A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO CONDUCT A STUDY TO DETERMINE THE COST OF
PROVIDING CITY OF MIAMI BULKY WASTE PICK-UP TO MULTI -UNIT
RESIDENTIAL BUILDINGS AND REPORT BACK TO THE CITY COMMISSION
IN NINETY (90) DAYS.

WHEREAS, Section 22-2(a) of the Code of the City of Miami, Florida, as amended ("City
Code"), provides that all garbage for single and multi -family residences of three (3) units or less
shall be collected by the City of Miami ("City") twice a week; and
WHEREAS, Section 22-2(a) of the City Code defines Bulky Waste as "large items of
household refuse such as appliances, furniture, accumulations from major tree cutbacks
(exceeding ten inches in diameter and four feet in length and weighing more than 50 pounds),
large crates and like articles which shall be placed out for city collection by residential unit
owners paying for City service on a weekly basis pursuant to Section 22-1 of the City Code";
and
WHEREAS, Section 22-18 of the City Code provides for Bulky Waste, with certain
exceptions, to be picked up by the City for all properties which are serviced by the City under
Section 22-2(a) of the City Code; and
WHEREAS, any residential property that has more than three (3) units is required to
provide for its own Bulky Waste pick up through a private solid waste hauler; and
WHEREAS, the City's Bulky Waste services are efficient and have proven great
efficiency during times of crisis such as storm clean up; and
WHEREAS, Bulky Waste pick-up by the City for multi -unit residential buildings will assist
in reducing the amount of illegal dumping in the City; and
WHEREAS, illegal dumping in the City has become a constant and common problem in
the City that needs to be addressed from all angles and this angle will help the City and also
provide additional fees to the City for services provided; and
WHEREAS, as part of the study, the differing impact between adding buildings with four
(4) to twelve (12) residential units, thirteen (13) to fifty (50) residential units, or over fifty (50)
residential units should be analyzed; and
WHEREAS, helping to curb illegal dumping and adding additional funds to the City for
services will be a major help to the quality of life for the residents of the City; and
WHEREAS, in accordance with Section 2-33(f) of the City Code, the City Commission,

by a majority vote, hereby deems this Resolution to be of an emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby directs the City Manager to conduct a study to
determine the cost of providing City bulky waste pick-up to multi -unit residential buildings and
report back to the City Commission within ninety (90) days.
Section 3. This Resolution shall become effective immediately upon its adoption.
