Background of Item: In 1963, Mother Moselle Whisby and her husband Robert Lee Whisby, pursued their first home located in the City of Miami at 1545 NW 43 Street. While raising her own children, Mrs. Whisby supported and mentored many other children and families in need in the community. Due to the demand for Mrs. Whisby's service as a childcare provider, she started her first in -home day-care business for the community. Mrs. Whisby became a Title I After School Tutoring Program Provider and volunteered at Kelsey L. Pharr Elementary to ensure the best quality education for the children in the community. Mrs. Whisby also served as a board member on both the Allapattah Girl Scout Troop #409 and the Alpha Phi Sorority Miami Chapter. The City wishes to commemorate the contributions of Mother Moselle Whisby to the community by placing a marker designation in the public right-of-way located from NW 12 Avenue to NW 11 Avenue, in between NW 47 Street and NW 46 Street, Miami, Florida, designating it "Mother Moselle Whisby - Alley". The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The placement of a marker designation pursuant to Section 54-136(1) of the Code of the City of Miami, Florida, as amended, in the public right-of-way located at Northwest 12 Avenue to Northwest 11 Avenue, between Northwest 47 Street and Northwest 46 Street, Miami, Florida, to commemorate Whisby is hereby authorized,' subject to all applicable permitting requirements. 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions.
