Purpose of Item:
A Resolution of the Miami City Commission, with attachments, establishing a Special
Revenue Project titled: "2020-2021 COPS Hiring Program," and appropriating funds
consisting of a grant award from the U.S. Department of Justice/Office of Community
Oriented Policing Services in an anticipated amount of $1,875,000, with a required local
cash match of $2,949,508.35, for a total program cost of $4,824,508.35; authorizing the
City Manager to accept said grant upon receipt, and to execute the necessary
documents, in substantially the attached form, to implement the acceptance of and
administration of said grant.
Background of Item:
A grant application that was submitted by the City of Miami to the U.S. Department of
Justice, Office of Community Oriented Policing Services requesting funding for 15 new
officers. The amount of federal funds awarded will support the salaries and fringe
benefits of 15 new officers. A local cash match of $2,949,508.35 is required for this
award, bringing the total program funding for a three-year period to $4,824,508.35. The
City must retain the funded positions for at least one year after the grant ends, per the
condition of the award.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A SPECIAL REVENUE PROJECT TITLED "2020-2021 COPS HIRING
PROGRAM;" APPROPRIATING FUNDS CONSISTING OF A GRANT AWARD FROM
THE UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY
ORIENTED POLICING SERVICES, IN AN ANTICIPATED AMOUNT OF $1,875,000.00
WITH A REQUIRED LOCAL CASH MATCH OF $2,949,508.35, TOTALING
$4,824,508.35; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AND
TO EXECUTE THE NECESSARY DOCUMENTS, IN SUBSTANTIALLY THE
ATTACHED FORM, TO IMPLEMENT THE ADMINISTRATION OF AND COMPLIANCE
WITH, SAID GRANT.
WHEREAS, the City of Miami ("City") submitted a grant application to the United States
Department of Justice, Office of Community Oriented Policing Services ("COPS") to receive a
grant for the hiring of fifteen (15) new law enforcement officers ("Application"); and
WHEREAS, the City anticipates the approval of the Application with a grant award in an
amount not to exceed $1,875,000.00 in federal funds for a three (3) year grant period to support
the salaries and fringe benefits of the law enforcement officers; and
WHEREAS, the local cash match required for this award will be $2,949,508.35; and
WHEREAS, as a condition of the anticipated award, the City must retain the funded
positions for at least one (1) year after the grant ends; and
WHEREAS, it is appropriate for the City Manager to accept the grant and to establish a
special revenue fund for the appropriation of the grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 3. The City Manager is authorized' to accept the grant and to execute the
necessary documents, in substantially the attached form, to implement the administration of the
grant.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
