Fuller Street from Gran Ave to Main Hwy

As directed by the City Commission via Resolution: R-21-0176, the City Manager must take all steps necessary
to make the temporary COVID-19 Outdoor Dining Program a permanent program. As part of the implementation
of this directive, it is the intent to extend the temporary restriction to vehicular traffic currently in place in Fuller
Street from Grand Avenue to Main Highway. This restriction to vehicular traffic is being achieved through
temporary, removable Maintenance of Traffic devices approved by the Florida Department of Transportation
(FDOT) and the Federal Highway Administration's Manual of Uniform Traffic Control Devices (MUTCD),
which provide accessibility to emergency vehicles if required.
As required by City Code Section 54-16(h), the Resilience and Public Works Department is hereby requesting
your written comments and recommendations via redline memo regarding the proposed request for vehicular
restriction of Fuller Street from Grand Avenue to Main Highway.

A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO TAKE ANY AND ALL STEPS NECESSARY TO MAKE THE
TEMPORARY OUTDOOR DINING PROGRAM ESTABLISHED PURSUANT TO
RESOLUTION NO. R-20-0156 ADOPTED ON MAY 14, 2020 AND EXTENDED
BY RESOLUTION NO. R-20-0231 ADOPTED ON JULY 23, 2020 A
PERMANENT PROGRAM.

WHEREAS, on May 14, 2020, the City Commission adopted Resolution No. R-20-0156
authorizing the City Manager to identify feasible portions of City of Miami ("City") rights -of -way
that may be repurposed for pedestrian and sidewalk cafe usage ("Outdoor Dining Program")
and to take any and all steps necessary to effectuate such repurposing until August 20, 2020 in
order to assist businesses negatively affected by the Novel Coronavirus ("COVID-19")
pandemic; and
WHEREAS, on July 23, 2020, the City Commission adopted Resolution No. R-20-0231,
which extended the Outdoor Dining Program to further assist struggling businesses; and
WHEREAS, the Outdoor Dining Program has been a successful and popular program
that has enhanced the commercial experience for City residents and visitors, as well as help
businesses in the City while keeping everyone safe; and
WHEREAS, the City Commission desires to make the Outdoor Dining Program a
permanent program available to all businesses throughout the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the Preamble to this Resolution are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is directed to take any and all steps necessary to make the
Outdoor Dining Program created by Resolution No. R-20-0156 adopted on May 14, 2020 a
permanent program offered to all businesses throughout the City.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature by the Mayor.'
1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
