• There is one Church, one Cemetery and a Playhouse
• Street was designated historic in 2012
• Parking on south side of Charles Avenue is prohibited except for several small
cutoff parking spaces on private property.
• Charles Avenue is narrow and only 19 feet wide versus a normal street, which is
25 feet.
OUR EXPERIENCE ON CHARLES AVENUE
• We own a property on Charles Avenue since 2011.
• In 2012 Charles Avenue was designated a historic street an idea which we
supported.
• We thought that designation would bring Capital Improvements and prosperity to
the neighborhood.
• So Far the Opposite - There have been no Capital Improvement and a total
disregard for property rights in a residential area.
WHAT WE KNEW ABOUT CHARLES AVENUE
• We knew we were close to a Main Highway and a Commercial area.
• We also knew Charles Avenue is a Residential Street.
• We did not know there would be a new building of 110,000 square feet
@Ransom built.
• The Stirrup House converted into a Bed & Breakfast.
• That an Italian Restaurant zoning would be approved next to the Stirrup
House Bed & Breakfast.
• And now a proposed change of zoning to T4L to include a 38 room hotel
that would further increase traffic and open the door for hotels, multifamily
residences and retail into a residential area.
CURRENT DAILY SITUATION ON CHARLES AVENUE
• Photos and Traffic Study speak for themselves
• Traffic down Charles is over 1.522 cars daily almost double Miami Dade County
Criteria.
• Speeding - 85% of daily cars go over the speed Limit. Note: Traffic Study
conducted by City of Miami.
• Lot zoned for Italian Restaurant used as Valet Parking, Barbeque Pit, Garbage
Yard and services deliveries causing yet more traffic.
• Pedestrians are unable to walk on Sidewalks because delivery eighteen -
wheelers are on top of sidewalk.
• Cyclist travel down Charles Avenue every day.
• Traffic is frequently stopped; cars are unable to pass because of delivery trucks
in middle of street.
• Already City of Miami Emergency Vehicles responding to emergency collided
with Planters on Public Right Away. Elizabeth & Charles.

In response to your request on behalf of Mr. Guillermo de la Paz (copied herein), the City of Miami's
Office of Transportation Management staff conducted a traffic study to evaluate existing traffic conditions
and assess the need for traffic calming devices along the subject road segment. Traffic volume and speed
data was collected for a twenty-four (24) hour period on November 30, 2017. Collected data is
summarized below.

In order for the city to implement traffic calming measures, the location must meet the criteria
established by Miami -Dade County Policy on Traffic Calming Measures or, alternatively, the City of Miami
Beach Traffic Calming ranking criteria as allowed by the Amended Interlocal Municipal Agreement.

Commissioner Russell,
For the past two years my wife and I have been an advocate to restore the minimum rights that everyone
should have to walk on a safe sidewalk and street down Historical Charles Avenue. This effort has felt like
a roller coaster of frustration with little results. I have approached some of your staff in multiple occasions
at Community Meetings to inform of the problem with no resolution.
While most of the Grove has been repaved not one single street in West Grove has been taken care
of. Neither you or Capital Improvements has been able to give a response as to when the street will be
repaved. Countless calls to 311 reporting potholes seem worthless. One potholes gets fixed and five more
are unresolved. To top this off, we now cannot walk on the sidewalk either because it is full of garbage
and debris.
This weekend this situation hit close to home, our son was injured and wound up in the ER, due to a
pothole down Charles Avenue. Attached is a picture.
Lastly, speeding down Charles Avenue has been and continues to be a huge issue. This is yet another
safety concern for people who live on the street. There are a lot of kids of all ages that live on
Charles. Some bike to school, walk and play ball while cars zoom by. Sadly, we have also approached
your staff in Community Meetings regarding what needs to be done to have Speed Bumps installed with no
answers or resolution. Would be helpful to know in writing what action needs to be taken to get this
done.
