THE FEDERAL GOVERNMENT AND CREATING A SPECIAL REVENUE FUND FOR
THE AMERICAN RESCUE PLAN FUNDS ("FUNDS") TO BE ALLOCATED AT A
FUTURE CITY COMMISSION MEETING, SUBJECT TO ALL FEDERAL, STATE, AND

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING SIXTY-EIGHT
MILLION EIGHT HUNDRED NINETEEN THOUSAND SEVEN HUNDRED EIGHT
DOLLARS AND FIFTY CENTS ($68,819,708.50) FROM THE FEDERAL
GOVERNMENT AND CREATING A SPECIAL REVENUE FUND FOR THE AMERICAN
RESCUE PLAN FUNDS ("FUNDS") TO BE ALLOCATED AT A FUTURE CITY
COMMISSION MEETING, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS
THAT REGULATE SUCH FUNDS FOR SAID PURPOSE.
WHEREAS, on March 11, 2021, President Joseph R. Biden signed the American
Rescue Plan, H.R. 1319 ("American Rescue Plan"), into law; and
WHEREAS, the American Rescue Plan is a historic emergency financial relief and
investment package that addresses the unprecedented public health and economic crisis
of the novel coronavirus pandemic; and
WHEREAS, on June 7, 2021, the United States Department of the Treasury
("Treasury") allocated to the City of Miami ("City") the first of two (2) expected allocations
in the amount of $68,819,708.50 ("Funds") pursuant to the American Rescue Plan; and
WHEREAS, the City expects to receive a second allocation of funds from the
Treasury next year at approximately the same time of year and in approximately the same
dollar amount; and
WHEREAS, the City's Administration recommends the acceptance of the Funds
which are to be allocated at a future City Commission meeting;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of the Funds from the Federal Government and the
creation of a special revenue fund for said Funds, which are to be allocated at a future City
Commission meeting, subject to all federal, state, and local laws that regulate such Funds,
is authorized.'
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
Section 3. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
