Remarks re PH-1 Please vote NO on this item. The attempt
to circumvent procedures required for changes to the traffic
flow in the so called cause of "traffic calming" runs counter to
government that is fair and open to public scrutiny. The
residents of neighborhoods have a right to voice their
opinions and wishes in regard to what impediments are
constructed on their street and adjacent to their property.
After conducting three rounds of balloting, the City did not
receive a sufficient response from the homeowners for a
concurrence, therefore delaying the mandated completion ....
So in essence residents do not consider this a sufficient
problem in need of a solution. The residents have spoken, the
cut through traffic and speeding are either not a sufficient
problem for them to complete and return their ballot or they
do not believe that the "proposed or so called remedy" will
solve the problem. The call to "WAIVE THE REQUIRED
RESIDENT CONCURRENCE AND EXEMPT THE BALLOTING
PROCESS IN ORDER TO EXPEDITIOUSLY PROCEED WITH THE
DESIGN AND CONSTRUCTION OF TWO (2) RAISED
INTERSECTIONS AND A GENERIC DEVICE THAT WILL SERVE AS
TRAFFIC CALMING DEVICES AT THE INTERSECTION OF
SOUTHWEST 32ND AVENUE AND SOUTHWEST 5TH STREET" is
indicative of the commission's lack of respect for the rights of
their constituents and their input on issues which directly
affect them and their property values. The resolution claims
to be designed to expeditiously allow construction of what
many may consider something other than desirable, or
calming. If passed it would send the message that city
commissioners wish to supplant the democratic process as
they know better than the resident homeowners who will be
affected not only temporarily by the construction but also
permanently by what would be constructed, for better or
worse. Please vote NO to excluding resident
homeowners' input.

The procedure counted only ballots returned, thus
representing residents authentic decisions. So in essence the
residents have spoken (3 times) and now the commission is
considering taking matters into their own hands and
approving the project anyway. The residents do not consider
this a sufficient problem in need of a solution. The residents
have spoken the cut through traffic and speeding are not a

Mayor Suarez and City of Miami Commissioners, Since
counties and cities all across Florida are expected to receive
about $7 Billion from the American Rescue Plan... I would like
to implore our City of Miami Government ensures that our
people's priorities -such as quality education, affordable
housing, access to health care and creation of good jobs --
including union jobs that pay a living wage are reflected in our
FY20-21 and FY21-22 budgets. I also would like to ask each
of you to ensure that the ARP funds are directed to those
most affected by the pandemic and its economic
consequences. I need you all to think about how you will
ensure that ARP funds advance anti -racist, equitable policies;
I am asking you all to ensure that ARP funds serve as a
building block for sustained community investment; and I
am asking you to ensure that the ARP funds help our essential

I have lived at 1000 Venetian Way Apt 603 for 33 years. The
bottom line on my testimony today is the current
management of Jungle Island is a community nuisance and
does not deserve any consideration from the City of Miami to
amend their payment schedule without a contract in writing

to terminate any sound producing event on the beach
opposite 1000 Venetian Way and to terminate any sound
producing event outside of its ballroom or carefully
monitored bowls. As history, please know Comm Winton
would have required the facility to install a sound system
which would automatically turn off any sound which would
travel beyond its property. The facility's owner promised to
never disturb our quality of life with sound or light and Comm
Winton believed them and relented. The current ownership
cannot be trusted to abide by that promise as shown by their
consistent broken promises to control their events so as not
to disturb us . In my apartment with all openings closed at 10
pm, the pounding drums sound like they are in my room.
Good morning Mayor Suarez and City of Miami
Commissioners, I would like to reiterate the feedback that I
received during my Community Budget Listening Tour
regarding priorities that our Residents told me they would like
to see funded in the FY21-22 City of Miami Budget. Here's
the feedback that I received from my fellow residents in
District 5. • Allocate funding for construction projects that
preserve, develop, and rehab affordable housing rentals and
homeownership opportunities using City of Miami -owned
land. • Fire Nan McKay and Associates which is the current
contractor for the City of Miami Emergency Rental Assistance
Program — due to their lack of responsiveness and payment
assistance execution. Then Identify another provider that will
do the work right and increase funding for Rental Assistance
to assist tenants with paying their rent and utility obligations.
• Allocate funds to relocate the Model City Neighborhood
Service Center from the lobby of the police station to a more
accessible location like a city funded mixed -used
development apartment building. • Mandate a percentage of
the Miami Police Budget is allocated to create a "Miami
Response Team" made up of licensed clinicians and social
workers, who will be dispatched to deescalate/provide
services to nonviolent and mental health crises calls. •
Increase funding for the Senior Rental Assistance Program. •
Allocate funds to create an "Illegal Dumping Tips Financial
Reward" for residents who provide information that lead to
the successful identification/prosecution of illegal dumpers in
the City of Miami. • Re -allocate a percentage of the Miami
Police Budget to cover the salaries of Four (4) Officers and a
One (1) unit Supervisor to comprise the Environmental Crimes
Detail. • Allocate monies to create a Tree Trimming Fund to
assist Residents with low-income residents to cover the cost
of trimming Trees which reside on City of Miami property but
with branches that carryover into homeowners' properties. •
Increase funding to improve street drainage issues located
throughout multiple neighborhoods in District 5, in order to
improve and reduce the number of streets impacted by
serious flooding. • Increase funding to improve poor lighting
conditions on multiple roadways in District 5, by investing in
installing solar -panel light post options and Light Emitting
Diode (LED) street lighting. • Increase funding to rectify
unsafe, unsecure, and abandoned structures in District 5 and
allocate funds to implement a block -by -block Beautification
Program to increase the quality of life for our residents. •
Allocate funds to implement recycling services for HUD Public
Housing apartment residents located in the City of Miami. •
Increase funding for City of Miami Summer Jobs Connect
program to invest in and to employ more of our youth during
