A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A LOCAL AGENCY
PROGRAM ("LAP") SUPPLEMENTAL AGREEMENT, IN SUBSTANTIALLY THE
ATTACHED FORM, TO THE ORIGINAL LAP AGREEMENT EXECUTED
PURSUANT TO RESOLUTION NO. R-13-0055 ADOPTED ON FEBRUARY 14,
2013 THAT AUTHORIZED THE CITY MANAGER TO ACCEPT FEDERAL
GOVERNMENT FUNDS FROM THE FLORIDA DEPARTMENT OF
TRANSPORTATION AS THE PASS -THOUGH AGENCY IN AN AMOUNT NOT
TO EXCEED ONE HUNDRED EIGHTY-FIVE THOUSAND ONE HUNDRED
EIGHTY DOLLARS ($185,180.00) TO BE APPROPRIATED BY A SEPARATE
RESOLUTION FOR THE SAFE ROUTES TO SCHOOL INFRASTRUCTURE:
FREDERICK DOUGLAS AND PAUL LAWRENCE PROJECT, OFFICE OF
CAPITAL IMPROVEMENTS PROJECT NO. 40-B30624.
WHEREAS, the City of Miami ("City") applied for and was awarded a federal grant in the
amount of One Hundred Eighty -Five Thousand One Hundred Eighty Dollars ($185,180.00) from
the Florida Department of Transportation ("FDOT") for the Safe Routes to School Infrastructure:
Frederick Douglas and Paul Lawrence Project ("Project"), Office of Capital Improvements
Project No. 40-B30624; and
WHEREAS, the scope of work for the Project consists of the conversion of Northwest
11 th Terrace into a one (1) way street, which will allow for the construction of a bicycle path for
students to use as a safe route to school; and
WHEREAS, the Project also includes the repair and construction of new sidewalks as
needed and the construction of a corridor from Northwest 6th Avenue to Northwest 7th Avenue
along Northwest 11th Terrace, thus creating a rapid and safer route for students to travel to
school; and
WHEREAS, the City, pursuant to Resolution No. R-13-0055 adopted on February 14,
2013, accepted FDOT funding in the amount of One Hundred Eighty -Five Thousand One
Hundred Eighty Dollars ($185,180.00) and authorized the City Manager to execute the original
Local Agency Program ("LAP") Agreement, which was necessary to accept and administer the
funds; and
WHEREAS, the LAP Supplemental Agreement, attached and incorporated as Exhibit
"A", provides FDOT financial assistance to the City, states the terms and conditions upon which
FDOT funds will be provided, and sets forth the manner in which the Project will be undertaken
and completed; and

WHEREAS, the LAP Supplemental Agreement extends the contract end date to July 5,
2022 and includes additional amendments as outlined in Exhibit "A", attached and incorporated;
and
WHEREAS, funds are to be appropriated by separate Resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings found in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is authorized' to execute a LAP Supplemental Agreement,
in substantially the attached form, to the original LAP Agreement executed pursuant to
Resolution No. R-13-0055 adopted on February 14, 2013 regarding the Project.
Section 3. This Resolution shall become effective immediately upon its adoption.
