A RESOLUTION OF THE MIAMI CITY COMMISSION URGING MIAMI-DADE
COUNTY ("COUNTY") MAYOR DANIELLA LEVINE CAVA AND THE BOARD
OF COUNTY COMMISSIONERS TO ALLOCATE A PROPORTIONATE
AMOUNT OF FUNDS FROM THE $7,768,476.00 BUDGETED TOWARDS THE
COUNTY'S PEACE AND PROSPERITY PLAN TO THE CITY OF MIAMI
("CITY") AND OTHER MUNICIPALITIES PLAGUED BY GUN VIOLENCE TO BE
UTILIZED FOR THE IMPLEMENTATION OF THE CITY'S AND RESPECTIVE
MUNICIPALITIES' OWN STRATEGIC ANTI -GUN CRIME DETECTION AND
PREVENTION INITIATIVES TO COMBAT THE INCREASE OF GUN
VIOLENCE; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A COPY
OF THIS RESOLUTION TO THE OFFICIALS NAMED HEREIN.

WHEREAS, gun violence is a public health epidemic that intensified in the City of Miami
("City") throughout the pandemic; and
WHEREAS, 433 shooting incidents occurred in the City during the 2020 calendar year
resulting in 55 gun related homicides which accounts for 55% of all gun violence deaths
throughout Miami -Dade County ("County"); and
WHEREAS, the Board of County Commissioners of Miami -Dade County ("Board of
County Commissioners") adopted the "Peace and Prosperity Plan" ("Plan") based on its
research of best -practices driven strategies that will address the gun violence epidemic through
public safety measures focusing on the neighborhoods most affected while attempting to
address social and economic disparities at the root of gun violence by targeting resources
toward community revitalization needs and economic insecurity; and
WHEREAS, the County is in receipt of a $150,000.00 grant from the charitable arm of
West Realm Shires Services, Inc. d/b/a FTX.US ("FTX"), $100,000.00 from the Juvenile
Services Trust Fund, $300,000.00 in anticipated grant funds, and has allocated $7,218,476.00
from the FTX Arena Naming Rights Revenues, an arena located in the City, amounting to a total
of $7,768,476.00 budgeted funds for various programs identified in the Plan during the County's
2020-21 and 2021-22 fiscal years; and
WHEREAS, it is appropriate for the County to allocate a proportionate amount of funds
from the Plan's budget to provide the City the ability to implement its own anti -gun violence
detection and prevention initiatives based on the City's own comprehensive analysis and
strategies; and
WHEREAS, the City intends to allocate all funds made available towards public safety
measures, as vetted by County Commissioner Kionne McGhee through the County's Health,
Emergency Management, and Intergovernmental Affairs Committee, by and through the Miami
Police Department ("MPD") to provide for additional strategic patrol operations, extend the

availability of homicide and assault investigators, and leverage crime prevention technology by
expanding the capabilities of MPD's Real -Time Crime Center, procuring additional ShotSpotter
coverage, surveillance cameras, license plate readers, as well as other investigative technology
to ensure successful prosecutions of gun related crimes; and
WHEREAS, pursuant to Section 2-33(f) of the Code of the City of Miami, Florida, as
amended, the City Commission, by a majority vote, deems this Resolution to be of an
emergency nature in order to immediately protect the public health, welfare, and safety of the
City's residents, visitors, and businesses;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission urges County Mayor Daniella Levine Cava and the
Board of County Commissioners to allocate a proportionate amount of funds from the
$7,768,476.00 budgeted towards the Plan to the City and other municipalities plagued by gun
violence to be utilized for the implementation of the City's and respective municipalities' own
strategic anti -gun crime detection and prevention initiatives to combat the increase of gun
violence.
Section 3. The City Clerk is directed to transmit a copy of this Resolution to County
Mayor Daniella Levine Cava and the Board of County Commissioners.
Section 4. This Resolution shall become effective immediately upon adoption.
