, in part, on a Project traffic
study, conducted by Kimiey-Horn, dated August 2014, which proposed the conversion of
a segment of SW 3rd Avenue between SW 6th Street and SW 7th Street ("SW art'
Segment") from a one-way street that allows only northbound traffic to a two-way street
that would permit traffic north and south bound. The conversion of this SW 3rd Segment
was included in the Project's approved conceptual plan, as well as in the Development
Agreement as one of the required traffic infrastructure improvements identified as a
community benefit; and
WHEREAS, in furtherance of Project requirements, the City Commission desires
to designate the SW 3rd Segment as a two-way street, subject to implementation by the
Project developer, as duly permitted by the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The foregoing recitals and findings contained in the
Preamble of this Resolution are confirmed, adopted, and incorporated herein and made
a part hereof by this reference.
Section 2. Designation. That certain segment of Southwest 3rd Avenue
located between its intersections with Southwest 7th and Southwest 6th Streets is hereby
designated as a "two-way" street, permitting traffic to flow in northerly and southerly
directions, starting at the intersection of Southwest 3rd Avenue and Southwest 7th Street
and ending at the intersection of Southwest 3rd Avenue and Southwest 6th Street, It is
recognized that to accomplish the conversion of the SW 3rd Segment, the Project
developer shall design, permit, and construct, or cause to be designed, permitted, and
construct, road and other streetscape improvements, in accordance with Project
approvals and City requirements.
Section 3. Implementation. The City Manager is hereby authorized to take
such further action as may be necessary to implement the purpose and provisions of
this Resolution.
Section 4, Effective Date. This Resolution shall be effective immediately upon
adoption and signature of the Mayor. {1}
